H-2B Visa Program: Closed Civil Criminal Cases Illustrate Instances of H-2B Workers Being Targets of Fraud and Abuse

A letter report issued by the Government Accountability Office with an abstract that begins "The H-2B visa program assists U.S. employers anticipating a shortage of domestic nonagricultural workers by permitting them to hire nonimmigrant foreign workers temporarily. The program is overseen by several agencies, including the Department of Labor (Labor), the Department of Homeland Security's United States Citizenship and Immigration Services (USCIS), and the Department of State. Employers often hire labor recruiters or other intermediaries to assist with the process of obtaining labor certifications and finding foreign workers. GAO was asked to determine if there were examples of recruiters and employers engaging in illegal or fraudulent activity within the H-2B visa program. GAO reviewed recent closed civil and criminal court cases involving H-2B workers, obtained data from Labor and USCIS on H-2B visas issued in fiscal years 2008 and 2009 and in first 6 months of fiscal year 2010, and interviewed advocacy groups that represent H-2B workers in litigation. In addition, GAO made undercover calls and site visits to recruiters, posing as H-2B employers and foreign H-2B workers and asked a series of questions related to legal requirements of the program. Holey Silicon as an Efficient Thermoelectric Material

This work investigated the thermoelectric properties of thin silicon membranes that have been decorated with high density of nanoscopic holes. These ?holey silicon? (HS) structures were fabricated by either nanosphere or block-copolymer lithography, both of which are scalable for practical device application. By reducing the pitch of the hexagonal holey pattern down to 55 nm with 35percent porosity, the thermal conductivity of HS is consistently reduced by 2 orders of magnitude and approaches the amorphous limit. With a ZT value of 0.4 at room temperature, the thermoelectric performance of HS is comparable with the best value recorded in silicon nanowire system.

Hopewell Beneficial CO2 Capture for Production of Fuels, Fertilizer and Energy

For Phase 1 of this project, the Hopewell team developed a detailed design for the Small Scale Pilot-Scale Algal CO2 Sequestration System. This pilot consisted of six (6) x 135 gallon cultivation tanks including systems for CO2 delivery and control, algal cultivation, and algal harvesting. A feed tank supplied Hopewell wastewater to the tanks and a receiver tank collected the effluent from the algal cultivation system. The effect of environmental parameters and nutrient loading on CO2 uptake and sequestration into biomass were determined. Additionally the cost of capturing CO2 from an industrial stack emission at both pilot and full-scale was determined. The engineering estimate evaluated Amine Guard technology for capture of pure CO2 and direct stack gas capture and compression. The study concluded that Amine Guard technology has lower lifecycle cost at commercial scale, although the cost of direct stack gas capture is lower at the pilot scale. Experiments conducted under high concentrations of dissolved CO2 did not demonstrate enhanced algae growth rate. This result suggests that the dissolved CO2 concentration at neutral pH was already above the limiting value. Hydrogeologic Model for the Gable Gap Area, Hanford Site

Gable Gap is a structural and topographic depression between Gable Mountain and Gable Butte within the central Hanford Site. It has a long and complex geologic history, which includes tectonic uplift synchronous with erosional downcutting associated with the ancestral Columbia River during both Ringold and Cold Creek periods, and by the later Ice Age (mostly glacial Lake Missoula) floods. The gap was subsequently buried and partially backfilled by mostly coarse-grained, Ice Age flood deposits (Hanford formation). Erosional remnants of both the Ringold Formation and Cold Creek unit locally underlie the high-energy flood deposits. A large window exists in the gap where confined basalt aquifers are in contact with the unconfined suprabasalt aquifer. Several paleochannels, of both Hanford and Ringold Formation age, were eroded into the basalt bedrock across Gable Gap. Groundwater from the Central Plateau presently moves through Gable Gap via one or more of these shallow paleochannels. As groundwater levels continue to decline in the region, groundwater flow may eventually be cut off through Gable Gap.

Improvements In Ethanologenic Escherichia Coli and Klebsiella Oxytoca

The current Verenium cellulosic ethanol process is based on the dilute-acid pretreatment of a biomass feedstock, followed by a two-stage fermentation of the pentose sugar-containing hydrolysate by a genetically modified ethanologenic Escherichia coli strain and a separate simultaneous saccharification-fermentation (SSF) of the cellulosic fraction by a genetically modified ethanologenic Klebsiella oxytoca strain and a fungal enzyme cocktail. In order to reduce unit operations and produce a fermentation beer with higher ethanol concentrations to reduce distillation costs, we have proposed to develop a simultaneous saccharification co-fermentation (SScF) process, where the fermentation of the pentose-containing hydrolysate and cellulosic fraction occurs within the same fermentation vessel. In order to accomplish this goal, improvements in the ethanologens must be made to address a number of issues that arise, including improved hydrolysate tolerance, co-fermentation of the pentose and hexose sugars and increased ethanol tolerance. Using a variety of approaches, including transcriptomics, strain adaptation, metagenomics and directed evolution, this work describes the efforts of a team of scientists from Verenium, University of Florida, Massachusetts Institute of Technology and Genomatica to improve the E. coli and K. oxytoca ethanologens to meet these requirements.

Integrated Disposal Facility FY2010 Glass Testing Summary Report

Pacific Northwest National Laboratory was contracted by Washington River Protection Solutions, LLC to provide the technical basis for estimating radionuclide release from the engineered portion of the disposal facility (e.g., source term). Vitrifying the low-activity waste at Hanford is expected to generate over 1.6 × 105 m3 of glass (Puigh 1999). The volume of immobilized low-activity waste (ILAW) at Hanford is the largest in the DOE complex and is one of the largest inventories (approximately 0.89 × 1018 Bq total activity) of long-lived radionuclides, principally 99Tc (t1/2 = 2.1 × 105), planned for disposal in a low-level waste (LLW) facility. Before the ILAW can be disposed, DOE must conduct a performance assessement (PA) for the Integrated Disposal Facility (IDF) that describes the long-term impacts of the disposal facility on public health and environmental resources. As part of the ILAW glass testing program PNNL is implementing a strategy, consisting of experimentation and modeling, in order to provide the technical basis for estimating radionuclide release from the glass waste form in support of future IDF PAs. This Integrated Program of Experimental Diagnostics at the NNSS is an integrated prioritized work plan for the Nevada National Security Site (NNSS), formerly the Nevada Test Site (NTS), program that is independent of individual National Security Enterprise Laboratories’ (Labs) requests or specific Subprograms being supported. This prioritized work plan is influenced by national priorities presented in the Predictive Capability Framework (PCF) and other strategy documents (Primary and Secondary Assessment Technologies Plans and the Plutonium Experiments Plan). This document satisfies completion criteria for FY 2010 MRT milestone #3496: Document an integrated, prioritized work plan for diagnostic development, maintenance, and supporting capability. This document is an update of the 3‐year NNSS plan written a year ago, September 21, 2009, to define and understand Lab requests for diagnostic implementation. This plan is consistent with Lab interpretations of the PCF, Primary Assessment Technologies, and Plutonium Experiment plans.

Integrated Warm Gas Multicontaminant Cleanup Technologies for Coal-Derived Syngas

One of the key obstacles for the introduction of commercial gasification technology for the production of power with Integrated Gasification Combined Cycle (IGCC) plants or the production of value added chemicals, transportation fuels, and hydrogen has been the cost of these systems. This situation is particularly challenging because the United States has ample coal resources available as raw materials and effective use of these raw materials could help us meet our energy and transportation fuel needs while significantly reducing our need to import oil. One component of the cost of these systems that faces strong challenges for continuous improvement is removing the undesirable components present in the syngas. The need to limit the increase in cost of electricity to < 35% for new coal-based power plants which include CO{sub 2} capture and sequestration addresses both the growing social concern for global climate change resulting from the emission of greenhouse gas and in particular CO{sub 2} and the need to control cost increases to power production necessary to meet this social objective. Investigation of Bio-Diesel Fueled Engines under Low-Temperature Combustion Strategies

In accordance with meeting DOE technical targets this research was aimed at developing and optimizing new fuel injection technologies and strategies for the combustion of clean burning renewable fuels in diesel engines. In addition a simultaneous minimum 20% improvement in fuel economy was targeted with the aid of this novel advanced combustion system. Biodiesel and other renewable fuels have unique properties that can be leveraged to reduce emissions and increase engine efficiency. This research is an investigation into the combustion characteristics of biodiesel and its impacts on the performance of a Low Temperature Combustion (LTC) engine, which is a novel engine configuration that incorporates technologies and strategies for simultaneously reducing NOx and particulate emissions while increasing engine efficiency. Generating fundamental knowledge about the properties of biodiesel and blends with petroleum-derived diesel and their impact on in-cylinder fuel atomization and combustion processes was an important initial step to being able to optimize fuel injection strategies as well as introduce new technologies. This report describes the equipment, techniques, and results of lateral earth pressure at rest and shear modulus measurements on kaolin clay as well as two chemical sludge simulants. The testing was performed in support of the problem of hydrogen gas retention and release encountered in the double- shell tanks (DSTs) at the Hanford Site near Richland, Washington. Wastes from single-shell tanks (SSTs) are being transferred to double-shell tanks (DSTs) for safety reasons (some SSTs are leaking or are in danger of leaking), but the available DST space is limited.

Low-Maintenance Wind Power System

Turbines of 1, 3 and 30 kW were designed, prototyped and evaluated. A 55 kW unit has been preliminarily designed. Two 1 kW alpha units and a 3 kW alpha unit were delivered to the US in 2005 and Empire Magnetics provided custom alternators for the units. After evaluation, the 6 bladed, 3 kW unit was chosen for beta fabrication and 5 units were delivered to the US in December, 2009 while others remained for testing in Russia.

Marketing Strategy and Implementation

This report documents the preparation of materials for the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. The materials and the marketing campaign build on the research that was previously completed, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP). Previous research included outcome analysis to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of a marketing campaign divided into DISCO (Discovering Intelligence and Security Career Opportunities) for the middle school age group and DISCO…..Your Way! for high school age groups. Mesoporous Silica-Supported Metal Oxide-Promoted Rh Nanocatalyst for Selective Production of Ethanol from Syngas

The objective is to develop a process that will convert synthesis gas from coal into ethanol and then transform the ethanol into hydrogen. Principal investigators from Iowa State University include Dr. George Kraus, Dr. Victor Lin, Marek Pruski, and Dr. Robert Brown. Task 1 involves catalyst development and catalyst scale up. Mesoporous manganese silicate mixed oxide materials will be synthesized, characterized and evaluated. The first-and secondgeneration catalysts have been prepared and scaled up for use in Task 2. The construction of a high-pressure reactor system for producing synthetic liquid fuel from simulated synthesis gas stream has been completed as the first step in Task 2. Using the first- and second generation catalysts, the reactor has demonstrated the production of synthetic liquid fuel from a simulated synthesis gas stream.

The Mississippi CCS Project

The Mississippi CCS Project is a proposed large-scale industrial carbon capture and sequestration (CCS) project which would have demonstrated advanced technologies to capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically, the Mississippi CCS Project was to accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petcoke to Substitute Natural Gas (SNG) plant that is selected for a Federal Loan Guarantee and would be the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Mississippi CCS Project was to promote the expansion of enhanced oil recovery (EOR) in the Mississippi, Alabama and Louisiana region which would supply greater energy security through increased domestic energy production. The capture, compression, pipeline, injection, and monitoring infrastructure would have continued to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. A letter report issued by the Government Accountability Office with an abstract that begins "The North Atlantic Treaty Organization (NATO) established the Partnership for Peace (PfP) to increase cooperation with former Warsaw Pact members and provide many of these countries with a path to NATO membership. As NATO confronts new security challenges, including the war in Afghanistan, its relationships with partner countries have grown in scope and importance. Additionally, NATO is developing a new Strategic Concept to clarify its mission and activities, including its relationship with PfP countries and other partners. The Department of Defense (DOD)-funded Warsaw Initiative Fund (WIF) supports the goals of the PfP program. GAO was asked to review (1) how the PfP program has evolved since GAO last reported on it in 2001; (2) options NATO is considering for the future of the PfP and other partnership programs; and (3) support to PfP countries through the U.S. WIF program.
