The U.S. program of assistance to Afghanistan is intended to stabilize and strengthen the Afghan economic, social, political, and security environment so as to blunt popular support for extremist forces in the region. Since 2001, nearly $47 billion has been appropriated toward this effort. This report provides a "big picture" overview of the U.S. aid program and congressional action. It describes what various aid agencies report they are doing in Afghanistan. It does not address the effectiveness of their programs.

In recent years, U.S. assistance to Africa saw a major increase, especially in health-related programs. ABSTRACT Projects for the very high temperature reactor (VHTR) Technology Development Office (TDO) program provide data in support of Nuclear Regulatory Commission licensing of the VHTR. Fuel and materials to be used in the reactor are tested and characterized to quantify performance in high temperature and high fluence environments. The VHTR program has established the NGNP Data Management and Analysis System (NDMAS) to ensure that VHTR data are (1) qualified for use, (2) stored in a readily accessible electronic form, and (3) analyzed to extract useful results. This document focuses on the first NDMAS objective. It describes the data streams associated with the first Advanced Gas Reactor experiment (AGR-1), the processing of these data within NDMAS, and reports the qualification status of the data. Data qualification activities within NDMAS for specific types of data are determined by the data qualification category assigned by the data generator. They include: (1) capture testing, to confirm that the data stored within NDMAS are identical to the raw data supplied, (2) accuracy testing, to confirm that the data are an accurate representation of the system or object being measured, and (3) documentation that the data were collected under an NQA-1 or equivalent quality assurance …

This report discusses several programs offered by the U.S. Department of Agriculture (USDA) to help farmers recover financially from natural disasters, including drought and floods. All the programs have permanent authorization, and only one requires a federal disaster designation (the emergency loan program). Most programs receive funding amounts that are "such sums as necessary" and are not subject to annual discretionary appropriations.

This report analyzes the relationship between vehicle weight, size (wheelbase, track width, and their product, footprint), and safety, for individual vehicle makes and models. Vehicle weight and footprint are correlated with a correlation coefficient (R{sup 2}) of about 0.62. The relationship is stronger for cars (0.69) than for light trucks (0.42); light trucks include minivans, fullsize vans, truck-based SUVs, crossover SUVs, and pickup trucks. The correlation between wheelbase and track width, the components of footprint, is about 0.61 for all light vehicles, 0.62 for cars and 0.48 for light trucks. However, the footprint data used in this analysis does not vary for different versions of the same vehicle model, as curb weight does; the analysis could be improved with more precise data on footprint for different versions of the same vehicle model. Although US fatality risk to drivers (driver fatalities per million registered vehicles) decreases as vehicle footprint increases, there is very little correlation either for all light vehicles (0.01), or cars (0.07) or trucks (0.11). The correlation between footprint and fatality risks cars impose on drivers of other vehicles is also very low (0.01); for trucks the correlation is higher (0.30), with risk to others increasing as truck footprint …

This annual Environmental Monitoring Report (EMR) presents results of environmental monitoring performed during fiscal year (FY) 2009 (October 1, 2008 - September 30, 2009) at the Environmental Management Waste Management Facility (EMWMF). The EMWMF is an operating state-of-the-art hazardous waste landfill located in Bear Creek Valley (BCV) west of the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee (Appendix A, Fig. A.1). Opened in 2002 and operated by a DOE prime contractor, Bechtel Jacobs Company LLC (BJC), the EMWMF was built specifically to accommodate disposal of acceptable solid wastes generated from Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) remedial actions for former waste sites and buildings that have been impacted by past DOE operations on the ORR and at DOE sites off the ORR within the state of Tennessee. The Nevada Test Site (NTS) is located approximately 105 km (65 mi) northwest of Las Vegas, Nevada. National Nuclear Security Administration Nevada Site Office (NNSA/NSO) is the federal lands management authority for the NTS and National Security Technologies LLC (NSTec) is the Management and Operations contractor. Access on and off the NTS is tightly controlled, restricted, and guarded on a 24-hour basis. The NTS is posted with signs along its entire perimeter. NSTec is the operator of all solid waste disposal sites on the NTS. The site will be used for the disposal of refuse, rubbish, garbage, sewage sludge, pathological waste, Asbestos-Containing Material (ACM), industrial solid waste, hydrocarbon-burdened soil, hydrocarbon-burdened demolition and construction waste, and other inert waste (hereafter called permissible waste). Waste containing free liquids or regulated under Subtitle C of the Resource Conservation and Recovery Act (RCRA) will not be accepted for disposal at the site. Waste regulated under the Toxic Substance Control Act (TSCA), excluding Polychlorinated Biphenyl [PCB], Bulk Product Waste (see Section 6.2.5) and ACM (see Section 6.2.2.2) will not be accepted for disposal at the site. The goals of this project were to develop innovative 3D seismic attribute technologies and workflows to assess the structural integrity and heterogeneity of subsurface reservoirs with potential for CO{sub 2} sequestration. Our specific objectives were to apply advanced seismic attributes to aide in quantifying reservoir properies and lateral continuity of CO{sub 2} sequestration targets. Our study area is the Dickman field in Ness County, Kansas, a type locality for the geology that will be encountered for CO{sub 2} sequestration projects from northern Oklahoma across the U.S. midcontent to Indiana and beyond. Since its discovery in 1962, the Dickman Field has produced about 1.7 million barrels of oil from porous Mississippian carbonates with a small structural closure at about 4400 ft drilling depth. Project data includes 3.3 square miles of 3D seismic data, 142 wells, with log, some core, and oil/water production data available. Only two wells penetrate the deep saline aquifer. Geological and seismic data were integrated to create a geological property model and a flow simulation grid. We systematically tested over a dozen seismic attributes, finding that curvature, SPICE, and ANT were particularly useful for mapping discontinuities in the data that likely indicated fracture trends. Abstract?Driven by the ability to generate ever-larger, increasingly complex data, there is an urgent need in the scientific community for scalable analysis methods that can rapidly identify salient trends in scientific data. Query-Driven Visualization (QDV) strategies are among the small subset of techniques that can address both large and highly complex datasets. This paper extends the utility of QDV strategies with a statistics-based framework that integrates non-parametric distribution estimation techniques with a new segmentation strategy to visually identify statistically significant trends and features within the solution space of a query. In this framework, query distribution estimates help users to interactively explore their query's solution and visually identify the regions where the combined behavior of constrained variables is most important, statistically, to their inquiry. Our new segmentation strategy extends the distribution estimation analysis by visually conveying the individual importance of each variable to these regions of high statistical significance. We demonstrate the analysis benefits these two strategies provide and show how they may be used to facilitate the refinement of constraints over variables expressed in a user's query. We apply our method to datasets from two different scientific domains to demonstrate its broad applicability.

Background-Through the Community Sequencing Program, a catfish EST sequencing project was carried out through a collaboration between the catfish research community and the Department of Energy's Joint Genome Institute. Prior to this project, only a limited EST resource from catfish was available for the purpose of SNP identification. Results-A total of 438,321 quality ESTs were generated from 8 channel catfish (Ictalurus punctatus) and 4 blue catfish (Ictalurus furcatus) libraries, bringing the number of catfish ESTs to nearly 500,000. Assembly of all catfish ESTs resulted in 45,306 contigs and 66,272 singletons. Over 35percent of the unique sequences had significant similarities to known genes, allowing the identification of 14,776 unique genes in catfish. Over 300,000 putative SNPs have been identified, of which approximately 48,000 are high-quality SNPs identified from contigs with at least four sequences and the minor allele presence of at least two sequences in the contig. The EST resource should be valuable for identification of microsatellites, genome annotation, large-scale expression analysis, and comparative genome analysis. Conclusions-This project generated a large EST resource for catfish that captured the majority of the catfish transcriptome. The parallel analysis of ESTs from two closely related Ictalurid catfishes should also provide powerful means for the …
