Engaging Foreign Audiences: Assessment of Public Diplomacy Platforms Could Help Improve State Department Plans to Expand Engagement

A letter report issued by the Government Accountability Office with an abstract that begins "Following budget cuts and attacks against U.S. embassies in the 1990s, the Department of State (State) began to close some public diplomacy facilities, such as American libraries, and move others onto secure embassy compounds. As a result, the number of visitors to these facilities declined and face-to-face interaction with foreign publics became more difficult. To improve its engagement with foreign audiences, State's new public diplomacy strategic framework calls for expanding outreach platforms. GAO was asked to (1) describe the outreach platforms State uses overseas, (2) examine the challenges and opportunities related to these platforms, (3) review State's plans for these platforms, and (4) assess the extent to which State has evaluated these platforms. GAO analyzed State's public diplomacy framework and planning documents; interviewed State officials; and conducted fieldwork in Brazil, China, and Indonesia. We selected these locations based on the mix of existing and planned platforms."

No. 110-315, mandated GAO to study the financial and compliance audits and reviews required or conducted for the Federal Family Education Loan (FFEL) program and the Federal Direct Student Loan (DL) program. The Department of Education's (Education) Office of Federal Student Aid is responsible for administering these programs. This report focuses on (1) identifying differences and similarities in audit requirements and oversight procedures for the FFEL and DL programs, including anticipated changes to selected oversight activities and (2) describing how the Office of Federal Student Aid's policies and procedures are designed to monitor audits and reviews. To do so, GAO interviewed Education and inspector general officials and reviewed numerous audit guides, agency procedures, checklists, and audit tracking systems."

Drug Control: DOD Needs to Improve Its Performance Measurement System to Better Manage and Oversee Its Counternarcotics Activities

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) leads detection and monitoring of aerial and maritime transit of illegal drugs into the United States in support of law enforcement agencies. DOD reported resources of more than $1.5 billion for fiscal year 2010 to support its counternarcotics activities. Congress mandated GAO report on DOD's counternarcotics performance measurement system. Specifically, this report addresses the extent to which (1) DOD's counternarcotics performance measurement system enables DOD to track progress and (2) DOD uses performance information from its counternarcotics performance measurement system to manage its activities. GAO analyzed relevant DOD performance and budget documents, and discussed these efforts with officials from DOD and the Office of National Drug Control Policy (ONDCP)."

The Merida Initiative, announced in 2007, provides about $1.6 billion in law enforcement support to Mexico and Central American countries. The Department of State (State) manages the Initiative while other U.S. agencies play key roles in implementation. This report examines (1) the status of Merida program implementation; (2) State's strategy for implementation; and (3) coordination mechanisms in place for Merida. To address these objectives, GAO reviewed agency documents; interviewed officials at State, the U.S. Agency for International Development (USAID), the Department of Defense, and other relevant agencies; and conducted fieldwork in Mexico and Central America."

The objective of the project was to study both theoretically and experimentally the excitation, recombination and transport properties required for nanostructured solar cells to deliver energy conversion efficiencies well in excess of conventional limits. These objectives were met by concentrating on three key areas, namely, investigation of physical mechanisms present in nanostructured solar cells, characterization of loss mechanisms in nanostructured solar cells and determining the properties required of nanostructured solar cells in order to achieve high efficiency and the design implications.

THE USE OF DI WATER TO MITIGATE DUSTING FOR ADDITION OF DWPF FRIT TO THE SLURRY MIX EVAPORATOR

The Defense Waste Processing Facility (DPWF) presently is in the process to determine means to reduce water utilization in the Slurry Mix Evaporator (SME) process, thus reducing effluent and processing times. The frit slurry addition system mixes the dry frit with water, yielding approximately a 50 weight percent slurry containing frit and the other fraction water. This slurry is discharged into the SME and excess water is removed via boiling. To reduce this water load to the SME, DWPF has proposed using a pneumatic system in conveying the frit to the SME, in essence a dry delivery system. The problem associated with utilizing a dry delivery system with the existing frit is the generation of dust when discharged into the SME. The use of water has been shown to be effective in the mining industry as well in the DOE complex to mitigate dusting. The method employed by SRNL to determine the quantity of water to mitigate dusting in dry powders was effective, between a lab and bench scale tests.
