Defense Management: DOD Has a Rigorous Process to Select Corrosion Prevention Projects, but Would Benefit from Clearer Guidance and Validation of Returns on Investment

A letter report issued by the Government Accountability Office with an abstract that begins "Corrosion costs DOD over $23 billion annually, affects both equipment and facilities, and threatens personnel safety. DOD has taken steps to improve its corrosion prevention and control (CPC) efforts. These efforts include reorganizing the DOD-wide Corrosion Office and instituting Corrosion Executive positions in each of the military departments. In response to the Senate Appropriations Committee Report accompanying the fiscal year 2010 DOD appropriations bill, GAO evaluated to what extent (1) the Corrosion Executives are involved in preparing CPC project proposals for submission, (2) the Corrosion Office has created a process to review and select projects for funding, and (3) the military departments have validated the return on investment (ROI) for funded projects. GAO also reviewed the process the Corrosion Office uses to determine the CPC activities that it will fund. To carry out this study, GAO observed project selection panel meetings, interviewed corrosion officials, and reviewed documents and project proposals."

Correspondence issued by the Government Accountability Office with an abstract that begins "The National Military Strategy of the United States calls upon the Armed Forces to retain the ability to rapidly deploy and sustain capabilities to diverse regions, and the Quadrennial Defense Review 2010 acknowledges the fundamental importance of U.S. capability to project power. The National Security Strategy identifies taking stock of capabilities as one of many ways of reducing military risk. To identify the mobility tools needed for force projection, the Department of Defense (DOD) has conducted several studies, including the fifth and most recent--the Mobility Capabilities and Requirements Study 2016 (MCRS-16). DOD issued the report in February 2010. The intent of the MCRS-16 was to provide senior leaders with a detailed understanding of the range of mobility capabilities needed for possible future strategic environments and help them make investment decisions regarding mobility systems. Specifically, the study was to examine, among other things, how changes in the mobility system affect the outcomes of major operations and to assess the associated risks. The MCRS-16 determined that with few exceptions, the projected mobility capabilities in 2016 are sufficient to support the most demanding projected requirements. Deflagration Rate Measurements of Three Insensitive High Explosives: LLM-105, TATB, and DAAF

The pressure dependent deflagration rates of LLM-105, DAAF and TATB based formulations were measured in the LLNL high pressure strand burner. The role of binder amount, explosive type, and thermal damage and their effects on the deflagration rate will be discussed. One DAAF formulation, two different formulations of LLM-105, and four formulations of TATB were studied; results indicate that binder amount and type play a minor role in the deflagration behavior. This is in sharp contrast to the HMX based formulations which strongly depend on binder amount and type. The effect of preheating these samples was considerably more dramatic. In the case of LLM-105, preheating the sample appears to have little effect on the deflagration rate. In contrast, preheating DAAF and TATB formulations causes the deflagration rate to accelerate. The thermal and mechanical properties of these formulations will be discussed in the context of their pressure and temperature dependent deflagration rates.

Development of a high-resolution bathymetry dataset for the Columbia River through the Hanford Reach

A bathymetric and topographic data collection and processing effort involving existing and newly collected data has been performed for the Columbia River through the Hanford Reach in central Washington State, extending 60-miles from the tailrace of Priest Rapids Dam (river mile 397) to near the vicinity of the Interstate 182 bridge just upstream of the Yakima River confluence (river mile 337). The contents of this report provide a description of the data collections, data inputs, processing methodology, and final data quality assessment used to develop a comprehensive and continuous merged 1m resolution bathymetric and topographic surface dataset for the Columbia River through the Hanford Reach.

Discovery, SAR, and Radiolabeling of Halogenated Benzimidazole Carboxamide Antagonists as Useful Tools for (alpha)4(beta)1 Integrin Expressed on T- and B-cell Lymphomas

The cell surface receptor {alpha}{sub 4}{beta}{sub 1} integrin is an attractive yet poorly understood target for selective diagnosis and treatment of T- and B-cell lymphomas. This report focuses on the rapid microwave preparation of medicinally pertinent benzimidazole heterocycles, structure-activity relationships (SAR) of novel halobenzimidazole carboxamide antagonists 3-6, and preliminary biological evaluation of radioiodinated agents 7, 8, and 18. The I-125 derivative 18 had good tumor uptake (12 {+-} 1% ID/g at 24 h; 4.5 {+-} 1% ID/g at 48 h) and tumor:kidney ratio ({approx}4:1 at 24 h; 2.5:1 at 48 h) in xenograft murine models of B-cell lymphoma. Molecular homology models of {alpha}{sub 4}{beta}{sub 1} integrin have predicted that docked halobenzimidazole carboxamides have the halogen atom in a suitable orientation for halogen-hydrogen bonding. These high affinity ({approx} pM binding) halogenated ligands are attractive tools for medicinal and biological use; the fluoro and iodo derivatives are potential radiodiagnostic ({sup 18}F) or radiotherapeutic ({sup 131}I) agents, whereas the chloro and bromo analogues could provide structural insight into integrin-ligand interactions through photoaffinity cross-linking/mass spectroscopy experiments, as well as co-crystallization X-ray studies.

EFFECT ON 105KW NORTH WALL DUE TO ADDITION OF FILTRATION SYSTEM

CHPRC D&D Projects is adding three filtration system on two 1-ft concrete pads adjacent to the north side of existing KW Basin building. This analysis is prepared to provide qualitative assessment based on the review of design information available for 105KW basin substructure. In the proposed heating, ventilation and air conditioning (HVAC) filtration pad designs a 2 ft gap will be maintained between the pads and the north end of the existing 1 05KW -Basin building. Filtration Skids No.2 and No.3 share one pad. It is conservative to evaluate the No.2 and No.3 skid pad for the wall assessment. Figure 1 shows the plan layout of the 105KW basin site and the location of the pads for the filtration system or HVAC skids. Figure 2 shows the cross-section elevation view of the pad. The concrete pad Drawing H-1-91482 directs the replacement of the existing 8-inch concrete pad with two new 1-ft think pads. The existing 8-inch pad is separated from the 105KW basin superstructure by an expansion joint of only half an inch. Electron-Cloud Build-Up: Theory and Data

We present a broad-brush survey of the phenomenology, history and importance of the electron-cloud effect (ECE). We briefly discuss the simulation techniques used to quantify the electron-cloud (EC) dynamics. Finally, we present in more detail an effective theory to describe the EC density build-up in terms of a few effective parameters. For further details, the reader is encouraged to refer to the proceedings of many prior workshops, either dedicated to EC or with significant EC contents, including the entire 'ECLOUD' series. In addition, the proceedings of the various flavors of Particle Accelerator Conferences contain a large number of EC-related publications. The ICFA Beam Dynamics Newsletter series contains one dedicated issue, and several occasional articles, on EC. An extensive reference database is the LHC website on EC.

Electronic and magnetic structure of GaxFe1-x thin films

The electronic as well as magnetic properties of Ga{sub x}Fe{sub 1-x} films were studied by soft x-ray measurements. Using x-ray magnetic circular dichroism the Fe majority-spin band was found to be completely filled for x {approx} 0.3. With further enhanced Ga content, the Fe moment as well as the angular dependence of the x-ray magnetic linear dichroism decrease strongly, which we attribute to the formation of D0{sub 3} precipitates. Moreover, the magnetocrystalline anisotropy drops significantly.

Electronic Spectroscopy & Dynamics

The Gordon Research Conference (GRC) on Electronic Spectroscopy and Dynamics was held at Colby College, Waterville, NH from 07/19/2009 thru 07/24/2009. The Conference was well-attended with participants (attendees list attached). The attendees represented the spectrum of endeavor in this field coming from academia, industry, and government laboratories, both U.S. and foreign scientists, senior researchers, young investigators, and students. The GRC on Electronic Spectroscopy & Dynamics showcases some of the most recent experimental and theoretical developments in electronic spectroscopy that probes the structure and dynamics of isolated molecules, molecules embedded in clusters and condensed phases, and bulk materials. Electronic spectroscopy is an important tool in many fields of research, and this GRC brings together experts having diverse backgrounds in physics, chemistry, biophysics, and materials science, making the meeting an excellent opportunity for the interdisciplinary exchange of ideas and techniques. Topics covered in this GRC include high-resolution spectroscopy, biological molecules in the gas phase, electronic structure theory for excited states, multi-chromophore and single-molecule spectroscopies, and excited state dynamics in chemical and biological systems.
