A letter report issued by the Government Accountability Office with an abstract that begins "The Food and Drug Administration (FDA) within the Department of Health and Human Services (HHS) has faced challenges in obtaining the workforce needed to support its responsibilities and similar to other agencies, has paid selected employees recruitment, relocation, and retention (3R) incentives. This report examines (1) the extent to which FDA is linking its use of 3R incentives to its strategic human capital approaches to address its current and emerging challenges; (2) the extent to which FDA's 3R incentives were awarded consistent with regulations and the internal controls FDA has in place to ensure proper disbursement of 3R incentives; and (3) the steps the Office of Personnel Management (OPM) has taken to help ensure that agencies have effective oversight of their 3R incentive programs and how HHS is providing oversight. GAO analyzed a stratified sample of FDA's 3R incentives files, 3R data provided by HHS, HHS's 3R policy and FDA's guidance, and interviewed HHS, FDA, and OPM senior officials."

Oral History Interview with Gerard Noteboom, January 22, 2010

The National Museum of the Pacific War presents an oral interview with Gerard Noteboom. Noteboom was a child living near The Hague when his father was taken away by the Gestapo and sent to Buchenwald. From December 1940 to September 1944, his father remained active in resistance groups while interned. Meanwhile, the Dutch underground provided financial assistance to Noteboom's family. Noteboom prudently invested in salt, a valuable commodity that could be easily traded for food. He also actively resisted the occupation, stealing arms and ammunition. As the Allies drew near, his family sought refuge from crossfire in a reinforced cellar. After the liberation, Noteboom worked as an English translator in exchange for bread. His father soon returned home. Noteboom went on to attend medical school, graduating in 1954 and immigrating to the United States. There he joined the Army as a pathologist at Fort Meade.

This report discusses the Project BioShield Act (P.L. 108-276), In 2004, passed by Congress to encourage the private sector to develop medical countermeasures against chemical, biological, radiological, and nuclear (CBRN) terrorism agents and to provide a novel mechanism for federal acquisition of those newly developed countermeasures. This law provides three main authorities: (1) relaxing regulatory requirements for some CBRN terrorism-related spending, including hiring personnel and awarding research grants; (2) guaranteeing a federal market for new CBRN medical countermeasures; and (3) permitting emergency use of unapproved countermeasures.

Reference guide to WPP version 2.0

WPP is a computer program for simulating seismic wave propagation on parallel machines. WPP solves the governing equations in second order formulation using a node-based finite difference approach. The basic numerical method is described in [9]. WPP implements substantial capabilities for 3-D seismic modeling, with a free surface condition on the top boundary, non-reflecting far-field boundary conditions on the other boundaries, point force and point moment tensor source terms with many predefined time dependencies, fully 3-D heterogeneous material model specification, output of synthetic seismograms in the SAC [4] format, output of GMT [11] scripts for laying out simulation information on a map, and output of 2-D slices of (derived quantites of) the solution field as well as the material model. Version 2.0 of WPP allows the free surface boundary condition to be imposed on a curved topography. For this purpose a curvilinear mesh is used near the free surface, extending into the computational domain down to a user specified level. The elastic wave equations and the free surface boundary conditions are discretized on the curvilinear mesh using the energy conserving technique described in [2].
