Maritime Security: Varied Actions Taken to Enhance Cruise Ship Security, but Some Concerns Remain

A letter report issued by the Government Accountability Office with an abstract that begins "Over 9 million passengers departed from U.S. ports on cruise ships in 2008, and according to agency officials, cruise ships are attractive terrorist targets. GAO was asked to review cruise ship security, and this report addresses the extent to which (1) the Coast Guard, the lead federal agency on maritime security, assessed risk in accordance with the Department of Homeland Security's (DHS) guidance and identified risks; and (2) federal agencies, cruise ship and facility operators, and law enforcement entities have taken actions to protect cruise ships and their facilities. GAO reviewed relevant requirements and agency documents on maritime security, analyzed 2006 through 2008 security operations data, interviewed federal and industry officials, and made observations at seven ports. GAO selected these locations based on factors such as the number of sailings from each port. Results of the visits provided additional information on security, but were not projectable to all ports."

Military Munitions Response Program: Opportunities Exist to Improve Program Management

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) established the military munitions response program (MMRP) in 2001 to clean up sites known to be or suspected of being contaminated with military munitions and related hazardous substances. Cleanup of sites on active and base realignment and closure installations is the responsibility of the military service--Air Force, Army, Navy, or Marine Corps--that currently controls the land, and the Army has delegated execution of cleanup of formerly used defense sites (FUDS) to the U.S. Army Corps of Engineers (Corps). GAO was mandated to assess the (1) MMRP staffing and funding levels; (2) progress DOD has made in cleaning up munitions response sites; (3) extent to which DOD has established MMRP performance goals; and (4) extent to which DOD collects data on factors influencing project duration, as well as the accuracy of its cleanup cost estimates. GAO analyzed MMRP data and DOD documents and interviewed officials from DOD, the military services, and the Corps."

Formalism for Neutron Cross Section Covariances in the Resonance Region Using Kernel Approximation

We describe analytical formalism for estimating neutron radiative capture and elastic scattering cross section covariances in the resolved resonance region. We use capture and scattering kernels as the starting point and show how to get average cross sections in broader energy bins, derive analytical expressions for cross section sensitivities, and deduce cross section covariances from the resonance parameter uncertainties in the recently published Atlas of Neutron Resonances. The formalism elucidates the role of resonance parameter correlations which become important if several strong resonances are located in one energy group. Importance of potential scattering uncertainty as well as correlation between potential scattering and resonance scattering is also examined. Practical application of the formalism is illustrated on {sup 55}Mn(n,{gamma}) and {sup 55}Mn(n,el).

Climate implications of carbonaceous aerosols: An aerosol microphysical study using the GISS/MATRIX climate model

Recently, attention has been drawn towards black carbon aerosols as a likely short-term climate warming mitigation candidate. However the global and regional impacts of the direct, cloud-indirect and semi-direct forcing effects are highly uncertain, due to the complex nature of aerosol evolution and its climate interactions. Black carbon is directly released as particle into the atmosphere, but then interacts with other gases and particles through condensation and coagulation processes leading to further aerosol growth, aging and internal mixing. A detailed aerosol microphysical scheme, MATRIX, embedded within the global GISS modelE includes the above processes that determine the lifecycle and climate impact of aerosols. This study presents a quantitative assessment of the impact of microphysical processes involving black carbon, such as emission size distributions and optical properties on aerosol cloud activation and radiative forcing. Our best estimate for net direct and indirect aerosol radiative forcing change is -0.56 W/m{sup 2} between 1750 and 2000. However, the direct and indirect aerosol effects are very sensitive to the black and organic carbon size distribution and consequential mixing state. Detailed Modeling, Design, and Evaluation of a Scalable Multi-level Checkpointing System

High-performance computing (HPC) systems are growing more powerful by utilizing more hardware components. As the system mean-time-before-failure correspondingly drops, applications must checkpoint more frequently to make progress. However, as the system memory sizes grow faster than the bandwidth to the parallel file system, the cost of checkpointing begins to dominate application run times. A potential solution to this problem is to use multi-level checkpointing, which employs multiple types of checkpoints with different costs and different levels of resiliency in a single run. The goal is to design light-weight checkpoints to handle the most common failure modes and rely on more expensive checkpoints for less common, but more severe failures. While this approach is theoretically promising, it has not been fully evaluated in a large-scale, production system context. To this end we have designed a system, called the Scalable Checkpoint/Restart (SCR) library, that writes checkpoints to storage on the compute nodes utilizing RAM, Flash, or disk, in addition to the parallel file system. We present the performance and reliability properties of SCR as well as a probabilistic Markov model that predicts its performance on current and future systems. The financial crisis that began in 2007 spread and gathered intensity in 2008, despite the efforts of central banks and regulators to restore calm. By early 2009, the financial system and the global economy appeared to be locked in a descending spiral, and the primary focus of policy became the prevention of a prolonged downturn on the order of the Great Depression. This report sets out in tabular form a number of the factors that have been identified as causes of the crisis. The left column of Table 1 below summarizes the causal role of each such factor. The next column presents a brief rejoinder to that argument. The right-hand column contains a reference for further reading.
