The 2010 Oil Spill: Natural Resource Damage Assessment Under the Oil Pollution Act

The 2010 Deepwater Horizon oil spill leaked an estimated 4.1 million barrels of oil into the Gulf of Mexico, damaging the waters, shores, and marshes, and the fish and wildlife that live there. When resources in the public trust are harmed by contamination, federal, state, foreign, and tribal governments may seek compensation for damage to natural resources under certain laws. This is done in two steps: first, by assessing the harm; then, by determining how and what restoration will take place. Compensation for natural resource damage is intended to restore the natural resources to their condition before the damage and to compensate the public for the lost use of those resources. This report discusses legislation that provides a framework for assessing and mitigating the damage caused by such spills.

Abiotic Degradation Rates for Carbon Tetrachloride and Chloroform: Progress in FY 2010

This report documents the progress made through FY 2010 on a project initiated in FY 2006 to help address uncertainties related to the rates of hydrolysis in groundwater at the Hanford Site for carbon tetrachloride (CT) and chloroform (CF). The study also explores the possible effects of contact with minerals and sediment (i.e., heterogeneous hydrolysis) on these rates. The research was initiated to decrease the uncertainties in abiotic degradation rates of CT and chloroform CF associated with temperature and possible heterogeneous effects. After 2 years of data collection, the first evidence for heterogeneous effects was identified for hydrolysis of CT, and preliminary evidence for the effects of different mineral types on CF hydrolysis rates also was reported. The CT data showed no difference among mineral types, whereas significant differences were seen in the CF results, perhaps due to the fact that CF hydrolyzes by both neutral and base-catalyzed mechanisms whereas CT follows only the neutral hydrolysis path. In this report, we review the project objectives, organization, and technical approaches taken, update the status and results of the hydrolysis-rate experiments after 4 years of experimentation (i.e., through FY 2010), and provide a brief discussion of how these results add to scientific …

Activation of Air and Utilities in the National Ignition Facility

Detailed 3-D modeling of the NIF facility is developed to accurately simulate the radiation environment within the NIF. Neutrons streaming outside the NIF Target Chamber will activate the air present inside the Target Bay and the Ar gas inside the laser tubes. Smaller levels of activity are also generated in the Switchyard air and in the Ar portion of the SY laser beam path. The impact of neutron activation of utilities located inside the Target Bay is analyzed for variety of shot types. The impact of activating TB utilities on dose received by maintenance personnel post-shot is analyzed. The current NIF facility model includes all important features of the Target Chamber, shielding system, and building configuration. Flow of activated air from the Target Bay is controlled by the HVAC system. The amount of activated Target Bay air released through the stack is very small and does not pose significant hazard to personnel or the environment. Activation of Switchyard air is negligible. Activation of Target Bay utilities result in a manageable dose rate environment post high yield (20 MJ) shots. The levels of activation generated in air and utilities during D-D and THD shots are small and do not impact work …

Addendum to High Pressure Burn Rate Measurements on an Ammonium Perchlorate Propellant

As part of a small follow-on study, the burn rate of the ammonium perchlorate (AP) based material TAL-1503 was studied at a relatively mild pressure. The goal of this final experiment was to burn TAL-1503 at the lowest pressures possible using the LLNL High Pressure Strand Burner (LLNL-HPSB). The following is a description of the experiment and the results with a brief discussion of data and a comparison to the higher pressure data. This is not meant to be a stand-alone report and readers should refer to the main report for experimental details and discussion. High pressure deflagration rate measurements of a unique AP/HTPB based material (TAL-1503) were performed using the LLNL high pressure strand burner apparatus. The material burns in a well behaved, laminar fashion between 20 and 300 MPa with a burn law of B = (0.6 {+-} 0.1) x P{sup (1.05{+-}0.02)} that was calculated based on the best data available from the experiments. In the pressure range of 2 and 10 MPa the material burned laminarly with a burn law of B = (2.0 {+-} 0.2) x P{sup (0.66{+-}0.05)}. Advanced membrane separation technology for biosolvents. Final CRADA report.

Argonne and Vertec Biosolvents investigated the stability and perfonnance for a number of membrane systems to drive the 'direct process' for pervaporation-assisted esterification to produce lactate esters. As outlined in Figure 1, the target is to produce ammonium lactate by fennentation. After purification and concentration, ammonium lactate is reacted with ethanol to produce the ester. Esterification is a reversible reaction so to drive the reaction forward, the produced ammonia and water must be rapidly separated from the product. The project focused on selecting pervaporation membranes with (1) acid functionality to facilitate ammonia separation and (2) temperature stability to be able to perform that reaction at as high a temperature as possible (Figure 2). Several classes of commercial membrane materials and functionalized membrane materials were surveyed. The most promising materials were evaluated for scale-up to a pre-commercial application. Over 4 million metric tons per year of solvents are consumed in the U.S. for a wide variety of applications. Worldwide the usage exceeds 10 million metric tons per year. Many of these, such as the chlorinated solvents, are environmentally unfriendly; others, such as the ethylene glycol ethers and N Methyl Pyrrolidone (NMP), are toxic or teratogenic, and many other petroleum-derived solvents are …

America’s dependence on foreign sources for fuel represents a economic and security threat for the country. These non renewable resources are depleting, and the effects of pollutants from fuels such as oil are reaching a problematic that affects the global community. Solar concentration power (SCP) production systems offer the opportunity to harness one of the United States’ most under utilized natural resources; sunlight. While commercialization of this technology is increasing, in order to become a significant source of electricity production in the United States the costs of deploying and operating SCP plants must be further reduced. Parabolic Trough SCP technologies are close to meeting energy production cost levels that would raise interest in the technology and help accelerate its adoption as a method to produce a significant portion of the Country’s electric power needs. During this program, Aspen Aerogels will develop a transparent aerogel insulation that can replace the costly vacuum insulation systems that are currently used in parabolic trough designs. During the Phase I program, Aspen Aerogels will optimize the optical and thermal properties of aerogel to meet the needs of this application. AFFECTS OF MECHANICAL MILLING AND METAL OXIDE ADDITIVES ON SORPTION KINETICS OF 1:1 LiNH2/MgH2 MIXTURE

The destabilized complex hydride system composed of LiNH{sub 2}:MgH{sub 2} (1:1 molar ratio) is one of the leading candidates of hydrogen storage with a reversible hydrogen storage capacity of 8.1 wt%. A low sorption enthalpy of {approx}32 kJ/mole H{sub 2} was first predicted by Alapati et al. utilizing first principle density function theory (DFT) calculations and has been subsequently confirmed empirically by Lu et al. through differential thermal analysis (DTA). This enthalpy suggests that favorable sorption kinetics should be obtainable at temperatures in the range of 160 C to 200 C. Preliminary experiments reported in the literature indicate that sorption kinetics are substantially lower than expected in this temperature range despite favorable thermodynamics. Systematic isothermal and isobaric sorption experiments were performed using a Sievert's apparatus to form a baseline data set by which to compare kinetic results over the pressure and temperature range anticipated for use of this material as a hydrogen storage media. Various material preparation methods and compositional modifications were performed in attempts to increase the kinetics while lowering the sorption temperatures. This paper outlines the results of these systematic tests and describes a number of beneficial additions which influence kinetics as well as NH{sub 3} formation.

A letter report issued by the Government Accountability Office with an abstract that begins "All-terrain vehicles (ATV), which are off-road motorized vehicles, usually with four tires, a straddle seat for the operator, and handlebars for steering control, have become increasingly popular. However, ATV fatalities and injuries have increased over the last decade and are a matter of concern to the Consumer Product Safety Commission (Commission), which oversees ATV safety, and to others. Many ATV crashes involving children occur when they are riding adult-sized ATVs. Manufacturers and distributors have agreed to use their best efforts to prevent their dealers from selling adult-sized ATVs for use by children under the age of 16. The Consumer Product Safety Improvement Act requires GAO to report on (1) how ATVs are used and the advantages of their use and (2) the nature, extent, and costs of ATV crashes. GAO addressed these topics by reviewing ATV use and crash data and by discussing these issues with Commission staff, industry officials, user groups, and safety stakeholders."

Alternative Neutron Detection Testing Summary

Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. Most currently deployed radiation portal monitors (RPMs) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large area neutron detector. This type of neutron detector is used in the TSA and other RPMs installed in international locations and in the Ludlum and Science Applications International Corporation RPMs deployed primarily for domestic applications. There is a declining supply of 3He in the world and, thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. These technologies are: 1) Boron trifluoride-filled proportional counters, 2) Boron-lined proportional counters, 3) Lithium-loaded glass fibers, and 4) Coated wavelength-shifting plastic fibers.
