Oral History Interview with Robert Wesley Clum, April 22, 2010

The National Museum of the Pacific War presents an interview with Robert Wesley Clum. Clum joined the Army Air Forces in February of 1943. He served as a Bombardier aboard a B-24 Liberator with the 484th Bomb Group, 827th Bomb Squadron. In October of 1944 they traveled to Bari, Italy to the headquarters of the 15th Air Force. They completed 25 combat missions, traveling over Germany, Czechoslovakia, northern Italy and Libya. Clum was honorably discharged from active duty as lieutenant in 1945, and honorably discharged as Captain in 1959 from the Air Force Reserves.

Permanent Normal Trade Relations (PNTR) Status for Russia and U.S.-Russian Economic Ties

This report discusses the issues surrounding whether or not the U.S. should grant Russia permanent normal trade relations (PNTR) following its accession into the World Trade Organization (WTO). The change in Russia's trade status will require legislation to lift the restrictions of Title IV of the Trade Act of 1974 as they apply to Russia, which includes the "freedom-of-emigration" requirements of the Jackson-Vanik amendment.

We report results from research aimed at developing and demonstrating production of 2-D readout structures for GEM (Gas Electron Multiplier) charged particle tracking chambers at Tech-Etch. Readout boards of two types, bi-planar and single plane, were fabricated and evaluated. The results show that Tech-Etch can produce suitable boards of either type however the single plane board has a number of advantages both in production and use that will likely make it the preferred choice for GEM tracking chambers.

Commercial and Cost Effective Production of Two-Dimensional Read-Out Boards for Sub-Atomic Particle Detectors

Tech-Etch has considerable experience in numerous related high precision etched Kapton® products including production of GEM foils. The required precision and production process for 2-D readout boards is similar to that developed for GEM foil production. Additionally, Tech-Etch has strong ties with several research institutions (namely Brookhaven National Laboratory, MIT and Yale University) that can help design and evaluate the performance of the readout boards produced at Tech-Etch. Since Tech-Etch is a small company, it also has the capability to produce a large variety of part configurations, optimized for a particular customer’s requirements. EFRT M-12 Issue Resolution: Comparison of Filter Performance at PEP and CUF Scale

Pacific Northwest National Laboratory (PNNL) has been tasked by Bechtel National Inc. (BNI) on the River Protection Project-Hanford Tank Waste Treatment and Immobilization Plant (RPP-WTP) project to perform research and development activities to resolve technical issues identified for the Pretreatment Facility (PTF). The Pretreatment Engineering Platform (PEP) was designed, constructed, and operated as part of a plan to respond to issue M12, “Undemonstrated Leaching Processes” of the External Flowsheet Review Team (EFRT) issue response plan.(a) The PEP is a 1/4.5-scale test platform designed to simulate the WTP pretreatment caustic leaching, oxidative leaching, ultrafiltration solids concentration, and slurry washing processes. The PEP replicates the WTP leaching processes using prototypic equipment and control strategies. The PEP also includes non-prototypic ancillary equipment to support the core processing.

Progress on the NSTX Center Stack Upgrade

The National Spherical Torus Experiment (NSTX) will be upgraded to provide increased toroidal field, plasma current and pulse length. This involves the replacement of the so-called center stack, including the inner legs of the Toroidal Field (TF) coil, the Ohmic Heating (OH) coil, and the inner Poloidal Field (PF) coils. In addition the increased performance of the upgrade requires qualification of remaining existing components for higher loads. Initial conceptual design efforts were based on worst-case combinations of possible currents that the power supplies could deliver. This proved to be an onerous requirement and caused many of the outer coils support structures to require costly heavy reinforcement. This has led to the planned implementation of a Digital Coil Protection System (DCPS) to reduce design-basis loads to levels that are more realistic and manageable. As a minimum, all components must be qualified for the increase in normal operating loads with headroom. Design features and analysis efforts needed to meet the upgrade loading are discussed. Mission and features of the DCPS are presented.

A Proposal for User-defined Reductions in OpenMP

Reductions are commonly used in parallel programs to produce a global result from partial results computed in parallel. Currently, OpenMP only supports reductions for primitive data types and a limited set of base language operators. This is a significant limitation for those applications that employ user-defined data types (e. g., objects). Implementing manual reduction algorithms makes software development more complex and error-prone. Additionally, an OpenMP runtime system cannot optimize a manual reduction algorithm in ways typically applied to reductions on primitive types. In this paper, we propose new mechanisms to allow the use of most pre-existing binary functions on user-defined data types as User-Defined Reduction (UDR) operators. Our measurements show that our UDR prototype implementation provides consistently good performance across a range of thread counts without increasing general runtime overheads.

NATO Common Funds Burdensharing: Background and Current Issues

Member states of the North Atlantic Treaty Organization (NATO) contribute to the activities of the alliance in several ways, the chief of which is through the deployment of their own armed forces, funded by their national budgets. Certain commonly conducted activities, however, are paid for out of three NATO-run budgets. These three accounts--the civil budget, the military budget, and the security investment program--are funded by individual contributions from the member states. This report discusses North Atlantic Treaty Organization (NATO) burdensharing in funding such operations.
