100-KE REACTOR CORE REMOVAL PROJECT ALTERNATIVE ANALYSIS WORKSHOP REPORT

On December 15-16, 2009, a 100-KE Reactor Core Removal Project Alternative Analysis Workshop was conducted at the Washington State University Consolidated Information Center, Room 214. Colburn Kennedy, Project Director, CH2M HILL Plateau Remediation Company (CHPRC) requested the workshop and Richard Harrington provided facilitation. The purpose of the session was to select the preferred Bio Shield Alternative, for integration with the Thermal Shield and Core Removal and develop the path forward to proceed with project delivery. Prior to this workshop, the S.A. Robotics (SAR) Obstruction Removal Alternatives Analysis (565-DLV-062) report was issued, for use prior to and throughout the session, to all the team members. The multidisciplinary team consisted ofrepresentatives from 100-KE Project Management, Engineering, Radcon, Nuclear Safety, Fire Protection, Crane/Rigging, SAR Project Engineering, the Department of Energy Richland Field Office, Environmental Protection Agency, Washington State Department of Ecology, Defense Nuclear Facility Safety Board, and Deactivation and Decommission subject matter experts from corporate CH2M HILL and Lucas. Appendix D contains the workshop agenda, guidelines and expectations, opening remarks, and attendance roster going into followed throughout the workshop. 2009 Annual Summary Report for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site, Nye County, Nevada: Review of the Performance Assessments and Composite Analysis

The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office performed an annual review of the Area 3 and Area 5 Radioactive Wate Management Site (RWMS) Performance Assessments (PAs) and Composite Analyses (CAs) in fiscal year (FY) 2009. This annual summary report presents data and conclusions from the FY 2009 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada Test Site relevant to the sources of residual radioactive material that are considered in the CAs, the land-use planning, and the results of the environmental monitoring and R&D activities were reviewed to determine the adequacy of the CAs.

AdS/QCD and Light Front Holography: A New Approximation to QCD

The combination of Anti-de Sitter space (AdS) methods with light-front holography leads to a semi-classical first approximation to the spectrum and wavefunctions of meson and baryon light-quark bound states. Starting from the bound-state Hamiltonian equation of motion in QCD, we derive relativistic light-front wave equations in terms of an invariant impact variable {zeta} which measures the separation of the quark and gluonic constituents within the hadron at equal light-front time. These equations of motion in physical space-time are equivalent to the equations of motion which describe the propagation of spin-J modes in anti-de Sitter (AdS) space. Its eigenvalues give the hadronic spectrum, and its eigenmodes represent the probability distribution of the hadronic constituents at a given scale. Applications to the light meson and baryon spectra are presented. The predicted meson spectrum has a string-theory Regge form M{sup 2} = 4{kappa}{sup 2}(n+L+S/2); i.e., the square of the eigenmass is linear in both L and n, where n counts the number of nodes of the wavefunction in the radial variable {zeta}. Adult Human Pancreatic Islet Beta-Cells Display Limited Turnover and Long Lifespan as Determined by In-Vivo Thymidine Analog Incorporation and Radiocarbon Dating

Diabetes mellitus results from an absolute or relative deficiency of insulin producing pancreatic beta-cells. The adult human beta-cell's turnover rate remains unknown. We employed novel techniques to examine adult human islet beta-cell turnover and longevity in vivo. Subjects enrolled in NIH clinical trials received thymidine analogues [iododeoxyuridine (IdU) or bromodeoxyuridine (BrdU)] 8-days to 4-years prior to death. Archival autopsy samples from ten patients (aged 17-74 years) were employed to assess beta-cell turnover by scoring nuclear analog labeling within insulin staining cells. Human adult beta-cell longevity was determined by estimating the cells genomic DNA integration of atmospheric carbon-14 ({sup 14}C). DNA was purified from pancreatic islets isolated from cadaveric donors; whole islet prep DNA was obtained from a 15 year old donor, and purified beta-cell DNA was obtained from two donors (age 48 and 80 years). {sup 14}C levels were then determined using accelerator mass spectrometry (AMS). Cellular 'birth date' was determined by comparing the subject's DNA {sup 14}C content relative to a well-established {sup 14}C atmospheric prevalence curve. Advanced Accessory Power Supply Topologies

This Cooperative Research and Development Agreement (CRADA) began December 8, 2000 and ended September 30, 2009. The total funding provided by the Participant (General Motors Advanced Technology Vehicles [GM]) during the course of the CRADA totaled $1.2M enabling the Contractor (UT-Battelle, LLC [Oak Ridge National Laboratory, a.k.a. ORNL]) to contribute significantly to the joint project. The initial task was to work with GM on the feasibility of developing their conceptual approach of modifying major components of the existing traction inverter/drive to develop low cost, robust, accessory power. Two alternate methods for implementation were suggested by ORNL and both were proven successful through simulations and then extensive testing of prototypes designed and fabricated during the project. This validated the GM overall concept. Moreover, three joint U.S. patents were issued and subsequently licensed by GM. After successfully fulfilling the initial objective, the direction and duration of the CRADA was modified and GM provided funding for two additional tasks. The first new task was to provide the basic development for implementing a cascaded inverter technology into hybrid vehicles (including plug-in hybrid, fuel cell, and electric). Aerosol observing system platform integration and AAF instrumentation

As part of the federal government’s 2009 American Recovery and Reinvestment Act (ARRA), the U.S. DOE Office of Science allocated funds for the capital upgrade of the Atmospheric Radiation Measurement (ARM) Climate Research Facility to improve and expand observational capabilities related to cloud and aerosol properties. The ARM Facility was established as a national user facility for the global scientific community to conduct a wide range of interdisciplinary science. Part of the ARRA-funded expansion of the ARM Facility includes four new Aerosol Observing Systems (AOS) to be designed, instrumented, and mentored by BNL. The enclosures will be customized SeaTainers. These new platforms ([AMF2]: ARM Mobile Facility-2; [TWP-D]: Tropical Western Pacific at Darwin; and [MAOS-A]/[MAOS-C]: Mobile Aerosol Observing System-Aerosol/-Chemistry) will provide a laboratory environment for fielding instruments to collect data on aerosol life cycle, microphysics, and optical/physical properties. The extensive instrument suite includes both established methods and initial deployments of new techniques to add breadth and depth to the AOS data sets. Afghanistan and Iraq: DOD Should Improve Adherence to Its Guidance on Open Pit Burning and Solid Waste Management

A letter report issued by the Government Accountability Office with an abstract that begins "From the start of military operations in Afghanistan and Iraq, the U.S. military and its contractors have burned solid waste in open burn pits on or near military bases. According to the Department of Defense (DOD), burn pit emissions can potentially harm human health. U.S. Central Command (CENTCOM) guidance directs the military's use of burn pits, and the Department of Veterans' Affairs (VA) provides healthcare and other benefits to veterans and their families. GAO was asked to report on the (1) extent of open pit burning in Afghanistan and Iraq, and whether the military has followed its guidance; (2) alternatives to burn pits, and whether the military has examined them; and (3) extent of efforts to monitor air quality and potential health impacts. GAO visited four burn pits in Iraq, reviewed DOD data on burn pits, and consulted DOD and VA officials and other experts. GAO was unable to visit burn pits in Afghanistan."

Since 2002, the United States Agency for International Development (USAID) and the Department of Defense (DOD) have awarded $250 million for water projects. This report examines (1) the alignment of U.S. water goals and projects with Afghan water-sector development goals; (2) U.S. agencies' coordination of water-sector efforts among themselves, with the Afghan government and the donor community; (3) U.S. efforts to manage and monitor these water projects; and (4) U.S. efforts to build sustainability into water-sector projects. Afghanistan Development: USAID Continues to Face Challenges in Managing and Overseeing U.S. Development Assistance Programs

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses oversight of U.S. assistance programs in Afghanistan. Strengthening the Afghan economy through development assistance efforts is critical to the counterinsurgency strategy and a key part of the U.S Integrated Civilian-Military Campaign Plan for Afghanistan. Since fiscal year 2002, the U.S. Agency for International Development (USAID) has awarded over $11.5 billion in support of development assistance programs in Afghanistan. Since 2003, GAO has issued several reports and testimonies related to U.S. security, governance, and development efforts in Afghanistan. In addition to reviewing program planning and implementation, we have focused on efforts to ensure proper management and oversight of the U.S. investment, which are essential to reducing waste, fraud, and abuse. Over the course of this work, we have identified improvements that were needed, as well as many obstacles that have affected success and should be considered in program management and oversight. While drawing on past work relating to U.S. development efforts in Afghanistan, this testimony focuses on findings in our most recent report released yesterday on the USAID's management and oversight of its agricultural programs in Afghanistan. Alpha Channeling in Rotating Plasma with Stationary Waves

An extension of the alpha channeling effect to supersonically rotating mirrors shows that the rotation itself can be driven using alpha particle energy. Alpha channeling uses radiofrequency waves to remove alpha particles collisionlessly at low energy. We show that stationary magnetic fields with high nθ can be used for this purpose, and simulations show that a large fraction of the alpha energy can be converted to rotation energy.
