High levels of oil imports and high crude oil and gasoline prices in recent years have led to increased interest in the U.S. fuel supply. Recent congressional interest has focused on alternatives to petroleum, ways to improve the efficiency of the U.S. transportation sector, and ways to improve the stability and security of the petroleum supply and refining sectors. Key components of federal policies to reduce petroleum consumption include the promotion of alternatives to petroleum fuels and the promotion of more efficient vehicles. This report provides an overview of current issues surrounding alternative fuels and advanced technology vehicles.

Forestry is one of the most important sectors in the context of climate change. It lies at the center-stage of global mitigation and adaptation efforts. Yet, it is one of the least understood sectors, especially in tropical zones, which constitute a significant portion of the global forests. Recently, there has been a growing interest in forests in addressing global climate change. The IPCC Assessment Report 4 (2007) Chapters related to forests have highlighted the limited number of studies on the impact of climate change on forests at the regional, national and sub-national level, while policy makers need information at these scales. Further, implication of projected climate change on mitigation potential of forest sector is only briefly mentioned in the IPCC report, with limited literature to support the conclusions. India is one among the top ten nations in the world in terms of forest cover. It is also sixth among the tropical countries in terms of forested area. For over a decade, legislation that would either declare English the official language of the United States government or that would oppose such declarations has been introduced in Congress. This report discusses the legal effect of some of these congressional proposals, as well as current federal policy on foreign language assistance, the constitutional law implications of official English proposals, and legal issues regarding state laws on official English.

On April 2, 2007, the Supreme Court rendered one of its most important environmental decisions of all time. In Massachusetts v. EPA, the Court held that greenhouse gases (GHGs), widely viewed as contributing to climate change, constitute "air pollutants" as that phrase is used in the Clean Air Act (CAA). As a result, said the Court, the U.S. Environmental Protection Agency (EPA) had improperly denied a petition seeking CAA regulation of GHGs from new motor vehicles by saying the agency lacked authority over such emissions. This report presents a chronology of major federal agency actions, mainly by EPA, in the wake of Massachusetts v. EPA.

This report describes the FY2011 appropriations for the Department of Homeland Security (DHS). The Administration requested a net appropriation of $45.0 billion in budget authority for FY2011. This amounts to a $1.1 billion, or a 2.4% increase from the $43.9 billion enacted for FY2010. Total budget authority requested by the Administration for DHS for FY2011 amounts to $52.6 billion as compared to $51.7 billion enacted for FY2010.

The modification of particle distributions by low amplitude magnetohydrodynamic modes is an important topic for magnetically confined plasmas. Low amplitude modes are known to be capable of producing significant modification of injected neutral beam profiles, and the same can be expected in burning plasmas for the alpha particle distributions. Flattening of a distribution due to phase mixing in an island or due to portions of phase space becoming stochastic is a process extremely rapid on the time scale of an experiment but still very long compared to the time scale of guiding center simulations. Thus it is very valuable to be able to locate significant resonances and to predict the final particle distribution produced by a given spectrum of magnetohydrodynamic modes. In this paper we introduce a new method of determining domains of phase space in which good surfaces do not exist and use this method for quickly determining the final state of the particle distribution without carrying out the full time evolution leading to it.

This report reviews some of the monitoring and verification provisions in the new START Treaty and compares these with some of the provisions in the original START Treaty. It focuses, specifically, on differences between the treaties in the provisions governing the exchange of data, known as telemetry, generated during missile flight tests; provisions governing the monitoring of mobile intercontinental ballistic missiles (ICBMs); and differences in the numbers and types of on-site inspections.
