Technology Development Roadmaps - a Systematic Approach to Maturing Needed Technologies

Abstract. Planning and decision making represent important challenges for all projects. This paper presents the steps needed to assess technical readiness and determine the path forward to mature the technologies required for the Next Generation Nuclear Plant. A Technology Readiness Assessment is used to evaluate the required systems, subsystems, and components (SSC) comprising the desired plant architecture and assess the SSCs against established Technology Readiness Levels (TRLs). A validated TRL baseline is then established for the proposed physical design. Technology Development Roadmaps are generated to define the path forward and focus project research and development and engineering tasks on advancing the technologies to increasing levels of maturity. Tasks include modeling, testing, bench-scale demonstrations, pilot-scale demonstrations, and fully integrated prototype demonstrations. The roadmaps identify precise project objectives and requirements; create a consensus vision of project needs; provide a structured, defensible, decision-based project plan; and, minimize project costs and schedules.

Impact of forming, welding, and electropolishing on pitting and the surface finish of SRF cavity niobium

A broad range of coupon electropolishing experiments are described to ascertain the mechanism(s) by which large defects are formed near superconducting radiofrequency (SRF) cavity welds. Cold-worked vs. annealed metal, the presence of a weld, and several variations of electropolishing (EP) parameters were considered. Pitting is strongly promoted by cold work and agitation of the EP solution. Welding also promotes pitting, but less so compared with the other factors above. Temperature increase during EP did not strongly affect glossiness or pitting, but the reduced viscosity made the electrolyte more susceptible to agitation. The experiments suggest that several factors that are rather benign alone are combined by the cavity forming, welding, and processing sequence to promote the formation of defects such as pits. Process changes to mitigate these risks are discussed.

THE WEATHERING OF A SULFIDE OREBODY: SPECIATION AND FATE OF SOME POTENTIAL CONTAMINANTS

Various potentially toxic trace elements such as As, Cu, Pb and Zn have been remobilized by the weathering of a sulfide orebody that was only partially mined at Leona Heights, California. As a result, this body has both natural and anthropogenically modified weathering profiles only 500 m apart. The orebody is located in a heavily urbanized area in suburban Oakland, and directly affects water quality in at least one stream by producing acidic conditions and relatively high concentrations of dissolved elements (e.g., {approx}500 mg/L Cu, {approx}3700 mg/L Zn). Micrometric-scale mineralogical investigations were performed on the authigenic metal-bearing phases (less than 10 {mu}m in size) using electron-probe micro-analysis (EPMA), micro-Raman, micro X-ray absorption spectroscopy (mXAS), scanning X-ray diffraction (mSXRD) and scanning X-ray fluorescence (mSXRF) mapping techniques. Those measurements were coupled with classical mineralogical laboratory techniques, X-ray diffraction (XRD) and scanning electron microscopy (SEM). Authigenic metal-bearing phases identified are mainly sulfates (jarosite, epsomite, schwertmannite), Fe (oxy-)hydroxides (goethite, hematite and poorly crystalline Fe products) and poorly crystalline Mn (hydr-)oxides. Sulfates and Fe (oxy-)hydroxides are the two main secondary products at both sites, whereas Mn (hydr-) oxides were only observed in the samples from the non-mining site. Cryogenic safety aspect of the low -$\beta$ magnest systems at the Large Hadron Collider (LHC)

The low-{beta} magnet systems are located in the LHC insertion regions around the four interaction points. They are the key elements in the beams focusing/defocusing process and will allow proton collisions at a luminosity of up to 10{sup 34}cm{sup -2}s{sup -1}. Large radiation dose deposited at the proximity of the beam collisions dictate stringent requirements for the design and operation of the systems. The hardware commissioning phase of the LHC was completed in the winter of 2010 and permitted to validate this system safe operation. This paper presents the analysis used to qualify and quantify the safe operation of the low-{beta} magnet systems in the Large Hadron Collider (LHC) for the first years of operation.

Influence of coarse woody debris on the soricid community in southeastern Coastal Plain pine stands.

Shrew abundance has been linked to the presence of coarse woody debris (CWD), especially downed logs, in many regions in the United States. We investigated the importance of CWD to shrew communities in managed upland pine stands in the southeastern United States Coastal Plain. Using a randomized complete block design, 1 of the following treatments was assigned to twelve 9.3-ha plots: removal (n 5 3; all downed CWD _10 cm in diameter and _60 cm long removed), downed (n 5 3; 5-fold increase in volume of downed CWD), snag (n 5 3; 10-fold increase in volume of standing dead CWD), and control (n 5 3; unmanipulated). Shrews (Blarina carolinensis, Sorex longirostris, and Cryptotis parva) were captured over 7 seasons from January 2007 to August 2008 using drift-fence pitfall trapping arrays within treatment plots. Topographic variables were measured and included as treatment covariates. More captures of B. carolinensis were made in the downed treatment compared to removal, and captures of S. longirostris were greater in downed and snag compared to removal. Captures of C. parva did not differ among treatments. Captures of S. longirostris were positively correlated with slope. Our results suggest that abundance of 2 of the 3 common shrew …

Full multiple scattering analysis of XANES at the Cd L3 and O K edges in CdO films combined with a soft-x-ray emission investigation

X-ray absorption near edge structure (XANES) at the cadmium L3 and oxygen K edges for CdO thin films grown by pulsed laser deposition method, is interpreted within the real-space multiple scattering formalism, FEFF code. The features in the experimental spectra are well reproduced by calculations for a cluster of about six and ten coordination shells around the absorber for L3 edge of Cd and K edge of O, respectively. The calculated projected electronic density of states is found to be in good agreement with unoccupied electronic states in experimental data and allows to conclude that the orbital character of the lowest energy of the conductive band is Cd-5s-O-2p. The charge transfer has been quantified and not purely ionic bonding has been found. Combined XANES and resonant inelastic x-ray scattering measurements allow us to determine the direct and indirect band gap of investigated CdO films to be {approx}2.4-eV and {approx}0.9-eV, respectively.

Certification of Superconducting Solenoid-Based Focusing Lenses

The first production focusing lens for the HINS beam line at Fermilab has been assembled into a cryostat and tested. A total of 5 devices will be tested before they are installed in the low energy section of the HINS beam line, which uses copper Crossbar-H (CH) style RF cavities. One of the tested CH-section lens assemblies includes a pair of weak orthogonal steering dipoles nested within a strong focusing solenoid, and has six vapor cooled power leads. The other device has only the strong focusing solenoid, and utilizes a single pair of HTS power leads. The production test program is designed to measure the thermal performance of the cryostat, minimum cooling requirements for the HTS leads, quench performance of all superconducting components, and precise determination of the magnetic axis and field angles. Results and future plans for the first production device tests are presented.

Ice Formation in Gas-Diffusion Layers

Under sub-freezing conditions, ice forms in the gas-diffusion layer (GDL) of a proton exchange membrane fuel cell (PEMFC) drastically reducing cell performance. Although a number of strategies exist to prevent ice formation, there is little fundamental understanding of the mechanisms of freezing within PEMFC components. Differential scanning calorimetry (DSC) is used to elucidate the effects of hydrophobicity (Teflon® loading) and water saturation on the rate of ice formation within three commercial GDLs. We find that as the Teflon® loading increases, the crystallization temperature decreases due to a change in internal ice/substrate contact angle, as well as the attainable level of water saturation. Classical nucleation theory predicts the correct trend in freezing temperature with Teflon® loading.

An American Academy for Training Safeguards Inspectors - An Idea Revisited

In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the …

Model for Initiation of Quality Factor Degradation at High Accelerating Fields in Superconducting Radio-Frequency Cavaties

A model for the onset of the reduction in SRF cavity quality factor, the so-called Q-drop, at high accelerating electric fields is presented. Since magnetic fields at the cavity equator are tied to accelerating electric fields by a simple geometric factor, the onset of magnetic flux penetration determines the onset of Q-drop. We consider breakdown of the surface barrier at triangular grooves to predict the magnetic field of first flux penetration H{sub pen}. Such defects were argued to be the worst case by Buzdin and Daumens, [1998 Physica C 294 257], whose approach, moreover, incorporates both the geometry of the groove and local contamination via the Ginzburg-Landau parameter {kappa}. Since previous Q-drop models focused on either topography or contamination alone, the proposed model allows new comparisons of one effect in relation to the other. The model predicts equivalent reduction of H{sub pen} when either roughness or contamination were varied alone, so smooth but dirty surfaces limit cavity performance about as much as rough but clean surfaces do. Still lower H{sub pen} was predicted when both effects were combined, i.e. contamination should exacerbate the negative effects of roughness and vice-versa. RADBALL TECHNOLOGY TESTING IN THE SAVANNAH RIVER SITE HEALTH PHYSICS INSTRUMENT CALIBRATION LABORATORY

The United Kingdom's National Nuclear Laboratory (NNL) has developed a radiation-mapping device that can locate and quantify radioactive hazards within contaminated areas of the nuclear industry. The device, known as RadBall{trademark}, consists of a colander-like outer collimator that houses a radiation-sensitive polymer sphere. The collimator has over two hundred small holes; thus, specific areas of the polymer sphere are exposed to radiation becoming increasingly more opaque in proportion to the absorbed dose. The polymer sphere is imaged in an optical-CT scanner that produces a high resolution 3D map of optical attenuation coefficients. Subsequent analysis of the optical attenuation data provides information on the spatial distribution of sources in a given area forming a 3D characterization of the area of interest. The RadBallTM technology has been deployed in a number of technology trials in nuclear waste reprocessing plants at Sellafield in the United Kingdom and facilities of the Savannah River National Laboratory (SRNL). This paper summarizes the tests completed at SRNL Health Physics Instrument Calibration Laboratory (HPICL).

The United Kingdom's National Nuclear Laboratory (NNL) has developed a remote, non-electrical, radiation-mapping device known as RadBall{trademark}, which can locate and quantify radioactive hazards within contaminated areas of the nuclear industry. Initial Eccentricity in Deformed 197Au+197Au and 238U+238U Collisions at RHIC

Initial eccentricity and eccentricity fluctuations of the interaction volume created in relativistic collisions of deformed {sup 197}Au and {sup 238}U nuclei are studied using optical and Monte-Carlo (MC) Glauber simulations. It is found that the non-sphericity noticeably influences the average eccentricity in central collisions and eccentricity fluctuations are enhanced due to deformation. Quantitative results are obtained for Au+Au and U+U collisions at energy {radical}s{sub NN} = 200 GeV.

International Data on Radiological Sources

ABSTRACT The mission of radiological dispersal device (RDD) nuclear forensics is to identify the provenance of nuclear and radiological materials used in RDDs and to aid law enforcement in tracking nuclear materials and routes. The application of databases to radiological forensics is to match RDD source material to a source model in the database, provide guidance regarding a possible second device, and aid the FBI by providing a short list of manufacturers and distributors, and ultimately to the last legal owner of the source. The Argonne/Idaho National Laboratory RDD attribution database is a powerful technical tool in radiological forensics. The database (1267 unique vendors) includes all sealed sources and a device registered in the U.S., is complemented by data from the IAEA Catalogue, and is supported by rigorous in-lab characterization of selected sealed sources regarding physical form, radiochemical composition, and age-dating profiles. Close working relationships with global partners in the commercial sealed sources industry provide invaluable technical information and expertise in the development of signature profiles. These profiles are critical to the down-selection of potential candidates in either pre- or post- event RDD attribution. Red-cockaded woodpecker male/female foraging differences in young forest stands.

ABSTRACT The Red-cockaded Woodpecker (Picoides borealis) is an endangered species endemic to pine (Pinus spp.) forests of the southeastern United States. I examined Red-cockaded Woodpecker foraging behavior to learn if there were male/female differences at the Savannah River Site, South Carolina. The study was conducted in largely young forest stands (,50 years of age) in contrast to earlier foraging behavior studies that focused on more mature forest. The Redcockaded Woodpecker at the Savannah River site is intensively managed including monitoring, translocation, and installation of artificial cavity inserts for roosting and nesting. Over a 3-year period, 6,407 foraging observations covering seven woodpecker family groups were recorded during all seasons of the year and all times of day. The most striking differences occurred in foraging method (males usually scaled [45% of observations] and females mostly probed [47%]),substrate used (females had a stronger preference [93%] for the trunk than males [79%]), and foraging height from the ground (mean 6 SE foraging height was higher for males [11.1 6 0.5 m] than females [9.8 6 0.5 m]).
