Propane and Heating Oil: Federal Oversight of the Propane Education and Research Council and National Oilheat Research Alliance Should Be Strengthened

A letter report issued by the Government Accountability Office with an abstract that begins "Millions of Americans use propane and oil heat for such purposes as heating and cooking. Congress authorized creation of the Propane Education and Research Council (PERC) in 1996 and the National Oilheat Research Alliance (NORA) in 2000 to provide research and development, safety and training, and consumer education for propane and oil heat, as the highest priority activities. Congressional deliberations on the groups' creation emphasized providing funding for research and development. PERC and NORA fund operations by assessing fees on propane and oil heat sales. GAO examined (1) how PERC and NORA spent assessments collected; (2) the extent to which their reported activities help strategic goals; (3) the extent to which key statutory requirements were met; and (4) the extent of federal oversight. GAO analyzed the Propane and Oilheat Acts and PERC and NORA documents and interviewed representatives of PERC, NORA, and the Departments of Energy (DOE) and Commerce."

Quasi-Freestanding multilayer graphene films on the carbon face of SiC

The electronic band structure of as-grown and doped graphene grown on the carbon face of SiC is studied by high-resolution angle-resolved photoemission spectroscopy, where we observe both rotations between adjacent layers and AB-stacking. The band structure of quasi-freestanding AB-bilayers is directly compared with bilayer graphene grown on the Si-face of SiC to study the impact of the substrate on the electronic properties of epitaxial graphene. Our results show that the C-face films are nearly freestanding from an electronic point of view, due to the rotations between graphene layers.

Real-Time Control of Diesel Combustion Quality

Detroit Diesel Corporation (DDC) and ORNL established this CRADA to improve heavy-duty engine efficiency with reduced emissions at relatively extreme operating regimes such has high EGR, low-load, and cold-start, with an emphasis on the application of advanced control strategies. The approach used in this collaborative effort was to include the application of novel analysis and modeling techniques devel-oped from the application of nonlinear dynamics and chaos theory. More specifically, analytical tech-niques derived from these theories were to used to detect, characterize, and control the combustion insta-bilities that are responsible for poor combustion performance and corresponding high emissions. The foundation of this CRADA was established based on ORNL expertise on the fundamentals of ad-vanced combustion operation and experience with nonlinear dynamics and controls in combustion sys-tems. The initial plan was all data generation would be performed at DDC with an agreed upon experi-mental plan formed by both organizations. While numerous experiments were performed at DDC and the data was exchanged with ORNL researchers, the team decided to transfer an engine to ORNL to allow more flexibility and data generation opportunities. Relativistic warm plasma theory of nonlinear laser-driven electron plasma waves

A relativistic, warm fluid model of a nonequilibrium, collisionless plasma is developed and applied to examine nonlinear Langmuir waves excited by relativistically-intense, short-pulse lasers. Closure of the covariant fluid theory is obtained via an asymptotic expansion assuming a non-relativistic plasma temperature. The momentum spread is calculated in the presence of an intense laser field and shown to be intrinsically anisotropic. Coupling between the transverse and longitudinal momentum variances is enabled by the laser field. A generalized dispersion relation is derived for langmuir waves in a thermal plasma in the presence of an intense laser field. Including thermal fluctuations in three velocity-space dimensions, the properties of the nonlinear electron plasma wave, such as the plasma temperature evolution and nonlinear wavelength, are examined, and the maximum amplitude of the nonlinear oscillation is derived. The presence of a relativistically intense laser pulse is shown to strongly influence the maximum plasma wave amplitude for non-relativistic phase velocities owing to the coupling between the longitudinal and transverse momentum variances.

This report represents the twenty-seventh and Final Technical Progress Report issued in connection with the subsidence remediation projects undertaken by Rockaway Township in Morris County, New Jersey. This report provides a summary of the major project work accomplished during this last reporting period ending June 30, 2010 and a summary of the work accomplished since the agreement inception in 1997. This report is issued as part of the project reporting provisions set forth in the Cooperator’s Agreement between the United States Government - Department of Energy, and Rockaway Township. The purpose of the Cooperator’s Agreement is for the Department of Energy to provide technical and financial assistance in a coordinated effort with Rockaway Township to develop and implement a multi-phased plan to remediate ground stability problems associated with abandoned mining activity. Primarily during the 1800’s, extensive iron ore mining and prospecting was undertaken in Rockaway Township, part of the Dover District Mining region in Morris County. The abandoned mining activity has resulted in public safety hazards associated with ground collapse and surface subsidence features evolving in both developed and undeveloped areas within Rockaway Township. Second Quarter Hanford Seismic Report for Fiscal Year 2010

The Hanford Seismic Assessment Program (HSAP) provides an uninterrupted collection of high-quality raw and processed seismic data from the Hanford Seismic Network for the U.S. Department of Energy and its contractors. The HSAP is responsible for locating and identifying sources of seismic activity and monitoring changes in the historical pattern of seismic activity at the Hanford Site. The data are compiled, archived, and published for use by the Hanford Site for waste management, natural phenomena hazards assessments, and engineering design and construction. In addition, the HSAP works with the Hanford Site Emergency Services Organization to provide assistance in the event of a significant earthquake on the Hanford Site. The Hanford Seismic Network and the Eastern Washington Regional Network consist of 44 individual sensor sites and 15 radio relay sites maintained by the Hanford Seismic Assessment Team. The Hanford Seismic Network recorded 90 local earthquakes during the second quarter of FY 2010. Eighty-one of these earthquakes were detected in the vicinity of Wooded Island, located about eight miles north of Richland just west of the Columbia River. A letter report issued by the Government Accountability Office with an abstract that begins "Due to the unprecedented pace and crowds of the 2008 presidential campaign, the U.S. Secret Service (Secret Service), a component of the Department of Homeland Security (DHS), exceeded its budgeted amount for fiscal year 2009 presidential candidate nominee protection funding, but did not notify Congress of this shortfall (fiscal year 2009 shortfall) until June 2009--5 months after the Inauguration. In response to the Conference Report accompanying the 2010 DHS Appropriations Act, this report addresses the extent to which, at the time of the fiscal year 2009 shortfall, (1) Secret Service had the necessary internal controls in place to help ensure it could effectively manage and report on funds for presidential candidate protection; and (2) Secret Service and DHS had policies and procedures in place to help ensure that information related to the fiscal year 2009 shortfall was communicated to DHS and Congress. To conduct the audit work, GAO reviewed appropriation laws and regulations, Secret Service financial reports, and various DHS and Secret Service policy and procedural documents. Spin Properties of Transition-Metallorganic Self-Assembled Molecules

This report summarizes SRI's accomplishments on the project, 'Spin Properties of Transition-Metallorganic Self-Assembled Molecules' funded by the Office of Basic Energy Sciences, US Department of Energy. We have successfully carried out all tasks identified in our proposal and gained significant knowledge and understanding of spin-polarized electronic structure, spin relaxation, and spin-dependent transport in transition-metallorganic molecules and enhohedral fullerenes. These molecules contain integrated spin and charge components and will enable us to achieve sophisticated functions in spintronics and quantum computing at molecular level with simple circuitry and easy fabrication. We have developed microscopic theories that describe the underlying mechanisms of spin-dependent porcesses and constructed quantitative modeling tools that compute several important spin properties. These results represent the basic principles governing the spin-dependent behaviors in nanostructures containing such molecules. Based on these results we have shown that novel device functions, such as electrically controlled g-factor and noninvasive electrical detection of spin dynamics, can be achieved in these nanostructures. The universe for the 2009 GSS-FFRDC survey was the Master Government List of Federally Funded Research and Development Centers. The 2009 survey also contacted the NIH’s Intramural Research Program because it employs the largest number of postdocs in the federal government. The FFRDC survey collected data via a web instrument. Topics included the type of support the postdocs received (federal and nonfederal), their sex, citizenship, race/ethnicity, and field of research.

Towards improved characterization of high-risk releases using heterogeneous indoor sensor systems

The sudden release of toxic contaminants that reach indoor spaces can be hazardous to building occupants. For an acutely toxic contaminant, the speed of the emergency response strongly influences the consequences to occupants. The design of a real time sensor system is made challenging both by the urgency and complex nature of the event, and by the imperfect sensors and models available to describe it. In this research, we use Bayesian modeling to combine information from multiple types of sensors to improve the characterization of a release. We discuss conceptual and algorithmic considerations for selecting and fusing information from disparate sensors. To explore system performance, we use both real tracer gas data from experiments in a three story building, along with synthetic data, including information from door position sensors. The added information from door position sensors is found to be useful for many scenarios, but not always. We discuss the physical conditions and design factors that affect these results, such as the influence of the door positions on contaminant transport. We highlight potential benefits of multisensor data fusion, challenges in realizing those benefits, and opportunities for further improvement.

This important authority has allowed Treasury to undertake a number of programs to help stabilize the financial system. In December 2009, the Secretary of the Treasury extended the authority to October 3, 2010. In our October 2009 report on the Troubled Asset Relief Program (TARP), GAO suggested as part of a framework for decision making that Treasury should coordinate with relevant federal agencies, communicate with Congress and the public, and link the decisions related to the next phase of the TARP program to quantitative analysis. This report discusses (1) the process Treasury used to decide to extend TARP and the extent of coordination with relevant agencies and (2) the analytical framework and quantitative indicators Treasury used to decide to extend TARP. A letter report issued by the Government Accountability Office with an abstract that begins "Communities will need hundreds of billions of dollars in coming years to construct and upgrade wastewater infrastructure. Policymakers have proposed a variety of approaches to finance this infrastructure, including the creation of a national infrastructure bank (NIB) and the increased use of privately financed public-private partnerships (PPP). In this context, GAO was asked to identify (1) stakeholder views on issues to be considered in the design of an NIB and (2) the extent to which private financing has been used in wastewater PPPs and its reported advantages and challenges. In conducting this work, GAO developed a questionnaire based on existing NIB proposals and administered it to 37 stakeholders with expertise in wastewater utilities, infrastructure needs, and financing; GAO received 29 responses from stakeholders with a variety of perspectives about an NIB. To determine the extent to which wastewater PPPs have been privately financed and their advantages and disadvantages, GAO identified and interviewed municipalities involved in privately financed PPPs and wastewater services companies, conducted case studies in states with privately financed PPPs, and conducted a literature review. Well-To-Wheels Analysis of Landfill Gas-Based Pathways and Their Addition to the Greet Model.

Today, approximately 300 million standard cubic ft/day (mmscfd) of natural gas and 1600 MW of electricity are produced from the decomposition of organic waste at 519 U.S. landfills (EPA 2010a). Since landfill gas (LFG) is a renewable resource, this energy is considered renewable. When used as a vehicle fuel, compressed natural gas (CNG) produced from LFG consumes up to 185,000 Btu of fossil fuel and generates from 1.5 to 18.4 kg of carbon dioxide-equivalent (CO{sub 2}e) emissions per million Btu of fuel on a 'well-to-wheel' (WTW) basis. This compares with approximately 1.1 million Btu and 78.2 kg of CO{sub 2}e per million Btu for CNG from fossil natural gas and 1.2 million Btu and 97.5 kg of CO{sub 2}e per million Btu for petroleum gasoline. Because of the additional energy required for liquefaction, LFG-based liquefied natural gas (LNG) requires more fossil fuel (222,000-227,000 Btu/million Btu WTW) and generates more GHG emissions (approximately 22 kg CO{sub 2}e /MM Btu WTW) if grid electricity is used for the liquefaction process. However, if some of the LFG is used to generate electricity for gas cleanup and liquefaction (or compression, in the case of CNG), vehicle fuel produced from LFG can have no fossil …
