A letter report issued by the Government Accountability Office with an abstract that begins "To address pervasive computer-based (cyber) attacks against the United States that posed potentially devastating impacts to systems and operations, the federal government has developed policies and strategies intended to combat these threats. A recent key development was in February 2009, when President Obama initiated a review of the government's overall strategy and supporting activities with the aim of assessing U.S. policies and structures for cybersecurity. The resulting policy review report--issued by the President in May 2009--provided 24 near- and mid-term recommendations to address these threats. GAO was asked to assess the implementation status of the 24 recommendations. In doing so, GAO, among other things, analyzed the policy review report and assessed agency documentation and interviewed agency officials."

The American Recovery and Reinvestment Act of 2009 created an Emergency Contingency Fund (ECF) within the Temporary Assistance for Needy Families (TANF) block grant. The fund expired on September 30, 2010. It helped states, Indian tribes, and territories pay for additional costs of providing economic aid to families during the current economic downturn for FY2009 and FY2010. This report describes the TANF ECF as well as proposals offered in 2010 to extend and modify TANF emergency funding.

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) provides medical care to 9.6 million active duty service members, their families, and other eligible beneficiaries worldwide. DOD's Military Health System has long been engaged in efforts to acquire and deploy an electronic health record system. The latest version of this initiative--the Armed Forces Health Longitudinal Technology Application (AHLTA)--was expected to give health care providers real-time access to individual and military population health information and facilitate clinical support. However, the system's early performance was problematic, and DOD recently stated that it intended to acquire a new electronic health record system. GAO was asked to (1) determine the status of AHLTA, (2) determine DOD's plans for acquiring its new system, and (3) evaluate DOD's acquisition management of the initiative. To do this, GAO reviewed program plans, reports, and other documentation and interviewed DOD officials."

Understanding the interaction between ion cyclotron range of frequency (ICRF) fast waves and the fast-ions created by neutral beam injection (NBI) is critical for future devices such as ITER, which rely on a combination ICRF and NBI. Experiments in NSTX which use 30 MHz High-Harmonic Fast-Wave (HHFW) ICRF and NBI heating show a competition between electron heating via Landau damping and transit-time magnetic pumping, and radio-frequency wave acceleration of NBI generated fast ions. Understanding and mitigating some of the power loss mechanisms outside the last closed flux surface (LCFS) has resulted in improved HHFW heating inside the LCFS. Nevertheless a significant fraction of the HHFW power is diverted away from the enclosed plasma. Part of this power is observed locally on the divertor. Experimental observations point toward the radio-frequency (RF) excitation of surface waves, which disperse wave power outside the LCFS, as a leading loss mechanism. Lithium coatings lower the density at the antenna, thereby moving the critical density for perpendicular fast-wave propagation away from the antenna and surrounding material surfaces. The objective of this field test instruction is to provide technical guidance for aqueous injection emplacement of an extension apatite permeable reactive barrier (PRE) for the sequestration of strontium-90 (Sr-90) using a high concentration amendment formulation. These field activities will be conducted according to the guidelines established in DOE/RL-2010-29, 100-NR-2 Design Optimization Study, hereafter referred to as the DOS. The DOS supports the Federal Facility Agreement Consent Order (EPA et al., 1989), Milestone M-16-06-01, and 'Complete Construction of a Permeable Reactive Barrier at 100-N.' Injections of apatite precursor chemicals will occur at an equal distance intervals on each end of the existing PRE to extend the PRB from the existing 91 m (300 ft) to at least 274 m (900 ft). Field testing at the 100-N Area Apatite Treatability Test Site, as depicted on Figure 1, shows that the barrier is categorized by two general hydrologic conceptual models based on overall well capacity and contrast between the Hanford and Ringold hydraulic conductivities. The upstream portion of the original barrier, shown on Figure 1, is characterized by relatively low overall well specific capacity.
