Food Irradiation: FDA Could Improve Its Documentation and Communication of Key Decisions on Food Irradiation Petitions

Correspondence issued by the Government Accountability Office with an abstract that begins "According to the Centers for Disease Control and Prevention (CDC), pathogens such as Salmonella, E. coli, and Listeria cause an estimated 14 million cases of foodborne illnesses each year, resulting in about 60,000 hospitalizations and 1,800 deaths. Foodborne illness symptoms can range from mild gastroenteritis to life-threatening renal syndromes. The populations most susceptible to the more serious symptoms include very young children, individuals 60 years and older, pregnant women, and people who have a weakened immune system. In 2007, about 20 to 25 percent of the U.S. population was in this high-risk category. Moreover, consumers' vulnerability to foodborne illness is increasing as a result of changes in demographics, among other things. For example, older Americans will make up an estimated 20 percent of the U.S. population by 2015. The pathogens that account for much of the most severe foodborne illness can be greatly reduced by subjecting food to ionizing radiation, also known as food irradiation. Many experts believe that irradiation can be effectively incorporated into an establishment's food safety program to further ensure the safety of the food against pathogens. CNMI Immigration and Border Control Databases

Correspondence issued by the Government Accountability Office with an abstract that begins "Under the terms of its 1976 Covenant with the United States, the Commonwealth of the Northern Mariana Islands (CNMI) administered its own immigration systems from 1978 to 2009. The 2008 Consolidated Natural Resources Act called for the establishment of a transition program, to phase in U.S. immigration law in the CNMI and to phase out the CNMI's current program for non-U.S. citizen (noncitizen) foreign workers; implementation of the transition program began on November 28, 2009. The act requires, among other things, that the CNMI government provide the Secretary of Homeland Security all Commonwealth immigration records, or other information that the Secretary deems necessary, to assist in the implementation of the transition program. The CNMI government has tracked the immigration status of foreign residents with two databases, the Labor and Immigration Identification and Documentation System and the Labor Information Data System. A third database, the Border Management System, tracks visitor arrivals and departures. We were asked to describe (1) the history and key attributes of the three databases and (2) the status of these databases during the transition to federal control of CNMI immigration. Experiments with Liquid Metal Walls: Status of the Lithium Tokamak Experiment

Liquid metal walls have been proposed to address the first wall challenge for fusion reactors. The Lithium Tokamak Experiment (LTX) at the Princeton Plasma Physics Laboratory (PPPL) is the first magnetic confinement device to have liquid metal plasma-facing components (PFC's) that encloses virtually the entire plasma. In the Current Drive Experiment-Upgrade (CDX-U), a predecessor to LTX at PPPL, the highest improvement in energy confinement ever observed in Ohmically-heated tokamak plasmas was achieved with a toroidal liquid lithium limiter. The LTX extends this liquid lithium PFC by using a conducting conformal shell that almost completely surrounds the plasma. By heating the shell, a lithium coating on the plasma-facing side can be kept liquefied. A consequence of the low-recycling conditions from liquid lithium walls is the need for efficient plasma fueling. For this purpose, a molecular cluster injector is being developed. Future plans include the installation of a neutral beam for core plasma fueling, and also ion temperature measurements using charge-exchange recombination spectroscopy. Low edge recycling is also predicted to reduce temperature gradients that drive drift wave turbulence. Gyrokinetic simulations are in progress to calculate fluctuation levels and transport for LTX plasmas, and new fluctuation diagnostics are under development to test these …

Cracking Behavior and Microstructure of Austenitic Stainless Steels and Alloy 690 Irradiated in BOR-60 Reactor, Phase I.

Cracking behavior of stainless steels specimens irradiated in the BOR-60 at about 320 C is studied. The primary objective of this research is to improve the mechanistic understanding of irradiation-assisted stress corrosion cracking (IASCC) of core internal components under conditions relevant to pressurized water reactors. The current report covers several baseline tests in air, a comparison study in high-dissolved-oxygen environment, and TEM characterization of irradiation defect structure. Slow strain rate tensile (SSRT) tests were conducted in air and in high-dissolved-oxygen (DO) water with selected 5- and 10-dpa specimens. The results in high-DO water were compared with those from earlier tests with identical materials irradiated in the Halden reactor to a similar dose. The SSRT tests produced similar results among different materials irradiated in the Halden and BOR-60 reactors. However, the post-irradiation strength for the BOR-60 specimens was consistently lower than that of the corresponding Halden specimens. The elongation of the BOR-60 specimens was also greater than that of their Halden specimens. Intergranular cracking in high-DO water was consistent for most of the tested materials in the Halden and BOR-60 irradiations. Performance Properties of Saltstone Produced Using SWPF Stimulants

The overwhelming majority of waste to be immobilized at the Saltstone Production Facility will come from the waste stream exiting the Salt Waste Processing Facility (SWPF). These SWPF batches are salt solutions that result from pretreatment of the High Level Waste (HLW) supernate by an Actinide Removal Process followed by Caustic Side Solvent Extraction. The concentration of aluminate within these streams will vary and be determined by (1) the concentration in the incoming salt waste stream, (2) the degree of aluminum leaching from the HLW, (3) the method for introducing the aluminate into the waste stream (continuous or batch) and (4) and any operational or regulatory limitations. The overall Performance Assessment outcome for the Saltstone Disposal Facility will depend significantly on the performance properties of the SWPF Saltstone grouts. This report identifies and quantifies, when possible, those factors that drive the performance properties of the projected SWPF grouts. Previous work has identified aluminate concentration in the salt waste stream as a key factor in determining performance. Consequently, significant variation in the aluminate concentration to a maximum level of 0.65 M was investigated in this report. EM-31 RETRIEVAL KNOWLEDGE CENTER MEETING REPORT: MOBILIZE AND DISLODGE TANK WASTE HEELS

The Retrieval Knowledge Center sponsored a meeting in June 2009 to review challenges and gaps to retrieval of tank waste heels. The facilitated meeting was held at the Savannah River Research Campus with personnel broadly representing tank waste retrieval knowledge at Hanford, Savannah River, Idaho, and Oak Ridge. This document captures the results of this meeting. In summary, it was agreed that the challenges to retrieval of tank waste heels fell into two broad categories: (1) mechanical heel waste retrieval methodologies and equipment and (2) understanding and manipulating the heel waste (physical, radiological, and chemical characteristics) to support retrieval options and subsequent processing. Recent successes and lessons from deployments of the Sand and Salt Mantis vehicles as well as retrieval of C-Area tanks at Hanford were reviewed. Suggestions to address existing retrieval approaches that utilize a limited set of tools and techniques are included in this report. The meeting found that there had been very little effort to improve or integrate the multiple proven or new techniques and tools available into a menu of available methods for rapid insertion into baselines. EVALUATION OF TROQUE VS CLOSURE BOLT PRELOAD FOR A TYPICAL CONTAINMENT VESSEL UNDER SERVICE CONDITIONS

Radioactive material package containment vessels typically employ bolted closures of various configurations. Closure bolts must retain the lid of a package and must maintain required seal loads, while subjected to internal pressure, impact loads and vibration. The need for insuring that the specified preload is achieved in closure bolts for radioactive materials packagings has been a continual subject of concern for both designers and regulatory reviewers. The extensive literature on threaded fasteners provides sound guidance on design and torque specification for closure bolts. The literature also shows the uncertainty associated with use of torque to establish preload is typically between 10 and 35%. These studies have been performed under controlled, laboratory conditions. The ability to insure required preload in normal service is, consequently, an important question. The study described here investigated the relationship between indicated torque and resulting bolt load for a typical radioactive materials package closure using methods available under normal service conditions.

This document reports on a series of tests to determine whether the proposed new location for air sampling probes in the CPP-666 heating, ventilation and air conditioning (HVAC) exhaust duct would meet the applicable regulatory criteria regarding the placement of an air sampling probe. Federal regulations( ) require that a sampling probe be located in the exhaust stack according to the criteria of the American National Standards Institute/Health Physical Society (ANSI/HPS) N13.1-1999, Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities. These criteria address the capability of the sampling probe to extract a sample that is representative of the effluent stream.

Advanced Compton scattering light source R&D at LLNL

We report the design and current status of a monoenergetic laser-based Compton scattering 0.5-2.5 MeV {gamma}-ray source. Previous nuclear resonance fluorescence results and future linac and laser developments for the source are presented. At MeV photon energies relevant for nuclear processes, Compton scattering light sources are attractive because of their relative compactness and improved brightness above 100 keV, compared to typical 4th generation synchrotrons. Recent progress in accelerator physics and laser technology have enabled the development of a new class of tunable Mono-Energetic Gamma-Ray (MEGa-Ray) light sources based on Compton scattering between a high-brightness, relativistic electron beam and a high intensity laser pulse produced via chirped-pulse amplification (CPA). A new precision, tunable gamma-ray source driven by a compact, high-gradient X-band linac is currently under development and construction at LLNL. High-brightness, relativistic electron bunches produced by an X-band linac designed in collaboration with SLAC will interact with a Joule-class, 10 ps, diode-pumped CPA laser pulse to generate tunable {gamma}-rays in the 0.5-2.5 MeV photon energy range via Compton scattering. Exploration of Resource and Transmission Expansion Decisions in the Western Renewable Energy Zone Initiative

Building transmission to reach renewable energy (RE) goals requires coordination among renewable developers, utilities and transmission owners, resource and transmission planners, state and federal regulators, and environmental organizations. The Western Renewable Energy Zone (WREZ) initiative brings together a diverse set of voices to develop data, tools, and a unique forum for coordinating transmission expansion in the Western Interconnection. In this report we use a new tool developed in the WREZ initiative to evaluate possible renewable resource selection and transmission expansion decisions. We evaluate these decisions under a number of alternative future scenarios centered on meeting 33% of the annual load in the Western Interconnection with new renewable resources located within WREZ-identified resource hubs. Of the renewable resources in WREZ resource hubs, and under the assumptions described in this report, our analysis finds that wind energy is the largest source of renewable energy procured to meet the 33% RE target across nearly all scenarios analyzed (38-65%). Solar energy is almost always the second largest source (14-41%). Solar exceeds wind by a small margin only when solar thermal energy is assumed to experience cost reductions relative to all other technologies. Reaction rate sensitivity of 44Ti production in massive stars and implications of a thick target yield measurement of 40Ca(alpha,gamma)44Ti

We evaluate two dominant nuclear reaction rates and their uncertainties that affect {sup 44}Ti production in explosive nucleosynthesis. Experimentally we develop thick-target yields for the {sup 40}Ca({alpha},{gamma}){sup 44}Ti reaction at E{sub {alpha}} = 4.13, 4.54, and 5.36 MeV using {gamma}-ray spectroscopy. At the highest beam energy, we also performed an activation measurement which agrees with the thick target result. From the measured yields a stellar reaction rate was developed that is smaller than current statistical-model calculations and recent experimental results, which would suggest lower {sup 44}Ti production in scenarios for the {alpha}-rich freeze out. Special attention has been paid to assessing realistic uncertainties of stellar reaction rates produced from a combination of experimental and theoretical cross sections. With such methods, we also develop a re-evaluation of the {sup 44}Ti({alpha},p){sup 47}V reaction rate. Using these two rates we carry out a sensitivity survey of {sup 44}Ti synthesis in eight expansions representing peak temperature and density conditions drawn from a suite of recent supernova explosion models. Our results suggest that the current uncertainty in these two reaction rates could lead to as large an uncertainty in {sup 44}Ti synthesis as that produced by different treatments of stellar physics.

Use Patterns of LED Flashlights in Kenya and a One-Year Cost Analysis of Flashlight Ownership

Flashlight usage is widespread across much of sub-Saharan Africa.1 In Kenya in particular, over half of all households report owning a flashlight (Kamfor, 2002). Aside from household use, flashlights are also widely used to perform income-earning jobs in Kenya. Lumina Research Note No.4, the first report in this series documenting flashlight use in Kenya, highlights flashlight use patterns of night watchmen and bicycle taxi drivers. Both of these are occupations that rely on the use of flashlights on a nightly basis (Tracy et al., 2009). Also highlighted by Research Note No.4, flashlight users in Kenya have reported being highly dissatisfied with the quality of the low-cost LED flashlights that are available, and they identify several reoccurring problems they have faced as flashlight end-users (Tracy et al., 2009). The fact that there exists a substantial dependency upon flashlights in Kenya and that users are disgruntled with the available products suggests reasons for concern about flashlight quality. This concern is present despite two recent technological transitions in the flashlight market. First, LED technology has quickly emerged as the dominant source of portable lighting in Kenya, outpacing incandescent flashlights (Johnstone et al., 2009). Mask roughness and its implications for LER at the 22- and 16-nm nodes

Line-edge roughness (LER) remains the most significant challenge facing the development of extreme ultraviolet (EUV) resist. The mask, however, has been found to be a significant contributor to image-plane LER. This has long been expected based on modeling and has more recently been demonstrated experimentally. Problems arise from both mask-absorber LER as well as mask multilayer roughness leading to random phase variations in the reflected beam and consequently speckle. Understanding the implications this has on mask requirements for the 22-nm half pitch node and below is crucial. Modeling results indicate a replicated surface roughness (RSR) specification of 50 pm and a ruthenium capping layer roughness specification of 440 pm. Moreover, modeling indicates that it is crucial to achieve the current ITRS specifications for mask absorber LER which is significantly smaller than current capabilities.

Decontamination Options for Drinking Water Contaminated with Bacillus anthracis Spores

Five parameters were evaluated with surrogates of Bacillus anthracis spores to determine effective decontamination options for use in a contaminated drinking water supply. The parameters were: (1) type of Bacillus spore surrogate (B. thuringiensis or B. atrophaeus); (2) spore concentration in suspension (10{sup 2} to 10{sup 6} spores/ml); (3) chemical characteristics of decontaminant [sodium dicholor-s-triazinetrione dihydrate (Dichlor), hydrogen peroxide, potassium peroxymonosulfate (Oxone), sodium hypochlorite, and VirkonS{reg_sign}]; (4) decontaminant concentration (0.01% to 5%); and (5) decontaminant exposure time (10 min to 24 hr). Results from 162 suspension tests with appropriate controls are reported. Hydrogen peroxide at a concentration of 5%, and Dichlor and sodium hypochlorite at a concentration of 2%, were effective at spore inactivation regardless of spore type tested, spore exposure time, or spore concentration evaluated. This is the first reported study of Dichlor as an effective decontaminant for B. anthracis spore surrogates. Dichlor's desirable characteristics of high oxidation potential, high level of free chlorine, and more neutral pH than that of other oxidizers evaluated appear to make it an excellent alternative.
