Neutron Resonance Transmission Analysis (NRTA): A Nondestructive Assay Technique for the Next Generation Safeguards Initiative’s Plutonium Assay Challenge

This is an end-of-year report for a project funded by the National Nuclear Security Administration's Office of Nuclear Safeguards (NA-241). The goal of this project is to investigate the feasibility of using Neutron Resonance Transmission Analysis (NRTA) to assay plutonium in commercial light-water-reactor spent fuel. This project is part of a larger research effort within the Next-Generation Safeguards Initiative (NGSI) to evaluate methods for assaying plutonium in spent fuel, the Plutonium Assay Challenge. The first-year goals for this project were modest and included: 1) developing a zero-order MCNP model for the NRTA technique, simulating data results presented in the literature, 2) completing a preliminary set of studies investigating important design and performance characteristics for the NRTA measurement technique, and 3) documentation of this work in an end of the year report (this report). Research teams at Los Alamos National Laboratory (LANL), Lawrence Berkeley National Laboratory (LBNL), Pacific Northwest National Laboratory (PNNL), and at several universities are also working to investigate plutonium assay methods for spent-fuel safeguards. While the NRTA technique is well proven in the scientific literature for assaying individual spent fuel pins, it is a newcomer to the current NGSI efforts studying Pu assay method techniques having just started …

A Brief Introduction on Training and Public Information of Building Energy Codes in the U.S.

This report is associated with the project of Implementation of Building Energy Codes in China (55793). The report aims to give Chinese audience a brief introduction on training and public information activities of building energy codes in the U.S. The report contains four sections: Section One is about the development history and implementation of building energy codes in the U.S. Section Two is about the organizations of training and public information activities, mainly focused on ASHRAE, ICC, federal and state government. Policy implication, which is Section Three, addresses the role of federal government and on-line training and public information activities in promoting training and public information (the current China training system lacks strong support of central government and on-line training activities). Conclusions are made in Section Four. This report will be uploaded to an upcoming Chinese website which is devoted to provide first-time free on-line training and public information of building energy codes in China.

The BErkeley Lab Laser Accelerator (BELLA): A 10 GeV Laser Plasma Accelerator

An overview is presented of the design of a 10 GeV laser plasma accelerator (LPA) that will be driven by a PW-class laser system and of the BELLA Project, which has as its primary goal to build and install the required Ti:sapphire laser system for the acceleration experiments. The basic design of the 10 GeV stage aims at operation in the quasi-linear regime, where the laser excited wakes are largely sinusoidal and offer the possibility of accelerating both electrons and positrons. Simulations show that a 10 GeV electron beam can be generated in a meter scale plasma channel guided LPA operating at a density of about 1017 cm-3 and powered by laser pulses containing 30-40 J of energy in a 50- 200 fs duration pulse, focused to a spotsize of 50-100 micron. The lay-out of the facility and laser system will be presented as well as the progress on building the facility.

Importance of electronic relaxation for inter-coulombic decay in aqueous systems

Inspired by recent photoelectron spectroscopy (PES) experiments on hydroxide solutions, we have examined the conditions necessary for enhanced (and, in the case of solutions, detectable) intercoulombic decay (ICD)--Auger emission from an atomic site other than that originally excited. We present general guidelines, based on energetic and spatial overlap of molecular orbitals, for this enhancement of ICDbased energy transfer in solutions. These guidelines indicate that this decay process should be exhibited by broad classes of biomolecules and suggest a design criterion for targeted radiooncology protocols. Our findings show that PES cannot resolve the current hydroxide coordination controversy.

Understanding and predicting soot generation in turbulent non-premixed jet flames.

This report documents the results of a project funded by DoD's Strategic Environmental Research and Development Program (SERDP) on the science behind development of predictive models for soot emission from gas turbine engines. Measurements of soot formation were performed in laminar flat premixed flames and turbulent non-premixed jet flames at 1 atm pressure and in turbulent liquid spray flames under representative conditions for takeoff in a gas turbine engine. The laminar flames and open jet flames used both ethylene and a prevaporized JP-8 surrogate fuel composed of n-dodecane and m-xylene. The pressurized turbulent jet flame measurements used the JP-8 surrogate fuel and compared its combustion and sooting characteristics to a world-average JP-8 fuel sample. The pressurized jet flame measurements demonstrated that the surrogate was representative of JP-8, with a somewhat higher tendency to soot formation. The premixed flame measurements revealed that flame temperature has a strong impact on the rate of soot nucleation and particle coagulation, but little sensitivity in the overall trends was found with different fuels. An extensive array of non-intrusive optical and laser-based measurements was performed in turbulent non-premixed jet flames established on specially designed piloted burners. International perspectives on mitigating laboratory biorisks.

The International Perspectives on Mitigating Laboratory Biorisks workshop, held at the Renaissance Polat Istanbul Hotel in Istanbul, Republic of Turkey, from October 25 to 27, 2010, sought to promote discussion between experts and stakeholders from around the world on issues related to the management of biological risk in laboratories. The event was organized by Sandia National Laboratories International Biological Threat Reduction program, on behalf of the US Department of State Biosecurity Engagement Program and the US Department of Defense Cooperative Biological Engagement Program. The workshop came about as a response to US Under Secretary of State Ellen O. Tauscher's statements in Geneva on December 9, 2009, during the Annual Meeting of the States Parties to the Biological Weapons Convention (BWC). Pursuant to those remarks, the workshop was intended to provide a forum for interested countries to share information on biorisk management training, standards, and needs. Over the course of the meeting's three days, participants discussed diverse topics such as the role of risk assessment in laboratory biorisk management, strategies for mitigating risk, measurement of performance and upkeep, international standards, training and building workforce competence, and the important role of government and regulation. Solution methods for very highly integrated circuits.

While advances in manufacturing enable the fabrication of integrated circuits containing tens-to-hundreds of millions of devices, the time-sensitive modeling and simulation necessary to design these circuits poses a significant computational challenge. This is especially true for mixed-signal integrated circuits where detailed performance analyses are necessary for the individual analog/digital circuit components as well as the full system. When the integrated circuit has millions of devices, performing a full system simulation is practically infeasible using currently available Electrical Design Automation (EDA) tools. The principal reason for this is the time required for the nonlinear solver to compute the solutions of large linearized systems during the simulation of these circuits. The research presented in this report aims to address the computational difficulties introduced by these large linearized systems by using Model Order Reduction (MOR) to (i) generate specialized preconditioners that accelerate the computation of the linear system solution and (ii) reduce the overall dynamical system size. MOR techniques attempt to produce macromodels that capture the desired input-output behavior of larger dynamical systems and enable substantial speedups in simulation time. The authors review the field of top-quark physics with an emphasis on experimental techniques. The role of the top quark in the Standard Model of particle physics is summarized and the basic phenomenology of top-quark production and decay is introduced. They discuss how contributions from physics beyond the Standard model could affect the top-quark properties or event samples. The many measurements made at the Fermilab Tevatron, which test the Standard model predictions or probe for direct evidence of new physics using the top-quark event samples, are reviewed here.

Foundations to the unified psycho-cognitive engine.

This document outlines the key features of the SNL psychological engine. The engine is designed to be a generic presentation of cognitive entities interacting among themselves and with the external world. The engine combines the most accepted theories of behavioral psychology with those of behavioral economics to produce a unified simulation of human response from stimuli through executed behavior. The engine explicitly recognizes emotive and reasoned contributions to behavior and simulates the dynamics associated with cue processing, learning, and choice selection. Most importantly, the model parameterization can come from available media or survey information, as well subject-matter-expert information. The framework design allows the use of uncertainty quantification and sensitivity analysis to manage confidence in using the analysis results for intervention decisions.

Remediation of Uranium in the Hanford Vadose Zone Using Ammonia Gas: FY 2010 Laboratory-Scale Experiments

This investigation is focused on refining an in situ technology for vadose zone remediation of uranium by the addition of ammonia (NH3) gas. Objectives are to: a) refine the technique of ammonia gas treatment of low water content sediments to minimize uranium mobility by changing uranium surface phases (or coat surface phases), b) identify the geochemical changes in uranium surface phases during ammonia gas treatment, c) identify broader geochemical changes that occur in sediment during ammonia gas treatment, and d) predict and test injection of ammonia gas for intermediate-scale systems to identify process interactions that occur at a larger scale and could impact field scale implementation.Overall, NH3 gas treatment of low-water content sediments appears quite effective at decreasing aqueous, adsorbed uranium concentrations. The NH3 gas treatment is also fairly effective for decreasing the mobility of U-carbonate coprecipitates, but shows mixed success for U present in Na-boltwoodite. There are some changes in U-carbonate surface phases that were identified by surface phase analysis, but no changes observed for Na-boltwoodite. It is likely that dissolution of sediment minerals (predominantly montmorillonite, muscovite, kaolinite) under the alkaline conditions created and subsequent precipitation as the pH returns to natural conditions coat some of the uranium surface …

We present an overview of diagnostic techniques for measuring key parameters of electron bunches from Laser Plasma Accelerators (LPAs). The diagnostics presented here were chosen because they highlight the unique advantages (e.g., diverse forms of electromagnetic emission) and difficulties (e.g., shot-to-shot variability) associated with LPAs. Non destructiveness and high resolution (in space and time and energy) are key attributes that enable the formation of a comprehensive suite of simultaneous diagnostics which are necessary for the full characterization of the ultrashort, but highly-variable electron bunches from LPAs.

Summary Report of Working Group 1: Laser-Plasma Acceleration

Advances in and physics of the acceleration of particles using underdense plasma structures driven by lasers were the topics of presentations and discussions in Working Group 1 of the 2010 Advanced Accelerator Concepts Workshop. Such accelerators have demonstrated gradients several orders beyond conventional machines, with quasi-monoenergetic beams at MeV-GeV energies, making them attractive candidates for next generation accelerators. Workshop discussions included advances in control over injection and laser propagation to further improve beam quality and stability, detailed diagnostics and physics models of the acceleration process, radiation generation as a source and diagnostic, and technological tools and upcoming facilities to extend the reach of laser-plasma accelerators.

Sensor Configuration Selection for Discrete-Event Systems under Unreliable Observations

Algorithms for counting the occurrences of special events in the framework of partially-observed discrete event dynamical systems (DEDS) were developed in previous work. Their performances typically become better as the sensors providing the observations become more costly or increase in number. This paper addresses the problem of finding a sensor configuration that achieves an optimal balance between cost and the performance of the special event counting algorithm, while satisfying given observability requirements and constraints. Since this problem is generally computational hard in the framework considered, a sensor optimization algorithm is developed using two greedy heuristics, one myopic and the other based on projected performances of candidate sensors. The two heuristics are sequentially executed in order to find best sensor configurations. The developed algorithm is then applied to a sensor optimization problem for a multiunit- operation system. Results show that improved sensor configurations can be found that may significantly reduce the sensor configuration cost but still yield acceptable performance for counting the occurrences of special events.

Experimental Evaluation of Installed Cooking Exhaust Fan Performance

The installed performance of cooking exhaust fans was evaluated through residential field experiments conducted on a sample of 15 devices varying in design and other characteristics. The sample included two rear downdraft systems, two under-cabinet microwave over range (MOR) units, three different installations of an under-cabinet model with grease screens across the bottom and no capture hood, two devices with grease screens covering the bottom of a large capture hood (one under-cabinet, one wall-mount chimney), four under-cabinet open hoods, and two open hoods with chimney mounts over islands. Performance assessment included measurement of airflow and sound levels across fan settings and experiments to quantify the contemporaneous capture efficiency for the exhaust generated by natural gas cooking burners.Capture efficiency is defined as the fraction of generated pollutants that are removed through the exhaust and thus not available for inhalation of household occupants. Capture efficiency (CE) was assessed for various configurations of burner use (e.g., single front, single back, combination of one front and one back, oven) and fan speed setting. Measured airflow rates were substantially lower than the levels noted in product literature for many of the units. This shortfall was observed for several units costing in excess of $1000. Capture …

This best practices guide is the eleventh in a series of guides for builders produced by the U.S. Department of Energy’s Building America Program. This guide book is a resource to help builders design and construct homes that are among the most energy-efficient available, while addressing issues such as building durability, indoor air quality, and occupant health, safety, and comfort. With the measures described in this guide, builders in the marine climate (portions of Washington, Oregon, and California) can achieve homes that have whole house energy savings of 40% over the Building America benchmark (a home built to mid-1990s building practices roughly equivalent to the 1993 Model Energy Code) with no added overall costs for consumers. These best practices are based on the results of research and demonstration projects conducted by Building America’s research teams. The guide includes information for managers, designers, marketers, site supervisors, and subcontractors, as well as case studies of builders who are successfully building homes that cut energy use by 40% in the marine climate. Summary of FY 2010 Iodine Capture Studies at the INL

Three breakthrough runs using silver mordenite sorbents were conducted and a dynamic sorption capacity estimated based on MeI analysis from a 2" bed. However, it is now believed the data for the first 2 runs is incomplete because the contributions from elemental iodine were not included. Although the only source of iodine was MeI, elemental iodine was generated within the sorbent bed, presumably from a recombination reaction likely catalyzed by silver mordenite. On-line effluent analysis with a GC was only capable of analyzing MeI, not I2. Scrub samples drawn during Run #3, which are specific for I2, show significant levels of I2 being emitted from a partially spent Ag-mordenite bed. By combining MeI and I2 analyses, a well defined total iodine breakthrough curve can be generated for Run #3. At the conclusion of Run #3 (IONEX Ag-900 was the sorbent) the effluent level from Bed 2 was approaching 70% of the feed concentration. The leading bed (Bed 1) had an estimated average loading of 66 mg I/g sorbent, Bed 2's was 52 mg I/g. The corresponding silver utilizations (assuming formation of AgI) were about 59% and 46%, respectively. The spent sorbents are being sent to Sandia National Laboratories for confirmatory …

DEVELOPMENT OF A COMPUTATIONAL MULTIPHASE FLOW MODEL FOR FISCHER TROPSCH SYNTHESIS IN A SLURRY BUBBLE COLUMN REACTOR

The Hybrid Energy Systems Testing (HYTEST) Laboratory is being established at the Idaho National Laboratory to develop and test hybrid energy systems with the principal objective to safeguard U.S. Energy Security by reducing dependence on foreign petroleum. A central component of the HYTEST is the slurry bubble column reactor (SBCR) in which the gas-to-liquid reactions will be performed to synthesize transportation fuels using the Fischer Tropsch (FT) process. SBCRs are cylindrical vessels in which gaseous reactants (for example, synthesis gas or syngas) is sparged into a slurry of liquid reaction products and finely dispersed catalyst particles. The catalyst particles are suspended in the slurry by the rising gas bubbles and serve to promote the chemical reaction that converts syngas to a spectrum of longer chain hydrocarbon products, which can be upgraded to gasoline, diesel or jet fuel. These SBCRs operate in the churn-turbulent flow regime which is characterized by complex hydrodynamics, coupled with reacting flow chemistry and heat transfer, that effect reactor performance. The purpose of this work is to develop a computational multiphase fluid dynamic (CMFD) model to aid in understanding the physico-chemical processes occurring in the SBCR. R&D ERL: Diagnostics

The Energy Recovery Linac (ERL) prototype project is currently under development at the Brookhaven National Laboratory. The ERL is expected to demonstrate energy recovery of high intensity beams with a current of up to a few hundred milliamps, while preserving the emittance of bunches with a charge of a few nanocoulombs produced by a high current SRF gun. To successfully accomplish this task the machine will include beam diagnostics that will be used for accurate characterization of the three dimensional beam phase space at the injection and recirculation energies, transverse and longitudinal beam matching, orbit alignment, beam current measurement, and machine protection. This report outlines requirements on the ERL diagnostics and describes its setup and modes of operation. The BNL Prototype ERL is an R&D effort aimed at reducing risks and costs associated with the proposed RHIC II electron cooler and eRHIC collider. The ERL will serve as a test bed for developing and testing instrumentation and studying physics and technological issues relevant to very high current ERL's. ADEPT Project: GeneSiC is developing an advanced silicon-carbide (SiC)-based semiconductor called an anode-switched thyristor. This low-cost, compact SiC semiconductor conducts higher levels of electrical energy with better precision than traditional silicon semiconductors. This efficiency will enable a dramatic reduction in the size, weight, and volume of the power converters and electronic devices it's used in.GeneSiC is developing its SiC-based semiconductor for utility-scale power converters. Traditional silicon semiconductors can't process the high voltages that utility-scale power distribution requires, and they must be stacked in complicated circuits that require bulky insulation and cooling hardware. GeneSiC's semiconductors are well suited for high-power applications like large-scale renewable wind and solar energy installations.

In this report, we present the results of an analytical cost/benefit study of residential smart appliances from a utility/grid perspective in support of a joint stakeholder petition to the ENERGY STAR program within the Environmental Protection Agency (EPA) and Department of Energy (DOE). The goal of the petition is in part to provide appliance manufacturers incentives to hasten the production of smart appliances. The underlying hypothesis is that smart appliances can play a critical role in addressing some of the societal challenges, such as anthropogenic global warming, associated with increased electricity demand, and facilitate increased penetration of renewable sources of power. The appliances we consider include refrigerator/freezers, clothes washers, clothes dryers, room air-conditioners, and dishwashers. The petition requests the recognition that providing an appliance with smart grid capability, i.e., products that meet the definition of a smart appliance, is at least equivalent to a corresponding five percent in operational machine efficiencies. It is then expected that given sufficient incentives and value propositions, and suitable automation capabilities built into smart appliances, residential consumers will be adopting these smart appliances and will be willing participants in addressing the aforementioned societal challenges by more effectively managing their home electricity consumption.
