Carbide-Derived Carbons with Tunable Porosity Optimized for Hydrogen Storage

On-board hydrogen storage is a key requirement for fuel cell-powered cars and trucks. Porous carbon-based materials can in principle adsorb more hydrogen per unit weight at room temperature than liquid hydrogen at -176 oC. Achieving this goal requires interconnected pores with very high internal surface area, and binding energies between hydrogen and carbon significantly enhanced relative to H2 on graphite. In this project a systematic study of carbide-derived carbons, a novel form of porous carbon, was carried out to discover a high-performance hydrogen sorption material to meet the goal. In the event we were unable to improve on the state of the art in terms of stored hydrogen per unit weight, having encountered the same fundamental limit of all porous carbons: the very weak interaction between H2 and the carbon surface. On the other hand we did discover several strategies to improve storage capacity on a volume basis, which should be applicable to other forms of porous carbon. Heat Pipe Embedded AlSiC Plates for High Conductivity - Low CTE Heat Spreaders

Heat pipe embedded aluminum silicon carbide (AlSiC) plates are innovative heat spreaders that provide high thermal conductivity and low coefficient of thermal expansion (CTE). Since heat pipes are two phase devices, they demonstrate effective thermal conductivities ranging between 50,000 and 200,000 W/m-K, depending on the heat pipe length. Installing heat pipes into an AlSiC plate dramatically increases the plate’s effective thermal conductivity. AlSiC plates alone have a thermal conductivity of roughly 200 W/m-K and a CTE ranging from 7-12 ppm/ deg C, similar to that of silicon. An equivalent sized heat pipe embedded AlSiC plate has effective thermal conductivity ranging from 400 to 500 W/m-K and retains the CTE of AlSiC.

Measurement and Modeling of Blocking Contacts for Cadmium Telluride Gamma Ray Detectors

Gamma ray detectors are important in national security applications, medicine, and astronomy. Semiconductor materials with high density and atomic number, such as Cadmium Telluride (CdTe), offer a small device footprint, but their performance is limited by noise at room temperature; however, improved device design can decrease detector noise by reducing leakage current. This thesis characterizes and models two unique Schottky devices: one with an argon ion sputter etch before Schottky contact deposition and one without. Analysis of current versus voltage characteristics shows that thermionic emission alone does not describe these devices. This analysis points to reverse bias generation current or leakage through an inhomogeneous barrier. Modeling the devices in reverse bias with thermionic field emission and a leaky Schottky barrier yields good agreement with measurements. Also numerical modeling with a finite-element physics-based simulator suggests that reverse bias current is a combination of thermionic emission and generation. This thesis proposes further experiments to determine the correct model for reverse bias conduction. Understanding conduction mechanisms in these devices will help develop more reproducible contacts, reduce leakage current, and ultimately improve detector performance.

Mill Seat Landfill Bioreactor Renewable Green Power (NY)

The project was implemented at the Mill Seat landfill located in the Town of Bergen, Monroe County, New York. The landfill was previously equipped with a landfill gas collection system to collect methane gas produced by the bioreactor landfill and transport it to a central location for end use. A landfill gas to energy facility was also previously constructed at the site, which utilized generator engines, designed to be powered with landfill methane gas, to produce electricity, to be utilized on site and to be sold to the utility grid. The landfill gas generation rate at the site had exceeded the capacity of the existing generators, and the excess landfill gas was therefore being burned at a candlestick flare for destruction. The funded project consisted of the procurement and installation of two (2) additional 800 KW Caterpillar 3516 generator engines, generator sets, switchgear and ancillary equipment.

Private Security Contractors in Iraq and Afghanistan: Legal Issues

This report discusses the legal framework that applies to private security contractors (PSCs) in Iraq and Afghanistan. After presenting a general description of the types of law applicable, including international humanitarian law and relevant status of forces agreements, the report addresses some implications of international law and a multilateral proposal for the adoption of international "best practices" regarding the use of PSCs. The report follows up with a discussion of jurisdiction over PSC personnel in U.S. courts, whether federal or military courts, identifying possible means of prosecuting contractor personnel who are accused of violating the law overseas in the context of U.S. military operations, including a listing of known cases that have occurred or are pending. Finally, the report briefly discusses the possible implication of the roles of private security contractors with respect to inherently governmental functions.

Recent Developments in Neutron Detection and Multiplicity Counting with Liquid Scintillator

For many years at LLNL we have been developing time-correlated neutron detection techniques and algorithms for many applications including Arms Control, Threat Detection and Nuclear Material Assaying. Many of our techniques have been developed specifically for relatively low efficiency (a few %) inherent in the man-portable systems. Historically we used thermal neutron detectors (mainly {sup 3}He) taking advantage of the high thermal neutron interaction cross-sections but more recently we have been investigating fast neutron detection with liquid scintillators and inorganic crystals. We have discovered considerable detection advantages with fast neutron detection as the inherent nano-second production time-scales of fission and neutron induced fission are preserved instead of being lost in neutron thermalization required for thermal neutron detectors. We are now applying fast neutron technology (new fast and portable digital electronics as well as new faster and less hazardous scintillator formulations) to the safeguards regime and faster detector response times and neutron momentum sensitivity show promise in measuring, differentiating and assaying samples that have very high count rates as well as mixed fission sources (e.g. Cm and Pu). A U.S.-centric Chronology of the International Climate Change Negotiations

The Copenhagen conference in December 2009 achieved only mandates to continue negotiating toward the next Conference of the Parties (COP) to be held in Mexico City in December 2010. As a background to these proceedings, this document provides a U.S.-centric chronology of the international policy deliberations to address climate change from 1979-2009. Negotiations underway since 2007 have run on two tracks, the Kyoto Protocol the Convention under the Bali Action Plan. Many in the U.S. Congress are concerned with the goals and obligations that a treaty or other form of agreement might embody. For U.S. legislators, additional issues include the compatibility of any international agreement with U.S. domestic policies and laws; the adequacy of appropriations, fiscal measures, and programs to achieve any commitments under the agreement; and the desirable form of the agreement and related requirements, with a view toward potential Senate ratification of the agreement and federal legislation to assure that U.S. commitments are met.

Boron-Lined Neutron Detector Measurements

PNNL-18938 Revision Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. The currently deployed radiation portal monitors (RPMs) from Ludlum and Science Applications International Corporation (SAIC) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large neutron detector. There is a declining supply of 3He in the world, and thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. Reported here are the results of tests of a newly designed boron-lined proportional counter option. This testing measured the neutron detection efficiency and gamma ray rejection capabilities of two successive prototypes of a system manufactured by GE Reuter Stokes.

Field Demonstration of Carbon Dioxide Miscible Flooding in the Lansing-Kansas City Formation, Central Kansas

A pilot carbon dioxide miscible flood was initiated in the Lansing Kansas City C formation in the Hall Gurney Field, Russell County, Kansas. The reservoir zone is an oomoldic carbonate located at a depth of about 2900 feet. The pilot consists of one carbon dioxide injection well and three production wells. Continuous carbon dioxide injection began on December 2, 2003. By the end of June 2005, 16.19 MM lb of carbon dioxide was injected into the pilot area. Injection was converted to water on June 21, 2005 to reduce operating costs to a breakeven level with the expectation that sufficient carbon dioxide was injected to displace the oil bank to the production wells by water injection. By March 7,2010, 8,736 bbl of oil were produced from the pilot. Production from wells to the northwest of the pilot region indicates that oil displaced from carbon dioxide injection was produced from Colliver A7, Colliver A3, Colliver A14 and Graham A4 located on adjacent leases. About 19,166 bbl of incremental oil were estimated to have been produced from these wells as of March 7, 2010. Natural Fiber Composites: A Review

The need for renewable fiber reinforced composites has never been as prevalent as it currently is. Natural fibers offer both cost savings and a reduction in density when compared to glass fibers. Though the strength of natural fibers is not as great as glass, the specific properties are comparable. Currently natural fiber composites have two issues that need to be addressed: resin compatibility and water absorption. The following preliminary research has investigated the use of Kenaf, Hibiscus cannabinus, as a possible glass replacement in fiber reinforced composites.

Underwater Blast Experiments and Modeling for Shock Mitigation

A simple but novel mitigation concept to enforce standoff distance and reduce shock loading on a vertical, partially-submerged structure is evaluated using scaled aquarium experiments and numerical modeling. Scaled, water tamped explosive experiments were performed using three gallon aquariums. The effectiveness of different mitigation configurations, including air-filled media and an air gap, is assessed relative to an unmitigated detonation using the same charge weight and standoff distance. Experiments using an air-filled media mitigation concept were found to effectively dampen the explosive response of the aluminum plate and reduce the final displacement at plate center by approximately half. The finite element model used for the initial experimental design compares very well to the experimental DIC results both spatially and temporally. Details of the experiment and finite element aquarium models are described including the boundary conditions, Eulerian and Lagrangian techniques, detonation models, experimental design and test diagnostics.
