1-D Van der Waals Foams Heated by Ion Beam Energy Deposition

One dimensional simulations of various initial average density aluminum foams (modeled as slabs of solid metal separated by low density regions) heated by volumetric energy deposition are conducted with a Lagrangian hydrodynamics code using a van der Waals equation of state (EOS). The resulting behavior is studied to facilitate the design of future warm dense matter (WDM) experiments at LBNL. In the simulations the energy deposition ranges from 10 to 30 kJ/g and from 0.075 to 4.0 ns total pulse length, resulting in temperatures from approximately 1 to 4 eV. We study peak pressures and temperatures in the foams, expansion velocity, and the phase evolution. Five relevant time scales in the problem are identified. Additionally, we present a method for characterizing the level of inhomogeneity in a foam target as it is heated and the time it takes for a foam to homogenize.

A letter report issued by the Government Accountability Office with an abstract that begins "The Small Business Administration (SBA) helps socially and economically disadvantaged small businesses gain access to federal contracting opportunities through its 8(a) program. To participate, firms must be at least 51 percent owned and controlled by an individual who meets SBA's criteria of socially and economically disadvantaged. The firm must also qualify as a small business. Once certified, 8(a) firms are eligible to receive sole-source and set-aside contracts for up to 9 years. GAO was asked to (1) determine whether ineligible firms are participating in the 8(a) program, (2) proactively test SBA's controls over the 8(a) application process, and (3) determine what vulnerabilities, if any, exist in SBA's fraud prevention system. To identify cases, GAO reviewed SBA data and complaints to GAO's fraud hotline. To perform its proactive testing, GAO created four bogus businesses and applied for 8(a) certification. GAO did not attempt to project the extent of fraud and abuse in the program."

2001 New York State NHTS: Travel Patterns of Special Populations

Policymakers rely on transportation statistics, including data on personal travel behavior, to formulate strategic transportation policies, and to improve the safety and efficiency of the U.S. transportation system. Data on personal travel trends are needed to examine the reliability, efficiency, capacity, and flexibility of the Nation's transportation system to meet current demands and accommodate future demands; to assess the feasibility and efficiency of alternative congestion-alleviating technologies (e.g., high-speed rail, magnetically levitated trains, intelligent vehicle and highway systems); to evaluate the merits of alternative transportation investment programs; and to assess the energy-use and air-quality impacts of various policies. To address these data needs, the U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel. The 1969 survey was the first Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990, 1995, and 2001. Data on daily travel were collected in 1969, 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. The 2001 National Household Travel Survey (NHTS) collected both daily and longer-distance trips in one survey. Responsibility for the environmental site restoration of the PSA was transferred from the DOE Office of Environmental Management to LM on October 1, 2006. The environmental restoration process and corrective action strategy for CAU 447 are conducted in accordance with the Federal Facility Agreement and Consent Order (FFACO 1996, as amended February 2008) entered into by DOE, the U.S. Department of Defense, and the State of Nevada. The corrective action strategy for the site includes monitoring in support of site closure. This report summarizes investigation activities associated with CAU 447 that were conducted at the PSA during fiscal year 2009.

Testimony issued by the Government Accountability Office with an abstract that begins "In March 2008, GAO designated the 2010 Census a high-risk area in part because of information technology (IT) shortcomings and uncertainty over the ultimate cost of the census, now estimated at around $15 billion. The U.S. Census Bureau (Bureau) has since made improvements to various IT systems and taken other steps to mitigate the risks to a successful census. However, last year, GAO noted that a number of challenges and uncertainties remained, and much work remained to be completed under very tight time frames. As requested, this testimony provides an update on the Bureau's readiness for an effective headcount, covering (1) the reliability of key IT systems; (2) a broad range of activities critical to an effective headcount, some of which were problematic in either earlier 2010 operations or in the 2000 Census, and (3) the quality of the Bureau's cost estimates. This report documents the progress made through FY 2009 on a project initiated in FY 2006 to help address uncertainties related to the rates of hydrolysis in groundwater for carbon tetrachloride (CT) and chloroform (CF). The study seeks also to explore the possible effects of contact with minerals and sediment (i.e., heterogeneous hydrolysis) on these rates. In previous years the work was funded as two separate projects by various sponsors, all of whom received their funding from the U.S. Department of Energy (DOE). In FY2009, the projects were combined and funded by CH2MHill Plateau Remediation Corporation (CHPRC). Work in FY2009 was performed by staff at the Pacific Northwest National Laboratory (PNNL). Staff from the State University of New York at Cortland (SUNY–Cortland) contributed in previous years.

Future climate change has emerged as a national and a global security threat. To carry out the needed adaptation and mitigation steps, a quantification of the expected level of climate change is needed, both at the global and the regional scale; in the end, the impact of climate change is felt at the local/regional level. An important part of such climate change assessment is uncertainty quantification. Decision and policy makers are not only interested in 'best guesses' of expected climate change, but rather probabilistic quantification (e.g., Rougier, 2007). For example, consider the following question: What is the probability that the average summer temperature will increase by at least 4 C in region R if global CO{sub 2} emission increases by P% from current levels by time T? It is a simple question, but one that remains very difficult to answer. It is answering these kind of questions that is the focus of this effort. The uncertainty associated with future climate change can be attributed to three major factors: (1) Uncertainty about future emission of green house gasses (GHG). Actinic imaging of native and programmed defects on a full-field mask

We describe the imaging and characterization of native defects on a full field extreme ultraviolet (EUV) mask, using several reticle and wafer inspection modes. Mask defect images recorded with the SEMA TECH Berkeley Actinic Inspection Tool (AIT), an EUV-wavelength (13.4 nm) actinic microscope, are compared with mask and printed-wafer images collected with scanning electron microscopy (SEM) and deep ultraviolet (DUV) inspection tools. We observed that defects that appear to be opaque in the SEM can be highly transparent to EUV light, and inversely, defects that are mostly transparent to the SEM can be highly opaque to EUV. The nature and composition of these defects, whether they appear on the top surface, within the multilayer coating, or on the substrate as buried bumps or pits, influences both their significance when printed, and their detectability with the available techniques. Actinic inspection quantitatively predicts the characteristics of printed defect images in ways that may not be possible with non-EUV techniques. As a quantitative example, we investigate the main structural characteristics of a buried pit defect based on EUV through-focus imaging.

Adult Human Pancreatic Islet Beta-Cells Display Limited Turnover and Long Lifespan as Determined by In-Vivo Thymidine Analog Incorporation and Radiocarbon Dating

Diabetes mellitus results from an absolute or relative deficiency of insulin producing pancreatic beta-cells. The adult human beta-cell's turnover rate remains unknown. We employed novel techniques to examine adult human islet beta-cell turnover and longevity in vivo. Subjects enrolled in NIH clinical trials received thymidine analogues [iododeoxyuridine (IdU) or bromodeoxyuridine (BrdU)] 8-days to 4-years prior to death. Archival autopsy samples from ten patients (aged 17-74 years) were employed to assess beta-cell turnover by scoring nuclear analog labeling within insulin staining cells. Human adult beta-cell longevity was determined by estimating the cells genomic DNA integration of atmospheric carbon-14 ({sup 14}C). DNA was purified from pancreatic islets isolated from cadaveric donors; whole islet prep DNA was obtained from a 15 year old donor, and purified beta-cell DNA was obtained from two donors (age 48 and 80 years). {sup 14}C levels were then determined using accelerator mass spectrometry (AMS). Cellular 'birth date' was determined by comparing the subject's DNA {sup 14}C content relative to a well-established {sup 14}C atmospheric prevalence curve. Advanced Combustion Diagnostics and Control for Furnaces, Fired Heaters and Boilers

The objective of this project was to develop and apply enabling tools and methods towards advanced combustion diagnostics and control of fired-equipment in large-scale petrochemical manufacturing. There are a number of technology gaps and opportunities for combustion optimization, including technologies involving advanced in-situ measurements, modeling, and thermal imaging. These technologies intersect most of manufacturing and energy systems within the chemical industry. This project leveraged the success of a previous DOE funded project led by Dow, where we co-developed an in-situ tunable diode laser (TDL) analyzer platform (with Analytical Specialties Inc, now owned by Yokogawa Electric Corp.). The TDL platform has been tested and proven in a number of combustion processes within Dow and outside of Dow. The primary focus of this project was on combustion diagnostics and control applied towards furnaces, fired heaters and boilers. Special emphasis was placed on the development and application of in-situ measurements for O2, CO and methane since these combustion gases are key variables in optimizing and controlling combustion processes safely. Current best practice in the industry relies on measurements that suffer from serious performance gaps such as limited sampling volume (point measurements), poor precision and accuracy, and poor reliability. Advanced Distillation Final Report

The Advanced Distillation project was concluded on December 31, 2009. This U.S. Department of Energy (DOE) funded project was completed successfully and within budget during a timeline approved by DOE project managers, which included a one year extension to the initial ending date. The subject technology, Microchannel Process Technology (MPT) distillation, was expected to provide both capital and operating cost savings compared to conventional distillation technology. With efforts from Velocys and its project partners, MPT distillation was successfully demonstrated at a laboratory scale and its energy savings potential was calculated. While many objectives established at the beginning of the project were met, the project was only partially successful. At the conclusion, it appears that MPT distillation is not a good fit for the targeted separation of ethane and ethylene in large-scale ethylene production facilities, as greater advantages were seen for smaller scale distillations. Early in the project, work involved flowsheet analyses to discern the economic viability of ethane-ethylene MPT distillation and develop strategies for maximizing its impact on the economics of the process. Advances in Modeling Exploding Bridgewire Initiation

There is great interest in applying magnetohydrodynamic (MHD) simulation techniques to the designs of electrical high explosive (HE) initiators, for the purpose of better understanding a design's sensitivities, optimizing its performance, and/or predicting its useful lifetime. Two MHD-capable LLNL codes, CALE and ALE3D, are being used to simulate the process of ohmic heating, vaporization, and plasma formation in exploding bridgewires (EBW). Initiation of the HE is simulated using Ignition & Growth reactive flow models. 1-D, 2-D and 3-D models have been constructed and studied. The models provide some intuitive explanation of the initiation process and are useful for evaluating the potential impact of identified aging mechanisms (such as the growth of intermetallic compounds or powder sintering). The end product of this work is a simulation capability for evaluating margin in proposed, modified or aged initiation system designs.

Aerosol indirect effects ? general circulation model intercomparison and evaluation with satellite data

Aerosol indirect effects continue to constitute one of the most important uncertainties for anthropogenic climate perturbations. Within the international AEROCOM initiative, the representation of aerosol-cloud-radiation interactions in ten different general circulation models (GCMs) is evaluated using three satellite datasets. The focus is on stratiform liquid water clouds since most GCMs do not include ice nucleation effects, and none of the model explicitly parameterises aerosol effects on convective clouds. We compute statistical relationships between aerosol optical depth ({tau}{sub a}) and various cloud and radiation quantities in a manner that is consistent between the models and the satellite data. It is found that the model-simulated influence of aerosols on cloud droplet number concentration (N{sub d}) compares relatively well to the satellite data at least over the ocean. The relationship between {tau}{sub a} and liquid water path is simulated much too strongly by the models. This suggests that the implementation of the second aerosol indirect effect mainly in terms of an autoconversion parameterisation has to be revisited in the GCMs. A positive relationship between total cloud fraction (f{sub cld}) and {tau}{sub a} as found in the satellite data is simulated by the majority of the models, albeit less strongly than that in the …

Aerosol observing system platform integration and AAF instrumentation

As part of the federal government’s 2009 American Recovery and Reinvestment Act (ARRA), the U.S. DOE Office of Science allocated funds for the capital upgrade of the Atmospheric Radiation Measurement (ARM) Climate Research Facility to improve and expand observational capabilities related to cloud and aerosol properties. The ARM Facility was established as a national user facility for the global scientific community to conduct a wide range of interdisciplinary science. Part of the ARRA-funded expansion of the ARM Facility includes four new Aerosol Observing Systems (AOS) to be designed, instrumented, and mentored by BNL. The enclosures will be customized SeaTainers. These new platforms ([AMF2]: ARM Mobile Facility-2; [TWP-D]: Tropical Western Pacific at Darwin; and [MAOS-A]/[MAOS-C]: Mobile Aerosol Observing System-Aerosol/-Chemistry) will provide a laboratory environment for fielding instruments to collect data on aerosol life cycle, microphysics, and optical/physical properties. The extensive instrument suite includes both established methods and initial deployments of new techniques to add breadth and depth to the AOS data sets. Since 2005, the United States has allotted over $2 billion to stem the production, consumption, and trafficking of illicit drugs while building the Afghan government's capacity to conduct counternarcotics activities on its own. In this report, GAO (1) examines how the U.S. counternarcotics strategy in Afghanistan has changed; (2) assesses progress made and challenges faced within the elimination/eradication, interdiction, justice reform, public information, and drug demand reduction program areas; and (3) assesses U.S. agencies' monitoring and evaluation efforts.
