Current issues for Congress include the extent to which there is available funding for Peace Corps expansion, whether the Peace Corps has the institutional capacity to expand, and whether volunteers are able to function in a safe and secure environment.

Cluster Munitions: Background and Issues for Congress

Cluster munitions are air-dropped or ground-launched weapons that release a number of smaller submunitions intended to kill enemy personnel or destroy vehicles. This report discusses the two major international initiatives that address cluster munitions: the Convention on Cluster Munitions (CCM) and negotiations under the UN Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons (CCW). Currently, the Obama Administration has reiterated U.S. opposition to the CCM, which entered into force August 1, 2010, but is participating in negotiations regarding cluster munitions under the CCW. This report also provides a brief historical overview of cluster munitions.

The Bayh-Dole Act: Selected Issues in Patent Policy and the Commercialization of Technology

Congressional interest in facilitating U.S. technological innovation led to the passage of P.L. 96-517, Amendments to the Patent and Trademark Act, commonly referred to as the "Bayh-Dole Act" after its two main sponsors former Senators Robert Dole and Birch Bayh. Under this 1980 law, as amended, title to inventions made with government support is provided to the contractor if that contractor is a small business, a university, or other non-profit institution. This report discusses the rationale behind the passage of P.L. 96-517, its provisions, and implementation of the law.

Defense Infrastructure: Actions Needed to Improve the Navy's Processes for Managing Public Shipyards' Restoration and Modernization Needs

A letter report issued by the Government Accountability Office with an abstract that begins "The Navy's four public shipyards--Norfolk Naval Shipyard, Pearl Harbor Naval Shipyard, Portsmouth Naval Shipyard, and Puget Sound Naval Shipyard--are critical in maintaining fleet readiness and supporting ongoing operations worldwide. The Navy requests funds for the shipyards' restoration and modernization as infrastructure condition may affect their mission and workforce. GAO was asked to review (1) the extent to which the shipyards have plans for their restoration and modernization needs; (2) the extent to which the Navy has a process to capture and calculate these needs; (3) the Navy's process to prioritize and fund projects to meet these needs; and (4) the extent to which the shipyards resolve infrastructure-related safety, health, and quality-of-life issues. GAO assessed the Navy's shipyard plans against elements of a federal strategic planning framework; evaluated its process for determining its restoration and modernization needs and addressing safety, health, and quality-of-life issues; visited the shipyards; and interviewed Navy command and shipyard officials."

Federal Work/Life Programs: Agencies Generally Satisfied with OPM Assistance, but More Tracking and Information Sharing Needed

A letter report issued by the Government Accountability Office with an abstract that begins "To improve its ability to recruit and retain federal employees, agencies have implemented a wide range of work/life programs, such as flexible work schedules, child care, and employee assistance programs. The Office of Personnel Management (OPM) plays a key role in guiding federal human capital initiatives, including the implementation of work/life programs. As requested, GAO determined the extent to which: (1) OPM provides assistance and guidance to federal agencies for establishing and enhancing work/life programs; (2) OPM or the federal agencies track, evaluate, or modify work/life programs; and (3) OPM has identified leading practices in the private sector for the implementation of work/life programs and shared this information with federal agencies. To do this, GAO reviewed OPM policy and guidance; surveyed 40 federal officials--20 Chief Human Capital Officers (CHCO) and 20 work/life managers; and interviewed officials from seven private sector companies recognized for the quality of their work/life programs."

Military Training: Army and Marine Corps Face Challenges to Address Projected Future Requirements

A letter report issued by the Government Accountability Office with an abstract that begins "The Army's and Marine Corps' major training facilities--Army and Marine Corps combat training centers and Army mobilization training centers--have focused on training units for counterinsurgency missions in Iraq and Afghanistan. As troop levels decrease in Iraq and increase in Afghanistan, larger numbers of forces will be training for Afghanistan. To meet future requirements, the services plan to adjust training to train forces on a fuller range of missions. The House report to the National Defense Authorization Act for Fiscal Year 2010 directed GAO to report on any challenges the Department of Defense faces as it adjusts training capacities. GAO assessed the extent to which the Army and Marine Corps have (1) made adjustments at their major training facilities to support larger deployments to Afghanistan; and (2) developed plans to adjust training capacity to meet future requirements. GAO analyzed service training guidance, future training requirements, and related plans, and interviewed headquarters officials and personnel from the services' major training facilities."

Consumer-Directed Health Plans: Health Status, Spending, and Utilization of Enrollees in Plans Based on Health Reimbursement Arrangements

A letter report issued by the Government Accountability Office with an abstract that begins "Consumer-directed health plans (CDHP) combine a high-deductible health plan with a tax-advantaged account, such as a health reimbursement arrangement (HRA), that enrollees can use to pay for health care expenses. In an effort to restrain cost growth, several employers, including the federal government through its Office of Personnel Management (OPM), have offered HRAs for several years. For enrollees in HRAs compared with those in traditional plans such as preferred provider organization (PPO) plans, GAO assessed (1) differences in health status, and (2) changes in spending and utilization of health care services. GAO analyzed data from two large employers--one public and one private--that introduced an HRA option in 2003. GAO compared changes in health spending and utilization before and after 2003 for enrollees who switched from a PPO into an HRA (the HRA group) with those who stayed in a PPO (the PPO group). At the time GAO made its data requests to each employer, 2007 data from the public employer and 2005 data from the private employer were the most current and complete data available. Information Sharing: DHS Could Better Define How It Plans to Meet Its State and Local Mission and Improve Performance Accountability

A letter report issued by the Government Accountability Office with an abstract that begins "To enhance the usefulness of intelligence products it provides to state and local partners, I&A has initiatives underway to identify these partners' information needs and obtain feedback on the products, but strengthening these efforts could support the development of future products. As of August 2010, I&A had finalized information needs--which are owned and controlled by the states--for 9 of the 50 states. I&A was working with remaining states to identify their needs, but it had not established mutually agreed upon milestones for completing this effort, in accordance with program management principles. Working with states to establish such milestones and addressing any barriers to identifying their needs could better assist states in the timely completion of this process. In addition, I&A has begun issuing a new customer feedback survey to recipients of its products and plans to begin analyzing this feedback to determine the value of the products, but it has not developed plans to report the results of its analyses to state and local partners.
