Coast Guard Polar Icebreaker Modernization: Background, Issues, and Options for Congress

Coast Guard polar icebreakers perform a variety of missions supporting U.S. interests in polar regions. The Coast Guard's two heavy polar icebreakers - Polar Star and Polar Sea - have exceeded their intended 30-year service lives. Following a decision to design and build one or more new polar icebreakers, the first replacement polar icebreaker might enter service in eight to 10 years, by which time Polar Star and Polar Sea could be more than 40 years old. The issue for Congress is whether to approve, reject, or modify Coast Guard plans for modernizing its polar icebreakers. Congressional decisions on this issue could affect the Coast Guard's ability to perform its polar missions, Coast Guard funding requirements, and the U.S. shipbuilding industrial base.

Coast Guard: Service Has Taken Steps to Address Historic Personnel Problems, but It Is too Soon to Assess the Impact of These Efforts

Correspondence issued by the Government Accountability Office with an abstract that begins "During this decade, the Coast Guard has been challenged with expanded mission responsibilities, and concerns have been raised about whether sufficient personnel exist within the Coast Guard to fulfill these mission responsibilities. The terrorist attacks of September 11th resulted in additional and expanded security-related mission areas, while major natural disasters, such as Hurricane Katrina, provided lessons learned in allocating personnel and other resources across Coast Guard units. However, the impact of expanding Coast Guard missions and the increasing nationwide need for mission-ready Coast Guard units underscored shortcomings in the Coast Guard's ability to effectively allocate resources, such as personnel, ensure readiness levels, and maintain mission competency. GAO, the Offices of Inspector General at first the Department of Transportation and then the Department of Homeland Security, the National Transportation Safety Board, Congress, and the Coast Guard itself have reported on these types of personnel concerns both before and after the 2001 attacks. Combating Nuclear Terrorism: Actions Needed to Better Prepare to Recover from Possible Attacks Using Radiological or Nuclear Materials

A letter report issued by the Government Accountability Office with an abstract that begins "A terrorist's use of a radiological dispersal device (RDD) or improvised nuclear device (IND) to release radioactive materials into the environment could have devastating consequences. GAO was asked to examine (1) the extent to which the federal government is planning to fulfill its responsibilities to help cities and their states clean up contaminated areas from RDD and IND incidents, (2) what is known about the federal government's capability to effectively clean up these contaminated areas, and (3) suggestions for improving federal preparedness to help cities and states recover from these incidents. The report also discusses recovery activities in the United Kingdom. GAO reviewed federal laws and guidance; interviewed officials from the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Department of Energy (DOE), and Environmental Protection Agency (EPA); and surveyed emergency management officials from 13 cities at high risk of attack, their 10 states, and FEMA and EPA regional offices."

A comparative study of the complexation of Np(V) with N,N-dimethyl-3-oxa-glutaramic acid and related ligands: thermodynamics, optical properties and structural aspects

Complexation of Np(V) with N,N-dimethyl-3-oxa-glutaramic acid (DMOGA) was studied in comparison with its diamide analog, N,N,N{prime},N{prime}-tetramethyl-3-oxa-glutaramide (TMOGA), and dicarboxylate analog, oxydiacetic acid (ODA). Thermodynamic parameters, including the stability constant and the enthalpy of complexation, were determined by spectrophotometry and calorimetry. Single-crystal structure of NpO{sub 2}(H{sub 2}O)(DMOGA){center_dot}H{sub 2}O(c) was identified by X-ray diffractometry using synchrotron radiation. Like ODA and TMOGA, DMOGA forms a tridentate Np(V) complex, with three oxygen atoms coordinating to the linear NpO{sub 2}{sup +} moiety via the equatorial plane. The stability constants, enthalpy and entropy of complexation generally decrease in the order ODA > DMOGA > TMOGA, suggesting that the complexation is entropy driven and the substitution of a carboxylate group with an amide group reduces the strength of complexation with Np(V) due to the decrease in the entropy of complexation.

Computational and Experimental Development of Novel High Temperature Alloys

The work done in this paper is based on our earlier work on developing an extended Miedema model and then using it to downselect potential alloy systems. Our approach is to closely couple the semi-empirical methodologies to more accurate ab initio methods to dentify the best candidates for ternary alloying additions. The architectural framework for our material's design is a refractory base metal with a high temperature intermetallic which provides both high temperature creep strength and a source of oxidatively stable elements. Potential refractory base metals are groups IIIA, IVA and VA. For Fossil applications, Ni-Al appears to be the best choice to provide the source of oxidatively stable elements but this system requires a 'boost' in melting temperatures to be a viable candidate in the ultra-high temperature regime (> 1200C). Some late transition metals and noble elements are known to increase the melting temperature of Ni-Al phases. Such an approach suggested that a Mo-Ni-Al system would be a good base alloy system that could be further improved upon by dding Platinum group metals (PGMs).
