Chemical Emissions of Residential Materials and Products: Review of Available Information

This report is prepared in the context of a larger program whose mission is to advance understanding of ventilation and indoor air quality in U.S. homes. A specific objective of this program is to develop the scientific basis ? through controlled experiments, monitoring and analysis ? for health risk-based ventilation standards. Appropriate and adequate ventilation is a basic element of a healthy home. Ventilation provides outdoor air and in the process removes indoor odors and contaminants including potentially unhealthful chemicals emitted by indoor materials, products and activities. Ventilation traditionally was assured to occur via infiltration of outdoor air through cracks and other leakage pathways in the residential building envelope. As building air tightness is improved for energy efficiency, infiltration can be reduced to inadequate levels. This has lead to the development of standards requiring mechanical ventilation. Though nominally intended to ensure acceptable indoor air quality, the standards are not explicitly tied to health risk or pollutant exposure targets. LBNL is currently designing analyses to assess the impact of varying ventilation standards on pollutant concentrations, health risks and energy use. These analyses require information on sources of chemical pollutant emissions, ideally including emission rates and the impact of ventilation on emissions. …

Closeout Report for Hybrid Sulfur Pressurized Button Cell Test Facility

This document is the Close-Out Report for design and partial fabrication of the Pressurized Button Cell Test Facility at Savannah River National Laboratory (SRNL). This facility was planned to help develop the sulfur dioxide depolarized electrolyzer (SDE) that is a key component of the Hybrid Sulfur Cycle for generating hydrogen. The purpose of this report is to provide as much information as possible in case the decision is made to resume research. This report satisfies DOE Milestone M3GSR10VH030107.0. The HyS Cycle is a hybrid thermochemical cycle that may be used in conjunction with advanced nuclear reactors or centralized solar receivers to produce hydrogen by watersplitting. The HyS Cycle utilizes the high temperature (>800 C) thermal decomposition of sulfuric acid to produce oxygen and regenerate sulfur dioxide. The unique aspect of HyS is the generation of hydrogen in a water electrolyzer that is operated under conditions where dissolved sulfur dioxide depolarizes the anodic reaction, resulting in substantial voltage reduction. Low cell voltage is essential for both high thermodynamic efficiency and low hydrogen cost. A letter report issued by the Government Accountability Office with an abstract that begins "The retreat of Arctic sea ice combined with expected increasing human activity in the area--in shipping traffic and oil and gas exploration--has increased the strategic interest that the United States and other nations have in the Arctic. As a result, the Coast Guard is expected to acquire increased responsibilities in the region. GAO was asked to examine the extent to which the Coast Guard is: (1) coordinating with stakeholders on Arctic issues and operations and what, if any, further opportunities exist to enhance coordination; (2) taking action to identify requirements for future Arctic operations; and (3) taking steps to identify and mitigate challenges to meet current and future Arctic requirements. GAO reviewed Coast Guard documents that described efforts to plan for increased Arctic activity. GAO conducted a site visit to Alaska and interviewed federal officials, Alaska state officials, Alaska Native stakeholders, as well as private or nonprofit organizations representing Arctic interests. These observations are not generalizable, but provided insights on Coast Guard activities and actions."

Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security's (DHS) Domestic Nuclear Detection Office (DNDO) is charged with developing and acquiring equipment to detect nuclear and radiological materials to support federal efforts to combat nuclear smuggling. Also within DHS, Customs and Border Protection (CBP) has the lead for operating systems to detect nuclear and radiological materials entering the country at U.S. ports of entry. In 2005, DNDO began working on the cargo advanced automated radiography system (CAARS) intending that it be used by CBP to detect certain nuclear materials in vehicles and containers at U.S. ports of entry. However, in 2007 DNDO decided to cancel the acquisition phase of the program and convert it to a research and development program. GAO was asked to examine events that led to DNDO's decision to cancel the acquisition phase of the program and provide lessons learned from DNDO's experience. This statement is based on prior GAO reports from March 2006 through July 2010 and ongoing work reviewing DHS efforts to develop radiography technology. Community Development Block Grants: Entitlement Communities' and States' Methods of Distributing Funds Reflect Program Flexibility

A letter report issued by the Government Accountability Office with an abstract that begins "The Housing and Community Development Act of 1974 (act) creating the Community Development Block Grant (CDBG) program provides entitlement communities (metropolitan cities and urban counties) and states with significant discretion in how they distribute funds for eligible activities. Because of this discretion, entitlement communities may use a variety of processes to select individual projects and states may also use different methods to distribute funds to non-entitlement communities. GAO was asked to report on (1) the various methods by which entitlement communities use and distribute their CDBG funds to individual projects within their jurisdictions; (2) the various methods by which states distribute CDBG funds to non-entitlement communities; and (3) HUD's role in overseeing these methods. GAO interviewed CDBG administrators for 20 entitlement communities (the 10 largest by funding and 10 randomly selected) and 5 states (reflecting variety of methods used and geography) and reviewed documents related to their CDBG funding decisions, including the annual action plans for all 50 states. GAO also spoke with CDBG stakeholders, reviewed relevant statutes and regulations, interviewed HUD field office staff and reviewed monitoring documentation."

A Conductivity Relationship for Steady-state Unsaturated Flow Processes under Optimal Flow Conditions

Optimality principles have been used for investigating physical processes in different areas. This work attempts to apply an optimal principle (that water flow resistance is minimized on global scale) to steady-state unsaturated flow processes. Based on the calculus of variations, we show that under optimal conditions, hydraulic conductivity for steady-state unsaturated flow is proportional to a power function of the magnitude of water flux. This relationship is consistent with an intuitive expectation that for an optimal water flow system, locations where relatively large water fluxes occur should correspond to relatively small resistance (or large conductance). Similar results were also obtained for hydraulic structures in river basins and tree leaves, as reported in other studies. Consistence of this theoretical result with observed fingering-flow behavior in unsaturated soils and an existing model is also demonstrated.

At the Advanced Light Source (ALS), we are developing broadly applicable, high-accuracy, in-situ, at-wavelength wavefront slope measurement techniques for Kirkpatrick-Baez (KB) mirror nano-focusing. In this paper, we report an initial cross-check of ex-situ and in-situ metrology of a bendable temperature stabilized KB mirror. This cross-check provides a validation of the in-situ shearing interferometry currently under development at the ALS.

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the Department of Defense's (DOD) separation requirements for enlisted servicemembers diagnosed with personality disorders and the military services' compliance with these requirements. DOD requires that all enlisted servicemembers, including those serving in support of Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF), be physically and psychologically suitable for military service. Enlisted servicemembers who fail to meet this standard may be involuntarily separated from the military. One psychological condition that can render an enlisted servicemember unsuitable for military service is a personality disorder, which is defined as a long-standing, inflexible pattern of behavior that deviates markedly from expected behavior, has an onset in adolescence or early adulthood, and leads to distress or impairment. Although a personality disorder by itself does not make enlisted servicemembers unsuitable for military service, DOD policy allows for involuntary separation from the military if a servicemember's disorder is severe enough that it interferes with his or her ability to function in the military. DOD data show that from November 1, 2001, through June 30, 2007, about 26,000 enlisted servicemembers were separated from the military because of a personality disorder. Of these …

The Design of the Orthogonal Box Cavity

The muon collider and/or the neutrino factory require large accelerating electric field gradients immersed in large (3 to 6 T) solenoidal magnetic fields for ionization cooling of muon beams. Our original vacuum breakdown study demonstrated a loss of achievable peak accelerating gradient in solenoidal magnetic fields by a factor 2 or greater. The Muon Collaboration has developed a theory of a method to suppress high electric field breakdown in vacuum cavities needed for a Muon collider or neutrino factory. It has been shown in our studies and by others that high gradient electric field emitted electrons (dark current) are the primary cause of breakdown. A DC magnetic field orthogonal to the RF electric accelerating field prevents dark current high field emitted electrons from traveling across the accelerating gap and then will prevent breakdown. We have decided to test this theory by building a special cavity in the shape of vacuum box. Figure 1 is a simplified view of the cavity design. Evaluation of Alumina-Forming Austenitic Stainless Steel Alloys in Microturbines

Oak Ridge National Laboratory (ORNL) and Capstone Turbine Corporation (CTC) participated in an in-kind cost share cooperative research and development agreement (CRADA) effort under the auspices of the Energy Efficiency and Renewable Energy (EERE) Technology Maturation Program to explore the feasibility for use of developmental ORNL alumina-forming austenitic (AFA) stainless steels as a material of construction for microturbine recuperator components. ORNL delivered test coupons of three different AFA compositions to CTC. The coupons were exposed in steady-state elevated turbine exit temperature (TET) engine testing, with coupons removed for analysis after accumulating ~1,500, 3,000, 4,500, and 6,000 hours of operation. Companion test coupons were also exposed in oxidation testing at ORNL at 700-800°C in air with 10% H2O. Post test assessment of the coupons was performed at ORNL by light microscopy and electron probe microanalysis. The higher Al and Nb containing AFA alloys exhibited excellent resistance to oxidation/corrosion, and thus show good promise for recuperator applications.

Most civilian federal employees who were hired before 1984 are covered by the Civil Service Retirement System, and contribute 7.0% of their pay to a retirement fund. Federal employees hired in 1984 or later are covered by the Federal Employees' Retirement System and contribute 0.8% of their pay to a retirement fund. Both require participants to contribute toward the cost of their pensions through a payroll tax. The taxable wage base is $106,800 in 2010. This report discusses both retirement funds.
