Cluster Munitions: Background and Issues for Congress

Cluster munitions are air-dropped or ground-launched weapons that release a number of smaller submunitions intended to kill enemy personnel or destroy vehicles. This report discusses the two major international initiatives that address cluster munitions: the Convention on Cluster Munitions (CCM) and negotiations under the UN Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons (CCW). Currently, the Obama Administration has reiterated U.S. opposition to the CCM, which entered into force August 1, 2010, but is participating in negotiations regarding cluster munitions under the CCW. This report also provides a brief historical overview of cluster munitions.

The report also discusses key related issues in the second session of the 111th Congress, including Armenia's independence and economic development, Azerbaijan's energy development, and Georgia's recovery from Russian's August 2008 military incursion.

Background Radiation Survey of the Radiological/Nuclear Countermeasures Test and Evaluation Center

In preparation for operations at the Radiological/Nuclear Countermeasures Test and Evaluation Complex (Rad/NucCTEC), the Department of Homeland Security Domestic Nuclear Detection Office (DHS/DNDO) requested that personnel from the Remote Sensing Laboratory (RSL) conduct a survey of the present radiological conditions at the facility. The measurements consist of the exposure rate from a high-pressure ion chamber (HPIC), high-resolution spectra from a high-purity germanium (HPGe) system in an in situ configuration, and low-resolution spectra from a sodium iodide (NaI) detector in a radiation detection backpack. Measurements with these systems were collected at discrete locations within the facility. Measurements were also collected by carrying the VECTOR backpack throughout the complex to generate a map of the entire area. The area was also to be surveyed with the Kiwi (an array of eight-2-inch x 4-inch x 16-inch NaI detectors) from the Aerial Measuring Systems; however, conflicts with test preparation activities at the site prevented this from being accomplished.

Development of a new generation of optical slope measuring profiler

A collaboration, including all DOE synchrotron labs, industrial vendors of x-ray optics, and with active participation of the HBZ-BESSY-II optics group has been established to work together on a new slope measuring profiler -- the optical slope measuring system (OSMS). The slope measurement accuracy of the instrument is expected to be<50 nrad for the current and future metrology of x-ray optics for the next generation of light sources. The goals were to solidify a design that meets the needs of mirror specifications and also be affordable; and to create a common specification for fabrication of a multi-functional translation/scanning (MFTS) system for the OSMS. This was accomplished by two collaborative meetings at the ALS (March 26, 2010) and at the APS (May 6, 2010).

Illinois Department of Public Health H1N1/A Pandemic Communications Evaluation Survey.

Because of heightened media coverage, a 24-hour news cycle and the potential miscommunication of health messages across all levels of government during the onset of the H1N1 influenza outbreak in spring 2009, the Illinois Department of Public Health (IDPH) decided to evaluate its H1N1 influenza A communications system. IDPH wanted to confirm its disease information and instructions were helping stakeholders prepare for and respond to a novel influenza outbreak. In addition, the time commitment involved in preparing, issuing, monitoring, updating, and responding to H1N1 federal guidelines/updates and media stories became a heavy burden for IDPH staff. The process and results of the H1N1 messaging survey represent a best practice that other health departments and emergency management agencies can replicate to improve coordination efforts with stakeholder groups during both emergency preparedness and response phases. Importantly, the H1N1 survey confirmed IDPH's messages were influencing stakeholders decisions to activate their pandemic plans and initiate response operations. While there was some dissatisfaction with IDPH's delivery of information and communication tools, such as the fax system, this report should demonstrate to IDPH that its core partners believe it has the ability and expertise to issue timely and accurate instructions that can help them respond to …
