The Environmental Risk Evaluation System (ERES) has been created to set priorities among the environmental risks from offshore wind development. This report follows the conceptual design for ERES and shows what the system would look like, using a web interface created as part of a Knowledge Management System (KMS) for offshore wind. The KMS, called Zephyrus, and ERES for offshore wind, will be populated and made operational in a later phase of the project.

Preliminary Screening Analysis for the Environmental Risk Evaluation System: Task 2.1.1: Evaluating Effects of Stressors – Fiscal Year 2010 Progress Report: Environmental Effects of Marine and Hydrokinetic Energy

Possible environmental effects of marine and hydrokinetic (MHK) energy development are not well understood, and yet regulatory agencies are required to make decisions in spite of substantial uncertainty about environmental impacts and their long-term effects. An understanding of risk associated with likely interactions between MHK installations and aquatic receptors, including animals, habitats, and ecosystems, can help reduce the level of uncertainty and focus regulatory actions and scientific studies on interactions of most concern. As a first step in developing the Pacific Northwest National Laboratory (PNNL) Environmental Risk Evaluation System (ERES), PNNL scientists conducted a preliminary risk screening analysis on three initial MHK cases - a tidal project in Puget Sound using Open Hydro turbines, a wave project off the coast of Oregon using Ocean Power Technologies point attenuator buoys, and a riverine current project in the Mississippi River using Free Flow turbines. Through an iterative process, the screening analysis revealed that top-tier stressors in all three cases were the effects of the dynamic physical presence of the device (e.g., strike), accidents, and effects of the static physical presence of the device (e.g., habitat alteration). LIFE: The Case for Early Commercialization of Fusion Energy

This paper presents the case for early commercialization of laser inertial fusion energy (LIFE). Results taken from systems modeling of the US electrical generating enterprise quantify the benefits of fusion energy in terms of carbon emission, nuclear waste and plutonium production avoidance. Sensitivity of benefits-gained to timing of market-entry is presented. These results show the importance of achieving market entry in the 2030 time frame. Economic modeling results show that fusion energy can be competitive with other low-carbon energy sources. The paper concludes with a description of the LIFE commercialization path. It proposes constructing a demonstration facility capable of continuous fusion operations within 10 to 15 years. This facility will qualify the processes and materials needed for a commercial fusion power plant.

MODIS Airborne simulator (MAS) Final Report for CLASIC

The MAS was flown aboard the NASA ER-2 for the CLASIC field experiment, and for all data collected, provided calibrated and geolocated (Level-1B) radiance data for it’s 50 spectral bands (ranging in wavelength for 0.47 to 14.3 µm). From the Level-1B data, as directed in the Statement of Work, higher order (Level-2) data products were derived. The Level-2 products include: a) cloud optical thickness, b) cloud effective radius, c) cloud top height (temperature), d) cloud fraction, e) cloud phase products. Preliminary Level-1B and Level-2 products were provided during the field experiment (typically within one or two days of data collection). Final version data products were made available in December 2008 following considerable calibration analysis. Data collection, data processing (to Level-2), and discussion of the calibration work are summarized below.

TUNING SILICON NANORODS FOR ANODES OF LI-ION RECHARGEABLE BATTERIES

Silicon is a promising anode material for Li-ion batteries in regarding of high capacity, low cost and safety, but it suffers poor cycling stability due to the pulverization induced by severe volume expansion/shrinkage (297%) during lithium insertion/extraction. In our previous investigation on aluminum nanorods anodes, it is found the selection of substrates in which Al nanorods grown plays the role in prevention of pulverization resulting in the increase of cycling life. Adapting this knowledge, we investigated the Si based nanorods anodes by tuning its composition and element distribution. Our results show that although the Si nanorods demonstrated higher initial anodic capacity of 1500 mAh/g, it diminished after 50 cycles due to morphology change and pulverization. By codepositing Cu, the Si-Cu composite nanorods demonstrated sustainable capacity of 500 mAh/g in 100 cycles attributing to its flexible and less brittle nature.

Collaborative Proposal: DUSEL R&D at the Kimballton Underground Facility (ICP-MS Confirmation, Material Assay, and Radon Reduction)

Experiments measuring rare events, such as neutrinoless double beta (0{nu}{beta}{beta}) decay, and those searching for, or measuring very weakly interacting particles, such as low energy solar neutrino experiments or direct dark matter searches, require ever lower backgrounds; particularly those from radioactive contamination of detector materials. The underground physics community strives to identify and develop materials with radioactive contamination at permissible levels, and to remove radioactive contaminants from materials, but each such material represents a separate dedicated research and development effort. This project attempted to help these research communities by expanding the capabilities in the United States, for indentifying low levels of radioactive contamination in detector materials through gamma ray spectroscopy. Additionally the project tried to make a cross comparison between well established gamma ray spectroscopy techniques for identifying radioactive contaminations and Inductively Coupled Plasma Mass Spectroscopy, which is a relatively new method for searching for uranium and thorium in materials. The project also studied the removal of radioactive radon gas for laboratory air, which showed that an inexpensive technologically simple radon scrubber can potentially be used for homes or businesses with high radon levels even after the employment of other mitigation techniques.

The U.S. Department of Energy (DOE) has posed a challenge to the homebuilding industry—to build 220,000 high-performance homes by 2012. Through the Builders Challenge, participating homebuilders will have an easy way to differentiate their best energy-performing homes from other products in the marketplace, and to make the benefits clear to buyers. This document was prepared by Pacific Northwest National Laboratory for DOE to provide guidance to U.S. home builders who want to accept the challenge. To qualify for the Builders Challenge, a home must score 70 or less on the EnergySmart Home Scale (E-Scale). The E-scale is based on the well-established Home Energy Rating System (HERS) index, developed by the Residential Energy Services Network (RESNET). The E-scale allows homebuyers to understand – at a glance – how the energy performance of a particular home compares with the performance of others. To learn more about the index and HERS Raters, visit www.natresnet.org. Homes also must meet the Builders Challenge criteria described in this document. B -> D* l nu at zero recoil: an update

We present an update of our calculation of the form factor for {bar B} {yields} D*{ell}{bar {nu}} at zero recoil, with higher statistics and finer lattices. As before, we use the Fermilab action for b and c quarks, the asqtad staggered action for light valence quarks, and the MILC ensembles for gluons and light quarks (Luescher-Weisz married to 2+1 rooted staggered sea quarks). In this update, we have reduced the total uncertainty on F(1) from 2.6% to 1.7%.

Semileptonic decays of K and D mesons in 2+1 flavor QCD

The experimentally measured rates of the semileptonic decays K {yields} {pi}/{nu} and D {yields} K({pi})/{nu} can be combined with lattice calculations of the associated form factors to precisely extract the CKM matrix elements |V{sub us}| and |V{sub cs(d)}|. We report on the status of form factor calculations with Fermilab charm quarks and staggered light quarks on the 2+1 flavor asqtad staggered MILC ensembles. Analysis of data for the D {yields} {pi}/{nu} form factor provides a nontrivial test of our methods via comparison with CLEO data. We discuss the use of HISQ valence quarks to calculate the K {yields} {pi}/{nu} form factor f{sub +}{sup K{pi}}(0) and describe tests of our method.

Double parton interactions as a background to associated HW production at the Tevatron

In this paper we study events with W+jets final state, produced in double parton (DP) interactions, as a background to the associated Higgs boson (H) and W production, with H {yields} b{bar b} decay, at the Tevatron. We have found that the event yield from the DP background can be quite sizable, what necessitates a choice of selection criteria to separate the HW and DP production processes. We suggest a set of variables sensitive to the kinematics of DP and HW events. We show that these variables, being used as an input to the artificial neural network, allow one to significantly improve a sensitivity to the Higgs boson production.

Main group adducts of carbon dioxide and related chemistry (LDRD 149938).

This late-start LDRD was broadly focused on the synthetic attempts to prepare novel ligands as complexing agents for main group metals for the sequestration of CO{sub 2}. In prior work we have shown that certain main group (p block elements) metals such as tin and zinc, when ligated to phosphinoamido- ligands, can bind CO{sub 2} in a novel fashion. Rather than simple insertion into the metal-nitrogen bonds to form carbamates, we have seen the highly unusual complexation of CO{sub 2} in a mode that is more similar to a chemical 'adduct' rather than complexation schemes that have been observed previously. The overarching goal in this work is to prepare more of these complexes that can (a) sequester (or bind) CO{sub 2} easily in this adduct form, and (b) be stable to chemical or electrochemical reduction designed to convert the CO{sub 2} to useful fuels or fuel precursors. The currently used phosphinoamido- ligands appear at this point to be less-stable than desired under electrochemical reduction conditions. This instability is believed due to the more delicate, reactive nature of the ligand framework system. He became a crewman on an Avenger torpedo bomber in October 1943. Barton flew off of the USS Mission Bay (CVE-59) and the USS Tripoli (CVE-64) and performed anti-submarine patrols in the North Atlantic. He describes how depth charges were dropped, the armament of the plane, and how they were trained to skip-bomb. Barton was then sent to the Pacific where he flew off of the USS Anzio (CVE-57) for the remainder of the war. He describes an incident where his plane had a failed landing and ended upside-down in the water. Barton had to break some glass in the cockpit to escape. He flew ground support missions over Okinawa. Barton discusses how the radio and radar functioned on his plane. He was discharged several months after the surrender.
