ALTERNATIVE AND ENHANCED CHEMICAL CLEANING: CORROSION STUDIES RESULTS: FY2010

Due to the need to close High Level Waste storage tanks, chemical cleaning methods are needed for the removal of sludge heel materials remaining at the completion of mechanical tank cleaning efforts. Oxalic acid is considered the preferred cleaning reagent for heel dissolution of iron-based sludge. However, the large quantity of chemical reagents added to the tank farm from oxalic acid based cleaning has significant downstream impacts. Optimization of the oxalic acid cleaning process can potentially reduce the downstream impacts from chemical cleaning. To optimize oxalic acid usage, a detailed understanding of the chemistry of oxalic acid based sludge dissolution is required. Additionally, other acidic systems may be required for specific waste components that have low solubility in oxalic acid, and as a means to reduce oxalic acid usage in general. Electrochemical corrosion studies were conducted with 1 wt. % oxalic acid at mineral acid concentrations above and below the optimal conditions for this oxalic acid concentration. Testing environments included pure reagents, pure iron and aluminum phases, and sludge simulants. Mineral acid concentrations greater than 0.2 M and temperatures greater than 50 C result in unacceptably high corrosion rates. Results showed that manageable corrosion rates of carbon steel can be …

Animal Identification and Traceability: Overview and Issues

This report provides a summary of current developments in the U.S. Department of Agriculture's (USDA's) effort to establish a national animal traceability capacity with the intended goal of being able to rapidly identify and respond to an animal disease outbreak. National animal identification and traceability appear to have substantial economic value, yet federal proposals have proven controversial among certain segments of the U.S. cattle industry. This report provides background on animal ID and traceability in general, and the development of the current U.S. system of animal ID and traceability in particular. In addition, it reviews the claims and counter-claims of proponents and opponents of a national animal ID system, and describes many of the unresolved issues related to program development. Finally, two appendixes offer a brief chronology of the development of the U.S. National Animal Identification System (NAIS) and its successor program, and a brief description of the major international organizations involved in setting standards and rules for animal health and trade in animal products, along with summary descriptions of animal ID and traceability programs found in other major livestock producer and consumer countries.

Auto Industry: Lessons Learned from Cash for Clunkers Program

A letter report issued by the Government Accountability Office with an abstract that begins "In July and August 2009, the federal government implemented the Consumer Assistance to Recycle and Save (CARS) program, or "Cash for Clunkers," a temporary vehicle retirement program that offered consumers a monetary credit ($3,500 or $4,500) to trade in an older vehicle for a new, more fuel-efficient one. The National Highway Traffic Safety Administration (NHTSA) was responsible for administering the program, and GAO was required to review the program's administration. This report examines (1) what is known to date about the extent to which the CARS program achieved its objectives; (2) what stakeholders' experiences were with the CARS program; and (3) how the CARS program compares to other selected domestic and international vehicle retirement programs. To address these issues, GAO reviewed the CARS legislation and implementing regulations, a required NHTSA report to Congress on the program's efficacy, and CARS program transaction data. GAO also contacted officials from NHTSA and the Environmental Protection Agency (EPA); representatives of industry organizations and academics; as well as CARS program stakeholders, including representatives from consumer groups, scrap and salvage industries, automobile manufacturers, vehicle dealerships, and charities. A letter report issued by the Government Accountability Office with an abstract that begins "Ice formation on aircraft can disrupt the smooth flow of air over the wings and prevent the aircraft from taking off or decrease the pilot's ability to maintain control of the aircraft. Takeoff and landing operations can also be risky in winter weather. Despite persistent efforts by the Federal Aviation Administration (FAA) and others to mitigate icing risks, icing remains a serious concern. GAO reviewed (1) the extent to which commercial airplanes have experienced accidents and incidents related to icing, (2) FAA's inspection and enforcement activities related to icing, (3) the efforts of FAA and others to improve safety in winter weather, and (4) the challenges that continue to affect aviation safety in winter weather. GAO analyzed data obtained from FAA, the National Transportation Safety Board (NTSB), the National Aeronautics and Space Administration (NASA), and others. Background and Derivation of ANS-5.4 Standard Fission Product Release Model

This background report describes the technical basis for the newly proposed American Nuclear Society (ANS) 5.4 standard, Methods for Calculating the Fractional Release of Volatile Fission Products from Oxide Fuels. The proposed ANS 5.4 standard provides a methodology for determining the radioactive fission product releases from the fuel for use in assessing radiological consequences of postulated accidents that do not involve abrupt power transients. When coupled with isotopic yields, this method establishes the 'gap activity,' which is the inventory of volatile fission products that are released from the fuel rod if the cladding are breached.
