2 x 2 Polyethylene Reflected and Moderated Highly Enriched Uranium System with Rhenium

The 2 × 2 array HEU-Re experiment was performed on the Planet universal critical assembly machine on November 4th, 2003 at the Los Alamos Critical Experiments Facility (LACEF) at Los Alamos National Laboratory (LANL). For this experiment, there were 10 ½ units, each full unit containing four HEU foils and two rhenium foils. The top unit contained only two HEU foils and two rhenium foils. A total of 42 HEU foils were used for this experiment. Rhenium is a desirable cladding material for space nuclear power applications. This experiment consisted of HEU foils interleaved with rhenium foils and is moderated and reflected by polyethylene plates. A unit consisted of a polyethylene plate, which has a recess for rhenium foils, and four HEU foils in a single layer in the top recess of each polyethylene plate. The Planet universal criticality assembly machine has been previously used in experiments containing HEU foils interspersed with SiO2 (HEU-MET-THERM-001), Al (HEU-MET-THERM-008), MgO (HEU-MET-THERM-009), Gd foils (HEU-MET-THERM-010), 2 × 2 × 26 Al (HEU-MET-THERM-012), Fe (HEU-MET-THERM-013 and HEU-MET-THERM-015), 2 × 2 × 23 SiO2 (HEU-MET-THERM-014), 2 × 2 × 11 hastalloy plates (HEU-MET-THERM-016), and concrete (HEU-MET-THERM-018). 4-wave mixing for phase-matching free nonlinear optics in quantum cascade structures : LDRD 08-0346 final report.

Optical nonlinearities and quantum coherences have the potential to enable efficient, high-temperature generation of coherent THz radiation. This LDRD proposal involves the exploration of the underlying physics using intersubband transitions in a quantum cascade structure. Success in the device physics aspect will give Sandia the state-of-the-art technology for high-temperature THz quantum cascade lasers. These lasers are useful for imaging and spectroscopy in medicine and national defense. Success may have other far-reaching consequences. Results from the in-depth study of coherences, dephasing and dynamics will eventually impact the fields of quantum computing, optical communication and cryptology, especially if we are successful in demonstrating entangled photons or slow light. An even farther reaching development is if we can show that the QC nanostructure, with its discrete atom-like intersubband resonances, can replace the atom in quantum optics experiments. Having such an 'artificial atom' will greatly improve flexibility and preciseness in experiments, thereby enhancing the discovery of new physics. This is because we will no longer be constrained by what natural can provide. Rather, one will be able to tailor transition energies and optical matrix elements to enhance the physics of interest. 6-D weak-strong beam-beam simulation study of proton lifetime in presence of head-on beam-beam compensation in the RHIC

In this note we summarize the calculated particle loss of a proton bunch in the presence of head-on beam-beam compensation in the Relativistic Heavy Ion Collider (RHIC). To compensate the head-on beam-beam effect in the RHIC 250 GeV polarized proton run, we are introducing a DC electron beam with the same transverse profile as the proton beam to collide with the proton beam. Such a device is called an electron lens (e-lens). In this note we first present the optics and beam parameters and the tracking setup. Then we calculate and compare the particle loss of a proton bunch with head-on beam-beam compensation, phase advance of k{pi} between IP8 and the center of the e-lens and second order chromaticity correction. We scanned the proton beam's linear chromaticity, working point and bunch intensity. We also scanned the electron beam's intensity, transverse beam size. The effect of the electron-proton transverse offset in the e-lens was studied. In the study 6-D weak-strong beam-beam interaction model a la Hirata is used for proton collisions at IP6 and IP8. The e-lens is modeled as 8 slices. Each slice is modeled with as drift - (4D beam-beam kick) - drift.

80 and 100 Meter Wind Energy Resource Potential for the United States (Poster)

Accurate information about the wind potential in each state is required for federal and state policy initiatives that will expand the use of wind energy in the United States. The National Renewable Energy Laboratory (NREL) and AWS Truewind have collaborated to produce the first comprehensive new state-level assessment of wind resource potential since 1993. The estimates are based on high-resolution maps of predicted mean annual wind speeds for the contiguous 48 states developed by AWS Truewind. These maps, at spatial resolution of 200 meters and heights of 60 to 100 meters, were created with a mesoscale-microscale modeling technique and adjusted to reduce errors through a bias-correction procedure involving data from more than 1,000 measurement masts. NREL used the capacity factor maps to estimate the wind energy potential capacity in megawatts for each state by capacity factor ranges. The purpose of this presentation is to (1) inform state and federal policy makers, regulators, developers, and other stakeholders on the availability of the new wind potential information that may influence development, (2) inform the audience of how the new information was derived, and (3) educate the audience on how the information should be interpreted in developing state and federal policy initiatives.

100-NR-2 Apatite Treatability Test: High-Concentration Calcium-Citrate-Phosphate Solution Injection for In Situ Strontium-90 Immobilization

Following an evaluation of potential strontium-90 (90Sr) treatment technologies and their applicability under 100-NR-2 hydrogeologic conditions, the U.S. Department of Energy (DOE), Fluor Hanford, Inc. (now CH2M Hill Plateau Remediation Company [CHPRC]), Pacific Northwest National Laboratory, and the Washington State Department of Ecology agreed that the long-term strategy for groundwater remediation at the 100-N Area should include apatite as the primary treatment technology. This agreement was based on results from an evaluation of remedial alternatives that identified the apatite permeable reactive barrier (PRB) technology as the approach showing the greatest promise for reducing 90Sr flux to the Columbia River at a reasonable cost. This letter report documents work completed to date on development of a high-concentration amendment formulation and initial field-scale testing of this amendment solution.

120-mm superconducting quadrupole for interaction regions of hadron colliders

Magnetic and mechanical designs of a Nb{sub 3}Sn quadrupole magnet with 120-mm aperture suitable for interaction regions of hadron colliders are presented. The magnet is based on a two-layer shell-type coil and a cold iron yoke. Special spacers made of a low-Z material are implemented in the coil mid-planes to reduce the level of radiation heat deposition and radiation dose in the coil. The quadrupole mechanical structure is based on aluminum collars supported by an iron yoke and a stainless steel skin. Magnet parameters including maximum field gradient and field harmonics, Nb3Sn coil pre-stress and protection at the operating temperatures of 4.5 and 1.9 K are reported. The level and distribution of radiation heat deposition in the coil and other magnet components are discussed.

2001 New York State NHTS: Travel Patterns of Special Populations

Policymakers rely on transportation statistics, including data on personal travel behavior, to formulate strategic transportation policies, and to improve the safety and efficiency of the U.S. transportation system. Data on personal travel trends are needed to examine the reliability, efficiency, capacity, and flexibility of the Nation's transportation system to meet current demands and accommodate future demands; to assess the feasibility and efficiency of alternative congestion-alleviating technologies (e.g., high-speed rail, magnetically levitated trains, intelligent vehicle and highway systems); to evaluate the merits of alternative transportation investment programs; and to assess the energy-use and air-quality impacts of various policies. To address these data needs, the U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel. The 1969 survey was the first Nationwide Personal Transportation Survey (NPTS). The survey was conducted again in 1977, 1983, 1990, 1995, and 2001. Data on daily travel were collected in 1969, 1977, 1983, 1990 and 1995. Longer-distance travel was collected in 1977 and 1995. The 2001 National Household Travel Survey (NHTS) collected both daily and longer-distance trips in one survey. Responsibility for the environmental site restoration of CNTA was transferred from the DOE Office of Environmental Management to LM on October 1, 2006. The environmental restoration process and corrective action strategy for CAU 443 are conducted in accordance with the Federal Facility Agreement and Consent Order entered into by DOE, the U.S. Department of Defense, and the State of Nevada. The corrective action strategy for the site includes proof-of-concept monitoring in support of site closure. This report summarizes investigation activities associated with CAU 443 that were conducted at the site from October 2008 through December 2009. The emissions of radionuclides from Department of Energy Facilities such as Los Alamos National Laboratory (LANL) are regulated by the Amendments to the Clean Air Act of 1990, National Emissions Standards for Hazardous Air Pollutants (40 CFR 61 Subpart H). These regulations established an annual dose limit of 10 mrem to the maximally exposed member of the public attributable to emissions of radionuclides. This document describes the emissions of radionuclides from LANL and the dose calculations resulting from these emissions for calendar year 2009. This report meets the reporting requirements established in the regulations.

2009 Lobbying Disclosure: Observations on Lobbyists' Compliance with Disclosure Requirements

A letter report issued by the Government Accountability Office with an abstract that begins "The Honest Leadership and Open Government Act of 2007 amended the Lobbying Disclosure Act of 1995 (LDA). This is GAO's third report in response to the LDA's requirement for GAO to annually (1) determine the extent to which lobbyists can demonstrate compliance with the LDA by providing support for information on their registrations and reports, (2) identify challenges and potential improvements to compliance for registered lobbyists, and (3) describe the efforts the U.S. Attorney's Office for the District of Columbia (the Office) has made to improve its enforcement of the LDA. GAO reviewed a random sample of 134 lobbying disclosure reports filed from the fourth quarter of calendar year 2008 through the third quarter of calendar year 2009. GAO also selected two random samples of federal political campaign contributions reports from year-end 2008 through midyear 2009. GAO sampled 100 reports listing contributions and 100 reports listing no contributions. This methodology allowed GAO to generalize to the population of 53,756 disclosure reports, 10,928 contributions reports, and 22,572 reports with no contributions. The U.S. Department of Energy (DOE) Solar Energy Technologies Program (SETP) conducted a 2009 Technical Risk and Uncertainty Analysis to better assess its cost goals for concentrating solar power (CSP) and photovoltaic (PV) systems, and to potentially rebalance its R&D portfolio. This report details the methodology, schedule, and results of this technical risk and uncertainty analysis.
