Warfighter Support: Cultural Change Needed to Improve How DOD Plans for and Manages Operational Contract Support

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the challenges the Department of Defense (DOD) faces in institutionalizing operational contract support throughout the department. The institutionalization of operational contract support includes planning for the use of contractors, training of military personnel on the use of contractor support, accurately tracking contractor use, and establishing measures to ensure that contractors are accountable. For decades, DOD has relied on contractors to support contingency operations and has long considered them a part of the total force. For example, in its 2006 Quadrennial Defense Review the department reiterated that contractors were part of a total force that includes active and reserve military components, civilians and contractors. Additionally, in 2008 the Deputy Under Secretary of Defense for Logistics and Materiel Readiness testified that the structure of the U.S. military had been adapted to an environment in which contractors were an important part of the force. Further, an Army commission chaired by Dr. Jacques Gansler acknowledged that contractors were a significant part of the military's total force. Testimony issued by the Government Accountability Office with an abstract that begins "Environmental satellites provide data used for weather forecasting, measuring variations in climate over time, and predicting space weather. Due to the continuing cost, schedule, and tri-agency management challenges of the National Polar-orbiting Operational Environmental Satellite System (NPOESS)--a key satellite acquisition managed by the National Oceanic and Atmospheric Association (NOAA), the Department of Defense (DOD), and the National Aeronautics and Space Administration (NASA)--the White House's Office of Science and Technology Policy (OSTP) decided in February 2010 to disband NPOESS and, instead, to have NOAA and DOD undertake separate acquisitions. GAO was asked to summarize its report being released today on plans for NOAA's and DOD's separate acquisitions and the key risks of the transition, as well as its recent work on federal efforts to establish long-term strategies for satellite-provided climate and space weather data."

Military Training: Continued Actions Needed to Guide DOD's Efforts to Improve Language Skills and Regional Proficiency

Testimony issued by the Government Accountability Office with an abstract that begins "Today, and in the foreseeable future, military operations require U.S. personnel to work alongside multinational partners and among local populations. The Department of Defense (DOD) has placed a greater emphasis on transforming language and regional proficiency capabilities, which includes cultural awareness. GAO's prior work has found that integrated strategic plans with measurable goals and funding priorities linked to goals can help guide organizational transformations. Decision makers also require complete information to identify capability gaps and assess risk. This testimony summarizes GAO's prior work and recommendations on DOD's efforts to develop language skills and regional proficiency and the steps DOD has taken to implement our prior recommendations. Specifically, it addresses the extent to which DOD has (1) developed a strategic plan to guide its language and regional proficiency transformation efforts and (2) obtained the information it needs to identify capability gaps and assess risk. GAO's statement is based on a June 2009 report and work conducted during May 2010 through June 2010 to update the status of GAO's recommendations."

HYDROGEN PRODUCTION AND DELIVERY INFRASTRUCTURE AS A COMPLEX ADAPTIVE SYSTEM

An agent-based model of the transition to a hydrogen transportation economy explores influences on adoption of hydrogen vehicles and fueling infrastructure. Attention is given to whether significant penetration occurs and, if so, to the length of time required for it to occur. Estimates are provided of sensitivity to numerical values of model parameters and to effects of alternative market and policy scenarios. The model is applied to the Los Angeles metropolitan area In the benchmark simulation, the prices of hydrogen and non-hydrogen vehicles are comparable. Due to fuel efficiency, hydrogen vehicles have a fuel savings advantage of 9.8 cents per mile over non-hydrogen vehicles. Hydrogen vehicles account for 60% of new vehicle sales in 20 years from the initial entry of hydrogen vehicles into show rooms, going on to 86% in 40 years and reaching still higher values after that. If the fuel savings is 20.7 cents per mile for a hydrogen vehicle, penetration reaches 86% of new car sales by the 20th year. If the fuel savings is 0.5 cents per mile, market penetration reaches only 10% by the 20th year. Computational and Experimental Development of Novel High Temperature Alloys

The work done in this paper is based on our earlier work on developing an extended Miedema model and then using it to downselect potential alloy systems. Our approach is to closely couple the semi-empirical methodologies to more accurate ab initio methods to dentify the best candidates for ternary alloying additions. The architectural framework for our material's design is a refractory base metal with a high temperature intermetallic which provides both high temperature creep strength and a source of oxidatively stable elements. Potential refractory base metals are groups IIIA, IVA and VA. For Fossil applications, Ni-Al appears to be the best choice to provide the source of oxidatively stable elements but this system requires a 'boost' in melting temperatures to be a viable candidate in the ultra-high temperature regime (> 1200C). Some late transition metals and noble elements are known to increase the melting temperature of Ni-Al phases. Such an approach suggested that a Mo-Ni-Al system would be a good base alloy system that could be further improved upon by dding Platinum group metals (PGMs). Subsurface Mobile Plutonium Speciation: Sampling Artifacts for Groundwater Colloids

A recent review found several conflicting conclusions regarding colloid-facilitated transport of radionuclides in groundwater and noted that colloids can both facilitate and retard transport. Given these contrasting conclusions and the profound implications even trace concentrations of plutonium (Pu) have on the calculated risk posed to human health, it is important that the methodology used to sample groundwater colloids be free of artifacts. The objective of this study was: (1) to conduct a field study and measure Pu speciation, ({sup 239}Pu and {sup 240}Pu for reduced-Pu{sub aq}, oxidized-Pu{sub aq}, reduced-Pu{sub colloid}, and oxidized-Pu{sub colloid}), in a Savannah River Site (SRS) aquifer along a pH gradient in F-Area, (2) to determine the impact of pumping rate on Pu concentration, Pu speciation, and Pu isotopic ratios, (3) determine the impact of delayed sample processing (as opposed to processing directly from the well).

The Use of Predictive Lithostratigraphy to Significantly Improve the Ability to Forecast Reservoir and Source Rocks? Final Crada Report.

The purpose of this CRADA, which ended in 2003, was to make reservoir and source rock distribution significantly more predictable by quantifying the fundamental controls on stratigraphic heterogeneity. To do this, the relationships among insolation, climate, sediment supply, glacioeustasy, and reservoir and source rock occurrence were investigated in detail. Work current at the inception of the CRADA had uncovered previously unrecognized associations among these processes and properties that produce a phenomenon that, when properly analyzed, will make lithostratigraphic variability (including texture, porosity, and permeability) substantially more understandable. Computer climate simulations of selected time periods, compared with the global distribution of paleoclimatic indicators, documented spatial and temporal climate changes as a function of insolation and provided quantitative changes in runoff, lake level, and glacioeustasy. The effect of elevation and climate on sediment yield was assessed numerically by analyzing digital terrain and climate data. The phase relationships of climate, yield, and glacioeustatic cycles from the Gulf of Mexico and/or other sedimentary basins were assessed by using lacunarity, a statistical technique.

Procurement of State-of-the-Art Research Equipment to Support Faculty Members Within the RNAi Therapeutics Institute

This project funded the procurement of state-of-the-art research equipment to support world class faculty members within the RNAi Therapeutics Institute, a central program of the Advanced Therapeutics Cluster (ATC) project. The equipment purchased under this grant supports the RNA Therapeutics Institute (RTI) at the University of Massachusetts Medical School which seeks to build a community of scientists passionate about RNA. By uniting researchers studying the fundamental biology and mechanisms of cellular RNAs with those working to devise human therapies using or targeting nucleic acids, the RTI represents a new model for scientific exploration. By interweaving basic and applied nucleic acid scientists with clinicians dedicated to finding new cures, our goal is to create a new paradigm for organizing molecular research that enables the rapid application of new biological discoveries to solutions for unmet challenges in human health.

Model Predictive Control for the Operation of Building Cooling Systems

A model-based predictive control (MPC) is designed for optimal thermal energy storage in building cooling systems. We focus on buildings equipped with a water tank used for actively storing cold water produced by a series of chillers. Typically the chillers are operated at night to recharge the storage tank in order to meet the building demands on the following day. In this paper, we build on our previous work, improve the building load model, and present experimental results. The experiments show that MPC can achieve reduction in the central plant electricity cost and improvement of its efficiency.

PAPER STUDY EVALUATIONS OF THE INTRODUCTION OF SMALL COLUMN ION EXCHANGE WASTE STREAMS TO THE DEFENSE WASTE PROCESSING FACILITY

The objective of this paper study is to provide guidance on the impact of Monosodium Titanate (MST) and Crystalline Silicotitanate (CST) streams from the Small Column Ion Exchange (SCIX) process on the Defense Waste Processing Facility (DWPF) flowsheet and glass waste form. A series of waste processing scenarios was evaluated, including projected compositions of Sludge Batches 8 through 17 (SB8 through SB17), MST additions, CST additions to Tank 40 or to a sludge batch preparation tank (Tank 42 or Tank 51, referred to generically as Tank 51 in this report), streams from the Salt Waste Processing Facility (SWPF), and two canister production rates. A wide array of potential glass frit compositions was used to support this assessment. The sludge and frit combinations were evaluated using the predictive models in the current DWPF Product Composition Control System (PCCS). The results were evaluated based on the number of frit compositions available for a particular sludge composition scenario. A large number of candidate frit compositions (e.g., several dozen to several hundred) is typically a good indicator of a sludge composition for which there is flexibility in forming an acceptable waste glass and meeting canister production rate commitments. Using Radar, Lidar, and Radiometer measurements to Classify Cloud Type and Study Middle-Level Cloud Properties

The project is mainly focused on the characterization of cloud macrophysical and microphysical properties, especially for mixed-phased clouds and middle level ice clouds by combining radar, lidar, and radiometer measurements available from the ACRF sites. First, an advanced mixed-phase cloud retrieval algorithm will be developed to cover all mixed-phase clouds observed at the ACRF NSA site. The algorithm will be applied to the ACRF NSA observations to generate a long-term arctic mixed-phase cloud product for model validations and arctic mixed-phase cloud processes studies. To improve the representation of arctic mixed-phase clouds in GCMs, an advanced understanding of mixed-phase cloud processes is needed. By combining retrieved mixed-phase cloud microphysical properties with in situ data and large-scale meteorological data, the project aim to better understand the generations of ice crystals in supercooled water clouds, the maintenance mechanisms of the arctic mixed-phase clouds, and their connections with large-scale dynamics. The project will try to develop a new retrieval algorithm to study more complex mixed-phase clouds observed at the ACRF SGP site. Compared with optically thin ice clouds, optically thick middle level ice clouds are less studied because of limited available tools. Model Predictive Control of HVAC Systems: Implementation and Testing at the University of California, Merced

A Model Predictive Control algorithm was developed for the UC Merced campus chilled water plant. Model predictive control (MPC) is an advanced control technology that has proven successful in the chemical process industry and other industries. The main goal of the research was to demonstrate the practical and commercial viability of MPC for optimization of building energy systems. The control algorithms were developed and implemented in MATLAB, allowing for rapid development, performance, and robustness assessment. The UC Merced chilled water plant includes three water-cooled chillers and a two million gallon chilled water storage tank. The tank is charged during the night to minimize on-peak electricity consumption and take advantage of the lower ambient wet bulb temperature. The control algorithms determined the optimal chilled water plant operation including chilled water supply (CHWS) temperature set-point, condenser water supply (CWS) temperature set-point and the charging start and stop times to minimize a cost function that includes energy consumption and peak electrical demand over a 3-day prediction horizon. A detailed model of the chilled water plant and simplified models of the buildings served by the plant were developed using the equation-based modeling language Modelica. Homologous recombination contributes to the repair of DNA double-strand breaks induced by high-energy iron ions

To test the contribution of homologous recombinational repair (HRR) in repairing DNA damaged sites induced by high-energy iron ions, we used: (1) HRR-deficient rodent cells carrying a deletion in the RAD51D gene and (2) syngeneic human cells impaired for HRR by RAD51D or RAD51 knockdown using RNA interference. We show that in response to iron ions, HRR contributes to cell survival in rodent cells, and that HRR-deficiency abrogates RAD51 foci formation. Complementation of the HRR defect by human RAD51D rescues both enhanced cytotoxicity and RAD51 foci formation. For human cells irradiated with iron ions, cell survival is decreased, and, in p53 mutant cells, the levels of mutagenesis are increased when HRR is impaired. Human cells synchronized in S phase exhibit more pronounced resistance to iron ions as compared with cells in G1 phase, and this increase in radioresistance is diminished by RAD51 knockdown. These results implicate a role for RAD51-mediated DNA repair (i.e. HRR) in removing a fraction of clustered lesions induced by charged particle irradiation. Our results are the first to directly show the requirement for an intact HRR pathway in human cells in ensuring DNA repair and cell survival in response to high-energy high LET radiation.
