USDA Crop Disaster Programs: Lessons Learned Can Improve Implementation of New Crop Assistance Program

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Department of Agriculture's (USDA) Farm Service Agency (FSA) provides programs to help farmers recover financially from natural disasters. Congress has historically supplemented these programs with ad hoc programs that pay farmers who experienced crop losses. The 2008 farm bill established a program through 2011 to pay farmers who lose crops. To receive these payments, farmers must purchase coverage under federal crop insurance or the Noninsured Crop Disaster Assistance Program, and receive claims payments for losses. GAO was asked to evaluate (1) how FSA administered the crop disaster programs for losses from 2001 through 2007 and the results of payments under these programs and (2) what lessons FSA can learn from the previous crop disaster programs to manage its new crop disaster program. GAO reviewed statutes, regulations, and guidance; analyzed USDA data; and interviewed USDA officials."

On May 2, 2010, the Eurozone member states and the International Monetary Fund (IMF) announced an unprecedented €110 billion (about $145 billion) financial assistance package for Greece. The following week, on May 9, 2010, EU leaders announced that they would make an additional €500 billion (about $636 billion) in financial assistance available to vulnerable European countries, and suggested that the IMF could contribute up to an additional €220 billion to €250 billion (about $280 billion to $318 billion). Detection of Nuclear Weapons and Materials: Science, Technologies, Observations

The United States currently uses several types of nuclear detection equipment. All have significant shortcomings. Some work only at very short range; some cannot identify the material emitting radiation, which can lead to false alarms and interrupt commerce; some depend on operator skill, and may be defeated by a clever smuggler or a sleepy operator; and some are easily defeated by shielding. In an effort to overcome such problems, Congress has funded a pipeline of advanced-technology research, development, and acquisition. This report seeks to help Congress understand this technology. It discusses the science of detecting nuclear weapons and materials, describes nine advanced U.S. technologies selected to illustrate the range of projects in the pipeline, and offers observations for Congress.

In November 2007, Senator Barack Obama announced his intention, if elected President, to appoint a federal chief technology officer (CTO). On April 18, 2009, President Obama appointed Virginia Secretary of Technology, Aneesh P. Chopra, to serve as "America's Chief Technology Officer." This report presents President Obama's vision for the CTO position put forth during his campaign for the presidency and during the presidential transition. It also discusses the potential scope of duties and authorities of the CTO, articulates organizational precedents and challenges for the CTO, reviews some of the activities undertaken by Aneesh Chopra during his tenure as CTO, and identifies issues Congress may choose to consider if it opts to exert oversight or to develop legislation to create the position and/or office of the CTO.

Novel Sorption Enhanced Reaction Process for Simultaneous Production of CO2 and H2 from Synthesis Gas Produced by Coal Gasification

The goal of this project is to evaluate the extensive feasibility of a novel concept called Thermal Swing Sorption Enhanced Reaction (TSSER) process to simultaneously produce H{sub 2} and CO{sub 2} as a single unit operation in a sorber-reactor. The successful demonstration of the potential feasibility of the TSSER concept implies that it is worth pursuing further development of the idea. This can be done by more extensive evaluation of the basic sorptive properties of the CO{sub 2} chemisorbents at realistic high pressures and by continuing the experimental and theoretical study of the TSSER process. This will allow us to substantiate the assumptions made during the preliminary design and evaluation of the process and firm up the initial conclusions. The task performed under this project consists of (i) retrofitting an existing single column sorption apparatus for measurement of high pressure CO{sub 2} sorption characteristics, (ii) measurement of high pressure CO{sub 2} chemisorption equilibria, kinetics and sorption-desorption column dynamic characteristics under the conditions of thermal swing operation of the TSSER process, (iii) experimental evaluation of the individual steps of the TSSER process (iv) development of extended mathematical model for simulating cyclic continuous operation of TSSER to aid in process scale-up and …
