Federal Courthouse Construction: Preliminary Results Show Better Planning, Oversight, and Courtroom Sharing Could Help Control Future Costs

Testimony issued by the Government Accountability Office with an abstract that begins "The federal judiciary and the General Services Administration (GSA) are in the midst of a multibillion-dollar courthouse construction initiative, which began in the early 1990s and has since faced rising construction costs. As requested, for 33 federal courthouses completed since 2000, GAO examined (1) whether they contain extra space and any costs related to it, (2) how their actual size compares with the congressionally authorized size, (3) how their space based on the judiciary's 10-year estimates of judges compares with the actual number of judges, and (4) whether the level of courtroom sharing supported by the judiciary's data could have changed the amount of space needed in these courthouses. GAO analyzed courthouse planning and use data, visited courthouses, modeled courtroom sharing scenarios, and interviewed judges, GSA officials, and other experts. The findings in this testimony are preliminary because the federal judiciary and GSA are still in the process of commenting on GAO's draft report and did not provide comments on this testimony."

Nanotechnology: Nanomaterials Are Widely Used in Commerce, but EPA Faces Challenges in Regulating Risk

A letter report issued by the Government Accountability Office with an abstract that begins "Nanotechnology involves the ability to control matter at the scale of a nanometer--one billionth of a meter. The world market for products that contain nanomaterials is expected to reach $2.6 trillion by 2015. In this context, GAO (1) identified examples of current and potential uses of nanomaterials, (2) determined what is known about the potential human health and environmental risks from nanomaterials, (3) assessed actions EPA has taken to better understand and regulate the risks posed by nanomaterials as well as its authorities to do so, and (4) identified approaches that other selected national authorities and actions U.S. states have taken to address the potential risks associated with nanomaterials. GAO analyzed selected laws and regulations, reviewed information on EPA's Nanoscale Materials Stewardship Program, and consulted with EPA officials and legal experts to obtain their perspectives on EPA's authorities to regulate nanomaterials."

Ballistic Missile Defense and Offensive Arms Reductions: A Review of the Historical Record

This report seeks to shed some light on the past relationship between ballistic missile defenses and negotiations on offensive arms control treaties. It provides an historical review of the way in which the United States and Soviet Union addressed ballistic missile defense issues during their negotiations on the first Strategic Arms Reduction Treaty (START) in the 1980s and early 1990s. It also provides a review of U.S. missile defense policy and summarizes data on missile defense spending during the 1980s, 1990s, and the past decade. The report then reviews the recent record on the way the New START negotiations addressed ballistic missile defense issues and offers some observations about whether this historical record may provide insights into how the United States might proceed with its ballistic missile defense programs in the future.

Gas Hydrates: Resource and Hazard

This report discusses gas hydrates, which are potentially huge resource of natural gas for the United States. The U.S. Geological Survey estimated that there are about 85 trillion cubic feet (TCF) of technically recoverable gas hydrates in northern Alaska. The Minerals Management Service estimated a mean value of 21,000 TCF of in-place gas hydrates in the Gulf of Mexico. By comparison, total U.S. natural gas consumption is about 23 TCF annually. Gas hydrates are both a potential resource and a risk, representing a significant hazard to conventional oil and gas drilling and production operations, and to date gas hydrates have no confirmed commercial production.

A New United Nations Entity for Women: Issues for Congress

In September 2009, U.N. member states, including the United States, adopted a General Assembly resolution expressing strong support for the consolidation of four U.N. bodies addressing women's issues into one composite entity. This report discusses possible policy issues that may arise as the composite gender entity is established, including its funding mechanisms, the creation of an effective governance structure, the entity's possible impact on U.N. system in-country operational capacity, and the relationships and coordination between the entity and other U.N. system bodies. The report also discusses the entity in the context of broader U.N. reform efforts and examines the involvement of nongovernmental organizations (NGOs). Finally, it analyzes U.S. policy toward the new entity, including its possible role in U.S. foreign policy and the level and extent of U.S. financial contributions to existing U.N. system gender entities.

Asian Carp and the Great Lakes Region

Four species of non-indigenous Asian carp are expanding their range in U.S. waterways, resulting in a variety of concerns and problems. Three species—bighead, silver, and black carp—are of particular note, based on the perceived degree of environmental concern. This report examines current controversy relating to what measures might be necessary and sufficient to prevent movement of Asian carp from the Mississippi River drainage into the Great Lakes through the Chicago Area Waterway System. Movement of Asian carp into the Great Lakes is ultimately of concern because increased numbers of carp in the Great Lakes increases the risk that Asian carp will establish reproducing populations in these waters. Bills have been introduced in the 111th Congress to direct actions to avoid the possibility of carp becoming established in the Great Lakes.

ANSI/ASHRAE/IESNA Standard 90.1-2007 Preliminary Qualitative Determination

A preliminary qualitative analysis of all addenda to ANSI/ASHRAE/IESNA Standard 90.1-2004 that were included in ANSI/ASHRAE/IESNA Standard 90.1-2007 was conducted. All 44 addenda processed by ASHRAE in the creation of Standard 90.1-2007 from Standard 90.1-2004 were evaluated by DOE for their impact on energy efficiency. DOE preliminarily determined whether that addenda would have a positive, neutral, or negative impact on overall building efficiency.

CREATION OF THE MODEL ADDITIONAL PROTOCOL

In 1991, the international nuclear nonproliferation community was dismayed to discover that the implementation of safeguards by the International Atomic Energy Agency (IAEA) under its NPT INFCIRC/153 safeguards agreement with Iraq had failed to detect Iraq's nuclear weapon program. It was now clear that ensuring that states were fulfilling their obligations under the NPT would require not just detecting diversion but also the ability to detect undeclared materials and activities. To achieve this, the IAEA initiated what would turn out to be a five-year effort to reappraise the NPT safeguards system. The effort engaged the IAEA and its Member States and led to agreement in 1997 on a new safeguards agreement, the Model Protocol Additional to the Agreement(s) between States and the International Atomic Energy Agency for the Application of Safeguards. The Model Protocol makes explicit that one IAEA goal is to provide assurance of the absence of undeclared nuclear material and activities. The Model Protocol requires an expanded declaration that identifies a State's nuclear potential, empowers the IAEA to raise questions about the correctness and completeness of the State's declaration, and, if needed, allows IAEA access to locations. Data Quality Objectives Supporting Radiological Air Emissions Monitoring for the PNNL Site

This document of Data Quality Objectives (DQOs) was prepared based on the U.S. Environmental Protection Agency (EPA) Guidance on Systematic Planning Using the Data Quality Objectives Process, EPA, QA/G4, 2/2006 (EPA 2006) as well as several other published DQOs. Pacific Northwest National Laboratory (PNNL) is in the process of developing a radiological air monitoring program for the PNNL Site that is distinct from that of the nearby Hanford Site. Radiological emissions at the PNNL Site result from Physical Sciences Facility (PSF) major emissions units. A team was established to determine how the PNNL Site would meet federal regulations and address guidelines developed to monitor and estimate offsite air emissions of radioactive materials. The result is a program that monitors the impact to the public from the PNNL Site.
