The Stability and Electrical Properties of High Temperature Proton Conductors

The morphological and electrical properties of Ba{sub 1-x}Sr{sub x}Ce{sub 0.8}Y{sub 0.2}O{sub 3-{delta}} with x varying from 0 to 1 prepared by a modified Pechini method were investigated as potential high temperature proton conductors. Dense microstructures were achieved for all the samples upon sintering at 1500 C for 5 h. The phase structure analysis indicated that perovskite phase was formed for 0 {le} x {le} 0.2, while for x larger than 0.5, impurity phases of Sr{sub 2}CeO{sub 4} and Y{sub 2}O{sub 3} appeared. The tolerance to H{sub 2}O for the samples improved with the increase in Sr content when exposed to boiling water, while the electrical conductivity decreased from x = 0 to 1. However, the resistance to CO{sub 2} attack at elevated temperatures was not improved within the whole x range studied.

Fish Tales

This talk is about fishing and the friendships that have resulted in its pursuit. It is also about theoretical physics, and the relationship of imagination and fantasy to the establishment of ideas about nature. Fishermen, like theoretical physicists, are well known for their inventive imaginations. Perhaps neither are as clever as sailors, who conceived of the mermaid. If one doubts the power of this fantasy, one should remember the ghosts of the many sailors who drowned pursuing these young nymphs. An extraordinary painting by J. Waterhouse is shown as Fig. 1. The enchantment of a mermaid must reflect an extraordinary excess of imagination on the part of the sailor, perhaps together with an impractical turn of mind. A consummated relationship with a mermaid is after all, by its very nature a fantasy incapable of realization. To a theoretical physicist, she is symbolic of many ideas we develop. There are many truths known to fisherman in which one might also find parallels to the goals of scientists: (1) A fish is the only animal that keeps growing after its death; (2) Nothing makes a fish bigger than almost being caught; (3) ''...of all the liars among mankind, the fisherman is the …

Oral History Interview with Annabel Ring, July 6, 2010

The National Museum of the Pacific War presents an oral interview with Annabel Ring. Ring was in college on 7 December 1941, completed one semester and then went to work in Fort Wayne, Indiana. She went into the Navy on 6 May 1943 as a WAVES (Women Accepted for Volunteer Emergency Service) and took boot camp in the Bronx, New York for six weeks. The Navy took over a women’s college there and they stayed in apartments across the street. From there, Ring went to medical school at Great Lakes, Illinois. She had classes and then would work in the ward with the patients. Ring then went to Patuxent River, Maryland where she worked in a hospital on different wards. After two years there, she was sent to dentist school in Quantico, Virginia. Ring was there when the war ended and was discharged in October 1945 as a hospital second class petty officer.

Overseas Contingency Operations: Comparison of the Department of Defense's Overseas Contingency Operations Funding Requests for Fiscal Years 2010 and 2011

Correspondence issued by the Government Accountability Office with an abstract that begins "Since the September 11, 2001, terrorist attacks, the Department of Defense (DOD) has been engaged in domestic and overseas military operations in support of overseas contingency operations (OCO). These operations include Operation Iraqi Freedom, which focuses principally on Iraq, and Operation Enduring Freedom, which focuses principally on Afghanistan, but also include operations in the Horn of Africa, the Philippines, and elsewhere. Obtaining an accurate picture of OCO costs is of critical importance given the need to evaluate trade-offs and make more effective use of defense dollars in light of the nation's long-term fiscal challenges. In the past, the GAO has reported on the need for DOD to become more disciplined in its approach to developing plans and budgets, including building more OCO costs into the base defense budget. In February 2009, the Office of Management and Budget (OMB), in coordination with the Office of the Secretary of Defense (OSD), developed new guidance for use when constructing the initial fiscal year 2010 OCO funding request that more narrowly defined what should be considered an OCO funding need. Disaster Unemployment Assistance (DUA)

Disaster Unemployment Assistance (DUA) benefits are available only to those individuals who have become unemployed as a direct result of a declared major disaster. First created in 1970 through P.L. 91-606, DUA benefits are authorized by the Robert T. Stafford Disaster Relief and Emergency Relief Act (the Stafford Act), which authorizes the President to issue a major disaster declaration after state and local government resources have been overwhelmed by a natural catastrophe or, "regardless of cause, any fire, flood, or explosion in any part of the United States." This report contains information on how to ascertain if an individual is eligible for DUA benefits.
