Acceptance sampling using judgmental and randomly selected samples

We present a Bayesian model for acceptance sampling where the population consists of two groups, each with different levels of risk of containing unacceptable items. Expert opinion, or judgment, may be required to distinguish between the high and low-risk groups. Hence, high-risk items are likely to be identifed (and sampled) using expert judgment, while the remaining low-risk items are sampled randomly. We focus on the situation where all observed samples must be acceptable. Consequently, the objective of the statistical inference is to quantify the probability that a large percentage of the unsampled items in the population are also acceptable. We demonstrate that traditional (frequentist) acceptance sampling and simpler Bayesian formulations of the problem are essentially special cases of the proposed model. We explore the properties of the model in detail, and discuss the conditions necessary to ensure that required samples sizes are non-decreasing function of the population size. The method is applicable to a variety of acceptance sampling problems, and, in particular, to environmental sampling where the objective is to demonstrate the safety of reoccupying a remediated facility that has been contaminated with a lethal agent.

Executive Order 13166 (August 11, 2000) directs each federal agency to improve access to federal programs and services for persons with limited English proficiency (LEP). Using guidance issued by DOJ, agencies are generally required to develop recipient guidance and/or an LEP plan outlining steps for ensuring that LEP persons can access federal services and programs. As requested, GAO (1) determined which agencies have completed their recipient guidance and LEP plan, (2) assessed the extent to which the selected agencies have implemented the Executive Order consistent with DOJ's guidance, and (3) examined DOJ's and the three selected agencies' efforts to enhance collaboration. GAO analyzed the Executive Order and agencies' recipient guidance and plans posted on LEP.gov; selected the IRS, FEMA, and SBA for this review because of the amount and significance of their interaction with LEP persons; and reviewed documentation of agencies' collaborative efforts to provide access to federal services. Accident source terms for pressurized water reactors with high-burnup cores calculated using MELCOR 1.8.5.

In this study, risk-significant pressurized-water reactor severe accident sequences are examined using MELCOR 1.8.5 to explore the range of fission product releases to the reactor containment building. Advances in the understanding of fission product release and transport behavior and severe accident progression are used to render best estimate analyses of selected accident sequences. Particular emphasis is placed on estimating the effects of high fuel burnup in contrast with low burnup on fission product releases to the containment. Supporting this emphasis, recent data available on fission product release from high-burnup (HBU) fuel from the French VERCOR project are used in this study. The results of these analyses are treated as samples from a population of accident sequences in order to employ approximate order statistics characterization of the results. These trends and tendencies are then compared to the NUREG-1465 alternative source term prescription used today for regulatory applications. In general, greater differences are observed between the state-of-the-art calculations for either HBU or low-burnup (LBU) fuel and the NUREG-1465 containment release fractions than exist between HBU and LBU release fractions. Accounting for Global Climate Model Projection Uncertainty in Modern Statistical Downscaling

Future climate change has emerged as a national and a global security threat. To carry out the needed adaptation and mitigation steps, a quantification of the expected level of climate change is needed, both at the global and the regional scale; in the end, the impact of climate change is felt at the local/regional level. An important part of such climate change assessment is uncertainty quantification. Decision and policy makers are not only interested in 'best guesses' of expected climate change, but rather probabilistic quantification (e.g., Rougier, 2007). For example, consider the following question: What is the probability that the average summer temperature will increase by at least 4 C in region R if global CO{sub 2} emission increases by P% from current levels by time T? It is a simple question, but one that remains very difficult to answer. It is answering these kind of questions that is the focus of this effort. Achieving Energy Savings with Highly-Controlled Lighting in an Open-Plan Office

An installation in a Federal building tested the effectiveness of a highly-controlled, workstation-specific lighting retrofit. The study took place in an open-office area with 86 cubicles and low levels of daylight. Each cubicle was illuminated by a direct/indirectpendant luminaire with three 32 watt lamps, two dimmable DALI ballasts, and an occupancy sensor. A centralized control system programmed all three lamps to turn on and off according to occupancy on a workstation-by-workstation basis. Field measurements taken over the course of several monthsdemonstrated 40% lighting energy savings compared to a baseline without advanced controls that conforms to GSA's current retrofit standard. A photometric analysis found that the installation provided higher desktop light levels than the baseline, while an occupant survey found that occupants in general preferred the lighting system to thebaseline.Simple payback is fairly high; projects that can achieve lower installation costs and/or higher energy savings and those in which greenhouse gas reduction and occupant satisfaction are significant priorities provide the ideal setting for workstation-specific lighting retrofits.

Acoustic Doppler Current Profiler Surveys of Velocity Downstream of Albeni Falls Dam

The U.S. Army Corps of Engineers (USACE), Seattle District, is studying the potential to locate fish bypass systems at Albeni Falls Dam. The USACE requested Pacific Northwest National Laboratory (PNNL) to survey velocity magnitude and direction in the dam tailrace. The empirical data collected will be used to support future numerical modeling, physical modeling, and evaluation of fish bypass system alternatives. In May 2010, PNNL conducted velocity surveys of the Albeni Falls Dam using a boat-mounted acoustic Doppler current profiler. The surveys were conducted over three days (May 25 through 27). During the survey period, total river discharge at the dam varied between 30.2 and 31.0 kcfs. A small amount of spill discharge, 2 kcfs, was present on two days (May 26 and 27). This report presents data plots showing measured velocity direction and magnitude averaged over the entire depth and over 5-ft depth increments from 5 to 30 ft.

Activated Corrosion Product Analysis. Analytical Approach.

The presence of activated corrosion products (ACPs) in a water cooling system is a key factor in the licensing of ITER and affects nuclear classification, which governs design and operation. The objective of this study is to develop a method to accurately estimate radionuclide concentrations during ITER operation in support of nuclear classification. A brief overview of the PACTITER numerical code, which is currently used for ACP estimation, is presented. An alternative analytical approach for calculation of ACPs, which can also be used for validation of existing numerical codes, including PACTITER, has been proposed. A continuity equation describing the kinetics of accumulation of radioactive isotopes in a water cooling system in the form of a closed ring has been formulated, taking into account the following processes: production of radioactive elements and their decay, filtration, and ACP accumulation in filter system. Additional work is needed to more accurately assess the ACP inventory in the cooling water system, including more accurate simulation of the Tokamak cooling water system (TCWS) operating cycle and consideration of material corrosion, release, and deposition rates.

We have developed an activation procedure by which the reactivity to CO{sub 2}, a principal cause of yield decay for GaAs photocathodes, is greatly reduced. The use of a second alkali in the activation process is responsible for the increased immunity of the activated surface. The best immunity was obtained by using a combination of Cs and Li without any loss in near bandgap yield. Optimally activated photocathodes have nearly equal quantities of both alkalis.

Activation Layer Stabilization of High Polarization Photocathodes in Sub-Optimal RF Gun Environments

Specific activation recipes for bulk, 100 nm thick MBE grown and high polarization III-V photocathode material have been developed which mitigate the effects of exposure to background gasses. Lifetime data using four representative gasses were acquired for bulk GaAs, 100 nm unstrained GaAs and strained superlattice GaAs/GaAsP, all activated both with Cs and then Cs and Li (bi-alkali). Each photoemitter showed marked resilience improvement when activated using the bi-alkali recipe compared to the standard single alkali recipe. A dual alkali activation system at SLAC was constructed, baked and commissioned with the purpose of performing spin-polarization measurements on electrons emitted from the bi-alkali activated surfaces. An end station at SSRL was configured with the required sources for energy resolved photoemission measurements on the bi-alkali activated and CO2 dosed surfaces. The bi-alkali recipes were successfully implemented at SLAC/SSRL. Measurements at SLAC of the photoelectron spin-polarization from the modified activation surface showed no sign of a change in value compared to the standard activated material, i.e., no ill effects. Analysis of photoemission data indicates that the addition of Li to the activation layer results in a multi-layer structure. Active infrared materials for beam steering.

The mid-infrared (mid-IR, 3 {micro}m -12 {micro}m) is a highly desirable spectral range for imaging and environmental sensing. We propose to develop a new class of mid-IR devices, based on plasmonic and metamaterial concepts, that are dynamically controlled by tunable semiconductor plasma resonances. It is well known that any material resonance (phonons, excitons, electron plasma) impacts dielectric properties; our primary challenge is to implement the tuning of a semiconductor plasma resonance with a voltage bias. We have demonstrated passive tuning of both plasmonic and metamaterial structures in the mid-IR using semiconductors plasmas. In the mid-IR, semiconductor carrier densities on the order of 5E17cm{sup -3} to 2E18cm{sup -3} are desirable for tuning effects. Gate control of carrier densities at the high end of this range is at or near the limit of what has been demonstrated in literature for transistor style devices. Combined with the fact that we are exploiting the optical properties of the device layers, rather than electrical, we are entering into interesting territory that has not been significantly explored to date.

Adagio 4.16 user<U+2019>s guide.

Adagio is a three-dimensional, implicit solid mechanics code with a versatile element library, nonlinear material models, and capabilities for modeling large deformation and contact. Adagio is a parallel code, and its nonlinear solver and contact capabilities enable scalable solutions of large problems. It is built on the SIERRA Framework [1, 2]. SIERRA provides a data management framework in a parallel computing environment that allows the addition of capabilities in a modular fashion. The Adagio 4.16 User's Guide provides information about the functionality in Adagio and the command structure required to access this functionality in a user input file. This document is divided into chapters based primarily on functionality. For example, the command structure related to the use of various element types is grouped in one chapter; descriptions of material models are grouped in another chapter. The input and usage of Adagio is similar to that of the code Presto [3]. Presto, like Adagio, is a solid mechanics code built on the SIERRA Framework. The primary difference between the two codes is that Presto uses explicit time integration for transient dynamics analysis, whereas Adagio is an implicit code.
