100-KE REACTOR CORE REMOVAL PROJECT ALTERNATIVE ANALYSIS WORKSHOP REPORT

On December 15-16, 2009, a 100-KE Reactor Core Removal Project Alternative Analysis Workshop was conducted at the Washington State University Consolidated Information Center, Room 214. Colburn Kennedy, Project Director, CH2M HILL Plateau Remediation Company (CHPRC) requested the workshop and Richard Harrington provided facilitation. The purpose of the session was to select the preferred Bio Shield Alternative, for integration with the Thermal Shield and Core Removal and develop the path forward to proceed with project delivery. Prior to this workshop, the S.A. Robotics (SAR) Obstruction Removal Alternatives Analysis (565-DLV-062) report was issued, for use prior to and throughout the session, to all the team members. The multidisciplinary team consisted ofrepresentatives from 100-KE Project Management, Engineering, Radcon, Nuclear Safety, Fire Protection, Crane/Rigging, SAR Project Engineering, the Department of Energy Richland Field Office, Environmental Protection Agency, Washington State Department of Ecology, Defense Nuclear Facility Safety Board, and Deactivation and Decommission subject matter experts from corporate CH2M HILL and Lucas. Appendix D contains the workshop agenda, guidelines and expectations, opening remarks, and attendance roster going into followed throughout the workshop. 2009 Annual Summary Report for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site, Nye County, Nevada: Review of the Performance Assessments and Composite Analysis

The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office performed an annual review of the Area 3 and Area 5 Radioactive Wate Management Site (RWMS) Performance Assessments (PAs) and Composite Analyses (CAs) in fiscal year (FY) 2009. This annual summary report presents data and conclusions from the FY 2009 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada Test Site relevant to the sources of residual radioactive material that are considered in the CAs, the land-use planning, and the results of the environmental monitoring and R&D activities were reviewed to determine the adequacy of the CAs.

Advanced Accessory Power Supply Topologies

This Cooperative Research and Development Agreement (CRADA) began December 8, 2000 and ended September 30, 2009. The total funding provided by the Participant (General Motors Advanced Technology Vehicles [GM]) during the course of the CRADA totaled $1.2M enabling the Contractor (UT-Battelle, LLC [Oak Ridge National Laboratory, a.k.a. ORNL]) to contribute significantly to the joint project. The initial task was to work with GM on the feasibility of developing their conceptual approach of modifying major components of the existing traction inverter/drive to develop low cost, robust, accessory power. Two alternate methods for implementation were suggested by ORNL and both were proven successful through simulations and then extensive testing of prototypes designed and fabricated during the project. This validated the GM overall concept. Moreover, three joint U.S. patents were issued and subsequently licensed by GM. After successfully fulfilling the initial objective, the direction and duration of the CRADA was modified and GM provided funding for two additional tasks. The first new task was to provide the basic development for implementing a cascaded inverter technology into hybrid vehicles (including plug-in hybrid, fuel cell, and electric). Afghanistan and Iraq: DOD Should Improve Adherence to Its Guidance on Open Pit Burning and Solid Waste Management

A letter report issued by the Government Accountability Office with an abstract that begins "From the start of military operations in Afghanistan and Iraq, the U.S. military and its contractors have burned solid waste in open burn pits on or near military bases. According to the Department of Defense (DOD), burn pit emissions can potentially harm human health. U.S. Central Command (CENTCOM) guidance directs the military's use of burn pits, and the Department of Veterans' Affairs (VA) provides healthcare and other benefits to veterans and their families. GAO was asked to report on the (1) extent of open pit burning in Afghanistan and Iraq, and whether the military has followed its guidance; (2) alternatives to burn pits, and whether the military has examined them; and (3) extent of efforts to monitor air quality and potential health impacts. GAO visited four burn pits in Iraq, reviewed DOD data on burn pits, and consulted DOD and VA officials and other experts. GAO was unable to visit burn pits in Afghanistan."

Since 2002, the United States Agency for International Development (USAID) and the Department of Defense (DOD) have awarded $250 million for water projects. This report examines (1) the alignment of U.S. water goals and projects with Afghan water-sector development goals; (2) U.S. agencies' coordination of water-sector efforts among themselves, with the Afghan government and the donor community; (3) U.S. efforts to manage and monitor these water projects; and (4) U.S. efforts to build sustainability into water-sector projects. GAO reviewed and analyzed planning, funding, and performance documents from U.S. agencies and implementing partners, and interviewed U.S. officials in Washington, D.C., and U.S., Afghan, and donor officials in Afghanistan."

Alpha Channeling in Rotating Plasma with Stationary Waves

An extension of the alpha channeling effect to supersonically rotating mirrors shows that the rotation itself can be driven using alpha particle energy. Alpha channeling uses radiofrequency waves to remove alpha particles collisionlessly at low energy. We show that stationary magnetic fields with high nθ can be used for this purpose, and simulations show that a large fraction of the alpha energy can be converted to rotation energy.

For each instrument, we calculate the ratio of the actual number of data records received daily at the Archive to the expected number of data records. The results are tabulated by (1) individual datastream, site, and month for the current year and (2) site and fiscal year (FY) dating back to 1998.

In 2003, the Airport Cooperative Research Program (ACRP) was authorized to conduct applied research to help airport operators solve shared challenges that are not addressed by other federal research. As requested, this report addresses (1) the extent to which ACRP's processes reflect criteria for conducting a high-quality research program and (2) ACRP's results to date and their usefulness for the aviation community. GAO reviewed ACRP documentation and compared ACRP processes to criteria previously developed by GAO that can be applied to research programs. These criteria identify three phases of the applied research process and steps to help produce high-quality results. GAO also reviewed ACRP projects and publications and interviewed ACRP stakeholders and airport officials."

Bottom-up Representation of Industrial Energy Efficiency Technologies in Integrated Assessment Models for the Cement Sector

Adoption of efficient end-use technologies is one of the key measures for reducing greenhouse gas (GHG) emissions. How to effectively analyze and manage the costs associated with GHG reductions becomes extremely important for the industry and policy makers around the world. Energy-climate (EC) models are often used for analyzing the costs of reducing GHG emissions for various emission-reduction measures, because an accurate estimation of these costs is critical for identifying and choosing optimal emission reduction measures, and for developing related policy options to accelerate market adoption and technology implementation. However, accuracies of assessing of GHG-emission reduction costs by taking into account the adoption of energy efficiency technologies will depend on how well these end-use technologies are represented in integrated assessment models (IAM) and other energy-climate models.

Calendar Year 2009 Program Benefits for ENERGY STAR Labeled Products

ENERGY STAR is a voluntary energy efficiency labeling program operated jointly by the Environmental Protection Agency (US EPA) and the U.S. Department of Energy (US DOE), designed to identify and promote energy-efficient products, buildings and practices. Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products, and currently labels more than thirty products, spanning office equipment, heating, cooling and ventilation equipment, commercial and residential lighting, home electronics, and major appliances. ENERGY STAR's central role in the development of regional, national and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with stakeholders. This report presents savings estimates from the use ENERGY STAR labeled products. We present estimates of energy, dollar, and carbon savings achieved by the program in the year 2009, annual forecasts for 2010 and 2011, and cumulative savings estimates for the period 1993 through 2009 and cumulative forecasts for the period 2010 through 2015. Through 2009 the program saved 9.5 Quads of primary energy and avoided the equivalent of 170 million metric tons carbon (MMTC). Over the years, there have been incentives to use resources and energy in a cleaner and more efficient way to create industries that are sustainable and more productive. With the working of energy programs and policies on GHG inventory and regulation, understanding and managing the costs associated with mitigation measures for GHG reductions is very important for the industry and policy makers around the world. Chemical Emissions of Residential Materials and Products: Review of Available Information

This report is prepared in the context of a larger program whose mission is to advance understanding of ventilation and indoor air quality in U.S. homes. A specific objective of this program is to develop the scientific basis ? through controlled experiments, monitoring and analysis ? for health risk-based ventilation standards. Appropriate and adequate ventilation is a basic element of a healthy home. Ventilation provides outdoor air and in the process removes indoor odors and contaminants including potentially unhealthful chemicals emitted by indoor materials, products and activities. Ventilation traditionally was assured to occur via infiltration of outdoor air through cracks and other leakage pathways in the residential building envelope. As building air tightness is improved for energy efficiency, infiltration can be reduced to inadequate levels. This has lead to the development of standards requiring mechanical ventilation. Though nominally intended to ensure acceptable indoor air quality, the standards are not explicitly tied to health risk or pollutant exposure targets. LBNL is currently designing analyses to assess the impact of varying ventilation standards on pollutant concentrations, health risks and energy use. These analyses require information on sources of chemical pollutant emissions, ideally including emission rates and the impact of ventilation on emissions. …
