United States Department of Energy Office of Environmental Management Technology Development Report Fiscal Year 2010

The mission of the Department of Energy's (DOE's) Office of Environmental Management (EM) is to clean up the environmental legacy of nuclear weapons research and production during the Cold War. That mission includes cleaning up nuclear waste, contaminated groundwater and soil, nuclear materials, and contaminated facilities covering two million acres of land in thirty-five states. EM's principal program goals include timely completion of tank waste treatment facilities, reduction of the life-cycle costs and acceleration of the cleanup of the Cold War legacy, and reduction of the EM footprint. The mission of the EM Technology Innovation and Development program is to transform science and innovation into practical solutions to achieve the EM mission. During fiscal year 2010 (October 2009-September 2010), EM focused upon accelerating environmental cleanup by expeditiously filling identified gaps in available knowledge and technology in the EM program areas. This report describes some of the approaches and transformational technologies in tank waste processing, groundwater and soil remediation, nuclear materials disposition, and facility deactivation and decommissioning developed during fiscal year 2010 that will enable EM to meet its most pressing program goals.

Commercial and Cost Effective Production of Two-Dimensional Read-Out Boards for Sub-Atomic Particle Detectors

We report results from research aimed at developing and demonstrating production of 2-D readout structures for GEM (Gas Electron Multiplier) charged particle tracking chambers at Tech-Etch. Readout boards of two types, bi-planar and single plane, were fabricated and evaluated. The results show that Tech-Etch can produce suitable boards of either type however the single plane board has a number of advantages both in production and use that will likely make it the preferred choice for GEM tracking chambers.

Commercial and Cost Effective Production of Two-Dimensional Read-Out Boards for Sub-Atomic Particle Detectors

Tech-Etch has considerable experience in numerous related high precision etched Kapton® products including production of GEM foils. The required precision and production process for 2-D readout boards is similar to that developed for GEM foil production. Additionally, Tech-Etch has strong ties with several research institutions (namely Brookhaven National Laboratory, MIT and Yale University) that can help design and evaluate the performance of the readout boards produced at Tech-Etch. Since Tech-Etch is a small company, it also has the capability to produce a large variety of part configurations, optimized for a particular customer’s requirements. We report results from research aimed at developing and demonstrating production of 2-D readout structures for GEM (Gas Electron Multiplier) charged particle tracking chambers at Tech-Etch. New Superheavy Element Isotopes: 242Pu(48Ca,5n)285114

The new, neutron-deficient, superheavy element isotope {sup 285}114 was produced in {sup 48}Ca irradiations of {sup 242}Pu targets at a center-of-target beam energy of 256 MeV (E* = 50 MeV). The {alpha} decay of {sup 285}114 was followed by the sequential {alpha} decay of four daughter nuclides, {sup 281}Cn, {sup 277}Ds, {sup 273}Hs, and {sup 269}Sg. {sup 265}Rf was observed to decay by spontaneous fission. The measured {alpha}-decay Q values were compared with those from a macroscopic-microscopic nuclear mass model to give insight into superheavy element shell effects. The {sup 242}Pu({sup 48}Ca,5n){sup 285}114 cross section was 0.6{sub -0.5}{sup +0.9} pb.

Orbital Moment Determination in (MnxFe1-x)3O4 Nanoparticles

Nanoparticles of (Mn{sub x}Fe{sub 1-x}){sub 3}O{sub 4} with a concentration ranging from x = 0 to 1 and a crystallite size of 14-15 nm were measured using X-ray absorption spectroscopy and X-ray magnetic circular dichroism to determine the ratio of the orbital moment to the spin moment for Mn and Fe. At low Mn concentrations, the Mn substitutes into the host Fe{sub 3}O{sub 4} spinel structure as Mn{sup 2+} in the tetrahedral A-site. The net Fe moment, as identified by the X-ray dichroism intensity, is found to increase at the lowest Mn concentrations then rapidly decrease until no dichroism is observed at 20% Mn. The average Fe orbit/spin moment ratio is determined to initially be negative and small for pure Fe{sub 3}O{sub 4} nanoparticles and quickly go to 0 by 5%-10% Mn addition. The average Mn moment is anti-aligned to the Fe moment with an orbit/spin moment ratio of 0.12 which gradually decreases with Mn concentration.

Enhanced Magnetism of Fe3O4 Nanoparticles with Ga Doping

Magnetic (Ga{sub x}Fe{sub 1-x}){sub 3}O{sub 4} nanoparticles with 5%-33% gallium doping (x = 0.05-0.33) were measured using x-ray absorption spectroscopy and x-ray magnetic circular dichroism to determine that the Ga dopant is substituting for Fe{sub 3+} as Ga{sub 3+} in the tetrahedral A-site of the spinel structure, resulting in an overall increase in the total moment of the material. Frequency-dependent alternating-current magnetic susceptibility measurements showed these particles to be weakly interacting with a reduction of the cubic anisotropy energy term with Ga concentration. The element-specific dichroism spectra show that the average Fe moment is observed to increase with Ga concentration, a result consistent with the replacement of A-site Fe by Ga.

SINGLE-SHELL TANK INTEGRITY PROJECT ANALYSIS OF RECORD-PRELIMINARY MODELING PLAN FOR THERMAL AND OPERATING LOADS

This document is a Phase I deliverable for the Single-Shell Tank Analysis of Record effort. This document is not the Analysis of Record. The intent of this document is to guide the Phase II detailed modeling effort. Preliminary finite element models for each of the tank types were developed and different case studies were performed on one or more of these tank types. Case studies evaluated include thermal loading, waste level variation, the sensitivity of boundary effects (soil radial extent), excavation slope or run to rise ratio, soil stratigraphic (property and layer thickness) variation at different farm locations, and concrete material property variation and their degradation under thermal loads. The preliminary analysis document reviews and preliminary modeling analysis results are reported herein. In addition, this report provides recommendations for the next phase of the SST AOR project, SST detailed modeling. Efforts and results discussed in this report do not include seismic modeling as seismic modeling is covered by a separate report. The combined results of both static and seismic models are required to complete this effort.
