Sweep-twist adaptive rotor blade : final project report.

Knight & Carver was contracted by Sandia National Laboratories to develop a Sweep Twist Adaptive Rotor (STAR) blade that reduced operating loads, thereby allowing a larger, more productive rotor. The blade design used outer blade sweep to create twist coupling without angled fiber. Knight & Carver successfully designed, fabricated, tested and evaluated STAR prototype blades. Through laboratory and field tests, Knight & Carver showed the STAR blade met the engineering design criteria and economic goals for the program. A STAR prototype was successfully tested in Tehachapi during 2008 and a large data set was collected to support engineering and commercial development of the technology. This report documents the methodology used to develop the STAR blade design and reviews the approach used for laboratory and field testing. The effort demonstrated that STAR technology can provide significantly greater energy capture without higher operating loads on the turbine.

Calibration under uncertainty for finite element models of masonry monuments

Historical unreinforced masonry buildings often include features such as load bearing unreinforced masonry vaults and their supporting framework of piers, fill, buttresses, and walls. The masonry vaults of such buildings are among the most vulnerable structural components and certainly among the most challenging to analyze. The versatility of finite element (FE) analyses in incorporating various constitutive laws, as well as practically all geometric configurations, has resulted in the widespread use of the FE method for the analysis of complex unreinforced masonry structures over the last three decades. However, an FE model is only as accurate as its input parameters, and there are two fundamental challenges while defining FE model input parameters: (1) material properties and (2) support conditions. The difficulties in defining these two aspects of the FE model arise from the lack of knowledge in the common engineering understanding of masonry behavior. As a result, engineers are unable to define these FE model input parameters with certainty, and, inevitably, uncertainties are introduced to the FE model.

New Mexico cloud super cooled liquid water survey final report 2009.

Los Alamos and Sandia National Laboratories are partners in an effort to survey the super-cooled liquid water in clouds over the state of New Mexico in a project sponsored by the New Mexico Small Business Assistance Program. This report summarizes the scientific work performed at Sandia National Laboratories during the 2009. In this second year of the project a practical methodology for estimating cloud super-cooled liquid water was created. This was accomplished through the analysis of certain MODIS sensor satellite derived cloud products and vetted parameterizations techniques. A software code was developed to analyze multiple cases automatically. The eighty-one storm events identified in the previous year effort from 2006-2007 were again the focus. Six derived MODIS products were obtained first through careful MODIS image evaluation. Both cloud and clear-sky properties from this dataset were determined over New Mexico. Sensitivity studies were performed that identified the parameters which most influenced the estimation of cloud super-cooled liquid water. Limited validation was undertaken to ensure the soundness of the cloud super-cooled estimates. Fiscal Year 2010 Phased Construction Completion Report for EU Z2-32 in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee

The Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee (DOEIORJO 1-2161 &D2) (Zone 2 ROD) acknowledged that most of the 800 acres in Zone 2 were contaminated, but that sufficient data to confirm the levels of contamination were lacking. The Zone 2 ROD further specified that a sampling strategy for filling the data gaps would be developed. The Remedial Design Report/Remedial Action Work Plan for Zone 2 Soils, Slabs, and Subsurface Structures, East Tennessee Technology Park, Oak Ridge, Tennessee (DOEIORIO 1 -2224&D3) (RDRJRAWP) defined the sampling strategy as the Dynamic Verification Strategy (DVS), generally following the approach used for characterization of the Zone I exposure units (EUs). The Zone 2 ROD divided the Zone 2 area into seven geographic areas and 44 EUs. To facilitate the data quality objectives (DQOs) of the DVS process, the RDR/RAWP regrouped the 44 EUs into 12 DQO scoping EU groups. These groups facilitated the DQO process by placing similar facilities and their support facilities together, which allowed identification of data gaps. The EU groups were no longer pertinent after DQO planning was completed and characterization was conducted as areas became accessible. …

Commercial Lighting Solutions Webtool Peer Review Report, Office Solutions

The Commercial Lighting Solutions (CLS) project directly supports the U.S. Department of Energy’s Commercial Building Energy Alliance efforts to design high performance buildings. CLS creates energy efficient best practice lighting designs for widespread use, and they are made available to users via an interactive webtool that both educates and guides the end user through the application of the Lighting Solutions. This report summarizes the peer review of the CLS webtool for offices. The methodology for the peer review process included data collection (stakeholder input), analysis of the comments, and organization of the input into categories for prioritization of the comments against a set of criteria. Based on this process, recommendations were developed for the release of version 2.0 of the webtool at the Lightfair conference in Las Vegas in May 2010. The report provides a list of the top ten most significant and relevant improvements that will be made within the webtool for version 2.0 as well as appendices containing the comments and short-term priorities in additional detail. Peer review comments that are considered high priority by the reviewers and the CLS team but cannot be completed for Version 2.0 are listed as long-term recommendations.

Implementing Safeguards-by-Design

Executive Summary Excerpt Safeguards-by-Design (SBD) is an approach to the design and construction of nuclear facilities whereby safeguards are designed-in from the very beginning. It is a systematic and structured approach for fully integrating international and national safeguards (MC&A), physical security, and other proliferation barriers into the design and construction process for nuclear facilities. SBD is primarily a project management or project coordination challenge, and this report focuses on that aspect of SBD. The present report continues the work begun in 2008 and focuses specifically on the design process, or project management and coordination - the planning, definition, organization, coordination, scheduling and interaction of activities of the safeguards experts and stakeholders as they participate in the design and construction of a nuclear facility. It delineates the steps in a nuclear facility design and construction project, in order to provide the project context within which the safeguards design activities take place, describes the involvement of safeguards experts in the design process, the nature of their analyses, interactions and decisions, as well as describing the documents created and how they are used. On the detection of crevasses in glacial ice with synthetic-aperture radar.

The intent of this study is to provide an analysis of the scattering from a crevasse in Antarctic ice, utilizing a physics-based model for the scattering process. Of primary interest is a crevasse covered with a snow bridge, which makes the crevasse undetectable in visible-light images. It is demonstrated that a crevasse covered with a snow bridge can be visible in synthetic-aperture-radar (SAR) images. The model of the crevasse and snow bridge incorporates a complex dielectric permittivity model for dry snow and ice that takes into account the density profile of the glacier. The surface structure is based on a fractal model that can produce sastrugi-like features found on the surface of Antarctic glaciers. Simulated phase histories, computed with the Shooting and Bouncing Ray (SBR) method, are processed into SAR images. The viability of the SBR method for predicting scattering from a crevasse covered with a snow bridge is demonstrated. Some suggestions for improving the model are given.

Revised results for geomechanical testing of MRIG-9 core for the potential SPR siting at the Richton Salt Dome.

This report is a revision of SAND2009-0852. SAND2009-0852 was revised because it was discovered that a gage used in the original testing was mis-calibrated. Following the recalibration, all affected raw data were recalculated and re-presented. Most revised data is similar to, but slightly different than, the original data. Following the data re-analysis, none of the inferences or conclusions about the data or site relative to the SAND2009-0852 data have been changed. A laboratory testing program was developed to examine the mechanical behavior of salt from the Richton salt dome. The resulting information is intended for use in design and evaluation of a proposed Strategic Petroleum Reserve storage facility in that dome. Core obtained from the drill hole MRIG-9 was obtained from the Texas Bureau of Economic Geology. Mechanical properties testing included: (1) acoustic velocity wave measurements; (2) indirect tensile strength tests; (3) unconfined compressive strength tests; (4) ambient temperature quasi-static triaxial compression tests to evaluate dilational stress states at confining pressures of 725, 1450, 2175, and 2900 psi; and (5) confined triaxial creep experiments to evaluate the time-dependent behavior of the salt at axial stress differences of 4000 psi, 3500 psi, 3000 psi, 2175 psi and 2000 psi at 55 …

Phase transformation of PZST-86/14-5-2Nb ceramic under quasi-static loading conditions.

Specimens of poled and unpoled PZST ceramic were tested under hydrostatic loading conditions at temperatures of -55, 25, and 75 C. The objective of this experimental study was to obtain the electro-mechanical properties of the ceramic and the criteria of FE (Ferroelectric) to AFE (Antiferroelectric) phase transformations of the PZST ceramic to aid grain-scale modeling efforts in developing and testing realistic response models for use in simulation codes. As seen in previous studies, the poled ceramic from PZST undergoes anisotropic deformation during the transition from a FE to an AFE phase at -55 C. Warmer temperature tests exhibit anisotropic deformation in both the FE and AFE phase. The phase transformation is permanent at -55 C for all ceramics tests, whereas the transformation can be completely reversed at 25 and 75 C. The change in the phase transformation pressures at different temperatures were practically identical for both unpoled and poled PZST specimens. Bulk modulus for both poled and unpoled material was lowest in the FE phase, intermediate in the transition phase, and highest in the AFE phase. Nuclear power currently provides a significant fraction of the United States non-carbon emitting power generation. In future years, nuclear power must continue to generate a significant portion of the nation's electricity to meet the growing electricity demand, clean energy goals, and ensure energy independence. New reactors will be an essential part of the expansion of nuclear power. However, given limits on new builds imposed by economics and industrial capacity, the extended service of the existing fleet will also be required. Ensuring public safety and environmental protection is a prerequisite to all nuclear power plant operating and licensing decisions at all stages of reactor life. This includes the original license period of 40 years, the first license extension to 60 years, and certainly for any consideration of life beyond 60 years. For extended operating periods, it must be shown that adequate aging management programs are present or planned and that appropriate safety margins exist throughout the subsequent license renewal periods. Materials degradation can impact reactor reliability, availability, and potentially, safe operation. Components within a reactor must tolerate the harsh environment of high temperature water, stress, vibration, and/or an intense neutron field. STREAM II-V5: REVISION OF STREAM II-V4 TO ACCOUNT FOR THE EFFECTS OF RAINFALL EVENTS

STREAM II-V4 is the aqueous transport module currently used by the Savannah River Site emergency response Weather Information Display (WIND) system. The transport model of the Water Quality Analysis Simulation Program (WASP) was used by STREAM II to perform contaminant transport calculations. WASP5 is a US Environmental Protection Agency (EPA) water quality analysis program that simulates contaminant transport and fate through surface water. STREAM II-V4 predicts peak concentration and peak concentration arrival time at downstream locations for releases from the SRS facilities to the Savannah River. The input flows for STREAM II-V4 are derived from the historical flow records measured by the United States Geological Survey (USGS). The stream flow for STREAM II-V4 is fixed and the flow only varies with the month in which the releases are taking place. Therefore, the effects of flow surge due to a severe storm are not accounted for by STREAM II-V4. STREAM II-V4 has been revised to account for the effects of a storm event. Conceptual Safety Design Report for the Remote Handled Low-Level Waste Disposal Facility

A new onsite, remote-handled LLW disposal facility has been identified as the highest ranked alternative for providing continued, uninterrupted remote-handled LLW disposal for remote-handled LLW from the Idaho National Laboratory and for spent nuclear fuel processing activities at the Naval Reactors Facility. Historically, this type of waste has been disposed of at the Radioactive Waste Management Complex. Disposal of remote-handled LLW in concrete disposal vaults at the Radioactive Waste Management Complex will continue until the facility is full or until it must be closed in preparation for final remediation of the Subsurface Disposal Area (approximately at the end of Fiscal Year 2017). This conceptual safety design report supports the design of a proposed onsite remote-handled LLW disposal facility by providing an initial nuclear facility hazard categorization, by identifying potential hazards for processes associated with onsite handling and disposal of remote-handled LLW, by evaluating consequences of postulated accidents, and by discussing the need for safety features that will become part of the facility design.

Evaluation of containment failure and cleanup time for Pu shots on the Z machine.

Between November 30 and December 11, 2009 an evaluation was performed of the probability of containment failure and the time for cleanup of contamination of the Z machine given failure, for plutonium (Pu) experiments on the Z machine at Sandia National Laboratories (SNL). Due to the unique nature of the problem, there is little quantitative information available for the likelihood of failure of containment components or for the time to cleanup. Information for the evaluation was obtained from Subject Matter Experts (SMEs) at the Z machine facility. The SMEs provided the State of Knowledge (SOK) for the evaluation. There is significant epistemic- or state of knowledge- uncertainty associated with the events that comprise both failure of containment and cleanup. To capture epistemic uncertainty and to allow the SMEs to reason at the fidelity of the SOK, we used the belief/plausibility measure of uncertainty for this evaluation. We quantified two variables: the probability that the Pu containment system fails given a shot on the Z machine, and the time to cleanup Pu contamination in the Z machine given failure of containment. Incorporating uncertainty in RADTRAN 6.0 input files.

Uncertainty may be introduced into RADTRAN analyses by distributing input parameters. The MELCOR Uncertainty Engine (Gauntt and Erickson, 2004) has been adapted for use in RADTRAN to determine the parameter shape and minimum and maximum of the distribution, to sample on the distribution, and to create an appropriate RADTRAN batch file. Coupling input parameters is not possible in this initial application. It is recommended that the analyst be very familiar with RADTRAN and able to edit or create a RADTRAN input file using a text editor before implementing the RADTRAN Uncertainty Analysis Module. Installation of the MELCOR Uncertainty Engine is required for incorporation of uncertainty into RADTRAN. Gauntt and Erickson (2004) provides installation instructions as well as a description and user guide for the uncertainty engine.

Investigation of IAQ-Relevant Surface Chemistry and Emissions on HVAC Filter Materials

Chemical reactions involving ozone of outdoor origin and indoor materials are known to be significant sources of formaldehyde and other irritant gas-phase oxidation products in the indoor environment. HVAC filters are exposed to particularly high ozone concentrations--close to outdoor levels. In this study, we investigated chemical processes taking place on the surface of filters that included fiberglass, polyester, cotton/polyester blend and synthetic (e.g., polyolefin) filter media. Ozone reactions were studied on unused filter media, and on filters that were deployed for 3 months in two different locations: at the Lawrence Berkeley National Laboratory and at the Port of Oakland. Specimens from each filter were exposed to ozone under controlled conditions in a laboratory flow tube at a constant flow of dry or humidified air (50percent relative humidity). Ozone was generated with a UV source upstream of the flow tube, and monitored using a photometric detector. Ozone breakthrough curves were recorded for each sample exposed to ~;;150 ppbv O3 for periods of ~;;1000 min, from which we estimated their uptake rate. Most experiments were performed at 1.3 L/min (corresponding to a face velocity of 0.013 m/s), except for a few tests performed at a higher airflow rate, to obtain a face …
