A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. After adoption, these rulemaking actions are codified into the Texas Administrative Code.

This list of about 150 congressional liaison offices is intended to help congressional offices in placing telephone calls and addressing correspondence to government agencies. In each case, the information was supplied by the agency itself and is current as of the date of publication. Entries are arranged alphabetically in four sections: legislative branch; judicial branch; executive branch; and agencies, boards, and commissions.

Correspondence issued by the Government Accountability Office with an abstract that begins "The United States has imposed multiple sanctions against Iran to deter it from developing its nuclear program, supporting terrorism, and abusing human rights. On July 1, 2010, the President signed into law the Comprehensive Iran Sanctions, Accountability, and Divestment Act (CISADA) of 2010. CISADA amends the Iran Sanctions Act of 1996 (ISA) to require the President to impose three or more of a possible nine sanctions against persons who knowingly sell or provide Iran with refined petroleum products that, during a 12-month period, (1) have a fair market value of $1 million or more or (2) have an aggregate fair market value of $5 million or more. These new provisions regarding the sale or provision of refined petroleum products to Iran apply only to the sale or provision of refined petroleum products made on or after July 1, 2010. Under ISA, one of the sanctions that the President can apply is to bar foreign firms State administers ISA sanctions. According to the Department of Energy (DOE), Iran currently does not have sufficient refining capacity to meet its domestic demand for gasoline. This report discusses the current political conditions of Cuba, as well as its relationship with the United States. In particular, the report focuses on U.S. policy regarding Cuba, including various economic sanctions, human rights issues, and foreign aid appropriations.

This report discusses the appointment of Supreme Court Justices, including the President's selection of a nominee and process to reach confirmation in the Senate. The appointment of a Supreme Court Justice is an event of major significance in American politics. Each appointment is of consequence because of the enormous judicial power the Supreme Court exercises as the highest appellate court in the federal judiciary. Appointments are usually infrequent, as a vacancy on the nine-member Court may occur only once or twice, or never at all, during a particular President's years in office. Under the Constitution, Justices on the Supreme Court receive lifetime appointments. Such job security in the government has been conferred solely on judges and, by constitutional design, helps insure the Court's independence from the President and Congress.

The first section of this report reviews what countries might be considered tax havens, including a discussion of the Organization for Economic Development and Cooperation (OECD) initiatives and lists. The next two sections discuss, in turn, the corporate profit-shifting mechanisms and evidence on the existence and magnitude of profit shifting activity. The following two sections provide the same analysis for individual tax evasion. The report concludes with overviews of alternative policy options and a summary of specific legislative proposals.

In response to the rapid development and emerging commercialization of nanoparticles, fundamental studies concerning the fate of nanoparticles in the environment are needed. Precise control over the nanoparticle size, shape, and surface coating of cadmium selenide particles modified with thiolate ligands has been used to analyze the effects of nanoparticle design on their stability in aqueous environments. Nanoparticle stability was quantified using the concept of critical coagulation concentration (CCC) in solutions of sodium chloride. These investigations characterized the instability of the ligand coatings, which varied directly with chain length of the capping ligands. The stability of the ligand coatings were characterized as a function of time, pH, and ionic strength. Ligand dissociation has been shown to be a primary mechanism for nanoparticle aggregation when short-chain (C2-C6) ligands are used in the ligand shell. Stable nanoparticle suspensions prepared with long chain ligands (C11) were used to characterize nanoparticle stability as a function of size and shape. A linear relationship between particle surface area and the CCC was discovered and was found to be independent of nanoparticle shape. Quantitative analysis of nanoparticle size, shape, and surface coating demonstrated the importance of ligand stability and particle surface area for the prediction of nanoparticle …
