The recent online publication of classified defense documents by the organization WikiLeaks and subsequent reporting by the New York Times and other news media have focused attention on whether such publication violates U.S. criminal law. The Justice Department and Department of Defense are investigating the circumstances to determine whether any prosecutions will be undertaken in connection with the disclosure. This report identifies some criminal statutes that may apply and also discusses the statutory prohibitions that may be implicated, such as the Espionage Act.

This report discusses the environmental activities of the U.S. Coast Guard, which fall within the service's program for protection of natural resources, and consist of maritime oil spill prevention, marine debris, and pollution response preparedness. Protection of living marine resources and fisheries also falls in this category, but is not discussed here. Marine environmental protection is one of six "non-homeland security missions" specified in the Homeland Security Act of 2002.

Correspondence issued by the Government Accountability Office with an abstract that begins "The Food, Conservation, and Energy Act of 2008 authorized appropriations of $10 million annually for the Housing Assistance Council (HAC) from fiscal years 2009 through 2011. Established in 1971, HAC is a nonprofit rural housing organization that aims to improve housing conditions for low-income rural residents, especially in high-need areas such as Indian country and Appalachia and among groups such as farmworkers. As part of its mission, HAC also offers technical assistance in developing affordable rural housing and capacity building to a variety of groups involved in rural housing. HAC signs agreements each year with the Department of Housing and Urban Development (HUD) detailing how it will use its appropriations. The 2008 act required GAO to report on HAC's use of appropriated funds over the last 7 years, from 2003 to 2009--a period when HAC received more than $20 million in appropriations. The heart of the National Ignition Facility is a megajoule-class laser system consisting of 192 beams used to drive inertial confinement fusion reactions. A recently installed system of programmable, liquid-crystal-based spatial light modulators adds the capability of arbitrarily shaping the spatial beam profiles in order to enhance operational flexibility. Its primary intended use is for introducing 'blocker' obscurations shadowing isolated flaws on downstream optical elements that would otherwise be damaged by high fluence laser illumination. Because an improperly shaped blocker pattern can lead to equipment damage, both the position and shape of the obscurations must be carefully verified prior to high-fluence operations. An automatic alignment algorithm is used to perform detection and estimation of the imposed blocker centroid positions compared to their intended locations. Furthermore, in order to minimize the spatially-varying nonlinear response of the device, a calibration of the local magnification is performed at multiple sub-image locations. In this paper, we describe the control and associated image processing of this device that helps to enhance the safety and longevity of the overall system.

Dipole models based on various saturation scenarios provide reasonable fits to small-x DIS inclusive, diffractive and exclusive data from HERA. Proton un-integrated gluon distributions extracted from such fits are employed in a k{sub {perpendicular}}-factorization framework to calculate inclusive gluon distributions at various energies. The n-particle multiplicity distribution predicted in the Glasma flux tube approach shows good agreement with data over a wide range of energies. Hadron inclusive transverse momentum distributions expressed in terms of the saturation scale demonstrate universal behavior over a wider kinematic range systematically with increasing center of mass energies.

It also summarizes steps taken by the Obama Administration to limit and monitor lobbying of the executive branch; discusses the development and implementation of restrictions placed on lobbying for Recovery Act and EESA funds; examines the Obama Administration's decision to stop appointing lobbyists to federal advisory bodies and committees; considers third-party criticism of current executive branch lobbying policies; and provides options for possible modifications in current lobbying laws and practices.

Correspondence issued by the Government Accountability Office with an abstract that begins "Medicare funds health care services for more than 46 million beneficiaries. The Centers for Medicare & Medicaid Services (CMS)--the agency that administers Medicare--contracts with private organizations known as Quality Improvement Organizations (QIO) to, among other core functions, improve the quality of care for Medicare beneficiaries. CMS contracts with one QIO for each of the 50 states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands. One of the QIOs' many responsibilities is to review quality of care concerns, raised by Medicare beneficiaries or others, to determine whether Medicare-financed medical services meet professionally recognized standards of health care. Quality of care reviews may address a range of issues, such as inappropriate treatment or hospital staff not administering medications on time; may involve a variety of health care services and settings; and may include a range of Medicare providers or practitioners. CMS enters into 3-year contracts with QIOs for a range of activities and reviews, including quality of care reviews. A letter report issued by the Government Accountability Office with an abstract that begins "Since 2007, the Departments of Defense (DOD) and Veterans Affairs (VA) have been testing a new disability evaluation system designed to integrate their separate processes and thereby expedite veterans' benefits for wounded, ill, and injured servicemembers. Having piloted the integrated disability evaluation system (IDES) at 27 military facilities, they are now planning for its expansion military-wide. Part of the National Defense Authorization Act for Fiscal Year 2008 required GAO to report on DOD and VA's implementation of policies on disability evaluations. This report examines: (1) the results of the agencies' evaluation of the IDES pilot, (2) challenges in implementing the IDES pilot to date, and (3) whether DOD and VA's plans to expand the IDES adequately address potential future challenges. GAO analyzed data from DOD and VA, conducted site visits at 10 military facilities, and interviewed DOD and VA officials."

He graduated as an officer from cadet navigation school. He served as an instructor in Monroe, Louisiana. In November of 1942 his unit was assigned to a base in Hethel, England. La Vine served as a navigator aboard B-24s. They served as a lead crew, flying missions out of England in 1943. He describes life at the base in Hethel. They completed 30 missions. He describes some of their more involved missions including Berlin and Stuttgart, Germany. Upon completing his missions, he was sent to Ireland to serve again as a navigation instructor for incoming navigators.

Hastings helped liberate civilian POWs from Santo Tomas and describes their treatment and condition. He then traveled to Osaka for occupation duty. Hastings talks about his time there as well as flying over Hiroshima. He describes what he saw and discusses his conflicted feelings on the use of the bomb. Hastings stayed in the Reserve and was recalled for the Korean War where he served in Alaska.

The primary target market for this program was the residential and commercial PV markets, drawing on BP Solar's premium product and service offerings, brand and marketing strength, and unique routes to market. These two markets were chosen because: (1) in 2005 they represented more than 50% of the overall US PV market; (2) they are the two markets that will likely meet grid parity first; and (3) they are the two market segments in which product development can lead to the added value necessary to generate market growth before reaching grid parity. Federal investment in this program resulted in substantial progress toward the DOE TPP target, providing significant advancements in the following areas: (1) Lower component costs particularly the modules and inverters. (2) Increased availability and lower cost of silicon feedstock. (3) Product specifically developed for residential and commercial applications. (4) Reducing the cost of installation through optimization of the products. (5) Increased value of electricity in mid-term to drive volume increases, via the green grid technology. (6) Large scale manufacture of PV products in the US, generating increased US employment in manufacturing and installation.
