The Economic Effects of Capital Gains Taxation
One provision of the 1913 individual income tax that generated a great deal of confusion was the taxation of income from the sale of property (i.e., capital gains income). This initial confusion has led to almost 100 years of legislative debates over capital gains. Beginning in 1922 capital gains were first subject to lower tax rates than ordinary income. This preferential treatment has continued throughout most of the history of the income tax. Proposals dealing with the taxation of capital gains have ranged from the outright elimination of capital gains taxation to the reduction of capital gains tax rates for certain classes of taxpayers to the elimination of the preferential tax treatment. This report discusses the manner in which capital gains are taxed, including rates and revenue figures. It also examines various economic issues regarding such taxes.

Effect of the deletion of qmoABC and the promoter distal gene encoding a hypothetical protein on sulfate-reduction in Desulfovibrio vulgaris Hildenborough
The pathway of electrons required for the reduction of sulfate in sulfate-reducing bacteria (SRB) is not yet fully characterized. In order to determine the role of a transmembrane protein complex suggested to be involved in this process, a deletion of Desulfovibrio vulgaris Hildenborough was created by marker exchange mutagenesis that eliminated four genes putatively encoding the QmoABC complex and a hypothetical protein (DVU0851). The Qmo complex (quinone-interacting membrane-bound oxidoreductase) is proposed to be responsible for transporting electrons to the dissimilatory adenosine-5?phosphosulfate (APS) reductase in SRB. In support of the predicted role of this complex, the deletion mutant was unable to grow using sulfate as its sole electron acceptor with a range of electron donors. To explore a possible role for the hypothetical protein in sulfate reduction, a second mutant was constructed that had lost only the gene that codes for DVU0851. The second constructed mutant grew with sulfate as the sole electron acceptor; however, there was a lag that was not present with the wild-type or complemented strain. Neither deletion strain was significantly impaired for growth with sulfite or thiosulfate as terminal electron acceptor. EUV mask surface cleaning effects on lithography process performance
The reflective, multilayer based, mask architectures for extreme ultraviolet (EUV) lithography are highly susceptible to surface oxidation and contamination. As a result, EUV masks are expected to undergo cleaning processes in order to maintain the lifetimes necessary for high volume manufacturing. For this study, the impact of repetitive cleaning of EUV masks on imaging performance was evaluated. Two, high quality industry standard, EUV masks are used for this study with one of the masks undergoing repeated cleaning and the other one kept as a reference. Lithographic performance, in terms of process window analysis and line edge roughness, was monitored after every two cleans and compared to the reference mask performance. After 8x clean, minimal degradation is observed. The cleaning cycles will be continued until significant loss imaging fidelity is found.

Evaluation of Large Volume SrI2(Eu) Scintillator Detectors
There is an ever increasing demand for gamma-ray detectors which can achieve good energy resolution, high detection efficiency, and room-temperature operation. We are working to address each of these requirements through the development of large volume SrI{sub 2}(Eu) scintillator detectors. In this work, we have evaluated a variety of SrI{sub 2} crystals with volumes >10 cm{sup 3}. The goal of this research was to examine the causes of energy resolution degradation for larger detectors and to determine what can be done to mitigate these effects. Testing both packaged and unpackaged detectors, we have consistently achieved better resolution with the packaged detectors. Using a collimated gamma-ray source, it was determined that better energy resolution for the packaged detectors is correlated with better light collection uniformity. A number of packaged detectors were fabricated and tested and the best spectroscopic performance was achieved for a 3% Eu doped crystal with an energy resolution of 2.93% FWHM at 662keV. Simulations of SrI{sub 2}(Eu) crystals were also performed to better understand the light transport physics in scintillators and are reported. This study has important implications for the development of SrI{sub 2}(Eu) detectors for national security purposes.
