Impeachment: An Overview of Constitutional Provisions, Procedure, and Practice

On June 19, 2009, the House voted to impeach U.S. District Judge Samuel B. Kent of the U.S. District Court for the Southern District of Texas. The impeachment process provides a mechanism for removal of the President, Vice President, and other federal civil officers found to have engaged in "treason, bribery, or other high crimes and misdemeanors." This report explains the impeachment process, including its history and the process itself.

The National Museum of the Pacific War presents an oral interview with Cecil Dykes. Dykes volunteered for the Navy in July of 1944. He was trained to become a LCVP crewman on the USS Bosque (APA-135). Dykes traveled to Okinawa and took part in landing troops and ferrying wounded back to the ship. He witnessed several kamikaze attacks. Dykes was aboard the Bosque at Tokyo Bay the day of the surrender and helped land troops from the 1st Cavalry Division for the occupation of Japan. He was discharged 8 June 1946.

Recommended Changes to Specifications for Demand Controlled Ventilation in California's Title 24 Building Energy Efficiency Standards

In demand-controlled ventilation (DCV), rates of outdoor air ventilation are automatically modulated as occupant density varies. The objective is to keep ventilation rates at or above design specifications and code requirements and also to save energy by avoiding excessive ventilation rates. DCV is most often used in spaces with highly variable and sometime dense occupancy. In almost all cases, carbon dioxide (CO{sub 2}) sensors installed in buildings provide the signal to the ventilation rate control system. People produce and exhale CO{sub 2} as a consequence of their normal metabolic processes; thus, the concentrations of CO{sub 2} inside occupied buildings are higher than the concentrations of CO{sub 2} in the outdoor air. The magnitude of the indoor-outdoor CO{sub 2} concentration difference decreases as the building's ventilation rate per person increases. The difference between the indoor and outdoor CO{sub 2} concentration is also a proxy for the indoor concentrations of other occupant-generated bioeffluents, such as body odors. Reviews of the research literature on DCV indicate a significant potential for energy savings, particularly in buildings or spaces with a high and variable occupancy. Authorized Limits for the Release of a 25 Ton Locomotive, Serial Number 21547, at the Area 25 Engine Maintenance, Assembly, and Disassembly Facility, Nevada Test Site, Nevada

This document contains process knowledge and radiological data and analysis to support approval for release of the 25-ton locomotive, Serial Number 21547, at the Area 25 Engine Maintenance, Assembly, and Disassembly (EMAD) Facility, located on the Nevada Test Site (NTS). The 25-ton locomotive is a small, one-of-a-kind locomotive used to move railcars in support of the Nuclear Engine for Rocket Vehicle Application project. This locomotive was identified as having significant historical value by the Nevada State Railroad Museum in Boulder City, Nevada, where it will be used as a display piece. A substantial effort to characterize the radiological conditions of the locomotive was undertaken by the NTS Management and Operations Contractor, National Security Technologies, LLC (NSTec). During this characterization process, seven small areas on the locomotive had contamination levels that exceeded the NTS release criteria (limits consistent with U.S. Department of Energy [DOE] Order DOE O 5400.5, “Radiation Protection of the Public and the Environment”). The decision was made to perform radiological decontamination of these known accessible impacted areas to further the release process. Activation of Air and Utilities in the National Ignition Facility

Detailed 3-D modeling of the NIF facility is developed to accurately simulate the radiation environment within the NIF. Neutrons streaming outside the NIF Target Chamber will activate the air present inside the Target Bay and the Ar gas inside the laser tubes. Smaller levels of activity are also generated in the Switchyard air and in the Ar portion of the SY laser beam path. The impact of neutron activation of utilities located inside the Target Bay is analyzed for variety of shot types. The impact of activating TB utilities on dose received by maintenance personnel post-shot is analyzed. The current NIF facility model includes all important features of the Target Chamber, shielding system, and building configuration. Flow of activated air from the Target Bay is controlled by the HVAC system. The amount of activated Target Bay air released through the stack is very small and does not pose significant hazard to personnel or the environment. Activation of Switchyard air is negligible. Activation of Target Bay utilities result in a manageable dose rate environment post high yield (20 MJ) shots. Alternative Neutron Detection Testing Summary

Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. Most currently deployed radiation portal monitors (RPMs) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large area neutron detector. This type of neutron detector is used in the TSA and other RPMs installed in international locations and in the Ludlum and Science Applications International Corporation RPMs deployed primarily for domestic applications. There is a declining supply of 3He in the world and, thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. These technologies are: 1) Boron trifluoride-filled proportional counters, 2) Boron-lined proportional counters, 3) Lithium-loaded glass fibers, and 4) Coated wavelength-shifting plastic fibers. Laser Intertial Fusion Energy: Neutronic Design Aspects of a Hybrid Fusion-Fission Nuclear Energy System

This study investigates the neutronics design aspects of a hybrid fusion-fission energy system called the Laser Fusion-Fission Hybrid (LFFH). A LFFH combines current Laser Inertial Confinement fusion technology with that of advanced fission reactor technology to produce a system that eliminates many of the negative aspects of pure fusion or pure fission systems. When examining the LFFH energy mission, a significant portion of the United States and world energy production could be supplied by LFFH plants. The LFFH engine described utilizes a central fusion chamber surrounded by multiple layers of multiplying and moderating media. These layers, or blankets, include coolant plenums, a beryllium (Be) multiplier layer, a fertile fission blanket and a graphite-pebble reflector. Each layer is separated by perforated oxide dispersion strengthened (ODS) ferritic steel walls. The central fusion chamber is surrounded by an ODS ferritic steel first wall. The first wall is coated with 250-500 {micro}m of tungsten to mitigate x-ray damage. The first wall is cooled by Li{sub 17}Pb{sub 83} eutectic, chosen for its neutron multiplication and good heat transfer properties. Mapping the Ionization State of Laser-Irradiated Ar Gas Jets With Multi-Wavelength Monochromatic X-Ray Imaging

Two-dimensional monochromatic images of fast-electron stimulated Ar K{alpha} and He-{alpha} x-ray self-emission have recorded a time-integrated map of the extent of Ar{sup {approx}6+} and Ar{sup 16+} ions, respectively, within a high density (10{sup 20} cm{sup -3} atomic density) Ar plasma. This plasma was produced by irradiating a 2 mm wide clustering Ar gas jet with an ultra-high intensity (10{sup 19} W/cm{sup 2}, 200 fs) Ti:Sapphire laser operating at 800 nm. Spherically bent quartz crystals in the 200 (for K{alpha}) and 201 (for He-{alpha}) planes were used as near-normal incidence reflective x-ray optics. We see that a large (830 {micro}m long) region of plasma emits K{alpha} primarily along the laser axis, while the He-{alpha} emission is confined to smaller hot spot (230 {micro}m long) region that likely corresponds to the focal volume of the f/8 laser beam. X-ray spectra from a Bragg spectrometer operating in the von Hamos geometry, which images in one dimension, indicate that the centroids of the K{alpha} and He-{alpha} emission regions are separated by approximately 330 {micro}m along the laser axis.
