Biomass Feedstocks for Biopower: Background and Selected Issues

The production of bioenergy - renewable energy derived from biomass - could potentially increase national energy security, reduce greenhouse gas emissions, and contribute to rural economic growth. This report provides analyses of commonly discussed biomass feedstocks and their relative potential for power generation. Additional biopower issues - feedstock accessibility, the biomass power plant carbon-neutrality debate, and unintended consequences of legislative activities to promote bioenergy - are also discussed.

The Uniformed and Overseas Citizens Absentee Voting Act: Overview and Issues

This report discusses the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), under which members of the uniformed services and U.S. citizens who live abroad are eligible to register and vote absentee in federal elections. The report discusses recent improvements to UOCAVA, necessary as teh result of controversy surrounding ballots received in Florida from absentee voters in the 2000 presidential election. The report also discusses related legislation, such as the National Defense Authorization Act for FY2010, which provided for a major overhaul of UOCAVA.

The TANF Emergency Contingency Fund

The American Recovery and Reinvestment Act of 2009 created an Emergency Contingency Fund (ECF) within the Temporary Assistance for Needy Families (TANF) block grant. The fund expired on September 30, 2010. It helped states, Indian tribes, and territories pay for additional costs of providing economic aid to families during the current economic downturn for FY2009 and FY2010. This report describes the TANF ECF as well as proposals offered in 2010 to extend and modify TANF emergency funding.

Recent Developments in High-Harmonic Fast Wave Physics in NSTX

Understanding the interaction between ion cyclotron range of frequency (ICRF) fast waves and the fast-ions created by neutral beam injection (NBI) is critical for future devices such as ITER, which rely on a combination ICRF and NBI. Experiments in NSTX which use 30 MHz High-Harmonic Fast-Wave (HHFW) ICRF and NBI heating show a competition between electron heating via Landau damping and transit-time magnetic pumping, and radio-frequency wave acceleration of NBI generated fast ions. Understanding and mitigating some of the power loss mechanisms outside the last closed flux surface (LCFS) has resulted in improved HHFW heating inside the LCFS. Nevertheless a significant fraction of the HHFW power is diverted away from the enclosed plasma. Part of this power is observed locally on the divertor. Experimental observations point toward the radio-frequency (RF) excitation of surface waves, which disperse wave power outside the LCFS, as a leading loss mechanism. Lithium coatings lower the density at the antenna, thereby moving the critical density for perpendicular fast-wave propagation away from the antenna and surrounding material surfaces. Legal Protections for Subcontractors on Federal Prime Contracts

This report provides an overview of the payment and other protections for subcontractors on certain federal prime contracts under the Miller Act, the 1988 amendments to the Prompt Payment Act, and the Small Business Act. Congress enacted these statutes to give subcontractors rights and remedies they would not otherwise have because of legal doctrines relating to sovereign immunity, privity of contract, and freedom to contract. The report also discusses legislation introduced in the 111th Congress that would provide additional protections for subcontractors.
