Telecommunications: Enhanced Data Collection Could Help FCC Better Monitor Competition in the Wireless Industry

A letter report issued by the Government Accountability Office with an abstract that begins "Americans increasingly rely on wireless phones, with nearly 40 percent of households now using them primarily or solely. Under federal law, the Federal Communications Commission (FCC) is responsible for fostering a competitive wireless marketplace while ensuring that consumers are protected from harmful practices. As requested, this report discusses changes in the wireless industry since 2000, stakeholders' perceptions of regulatory policies and industry practices, and the strategies FCC uses to monitor competition. To conduct this work, GAO collected and analyzed data and documents from a variety of government and private sources; conducted case studies in both rural and urban areas of four states; and interviewed stakeholders representing consumers, local and state agencies and officials, and various segments of the industry."

A letter report issued by the Government Accountability Office with an abstract that begins "To prepare for forecasted air traffic growth, the Federal Aviation Administration (FAA), in partnership with other federal agencies and the aviation industry, is planning and implementing the Next Generation Air Transportation System (NextGen), a new satellite-based air traffic management system that will replace the current radar-based system and is expected to enhance the safety and capacity of the air transport system. GAO was asked to review FAA's metrics for (1) tracking the status of NextGen programs and the implementation of NextGen capabilities, the reliability of those metrics, and any limitations or gaps and (2) measuring the performance and outcomes of NextGen capabilities that are implemented and any limitations. GAO analyzed FAA program progress reports and associated metrics for monitoring. GAO also reviewed agency performance and accountability reports and discussed internal performance reporting methods with FAA officials."

Coast Guard: Deepwater Requirements, Quantities, and Cost Require Revalidation to Reflect Knowledge Gained

A letter report issued by the Government Accountability Office with an abstract that begins "The Deepwater Program includes efforts to build or modernize ships and aircraft and to procure other capabilities. After a series of project failures, the Coast Guard announced in 2007 that it was taking over the systems integrator role from Integrated Coast Guard Systems (ICGS). At the same time, a $24.2 billion program baseline was established which included schedule and performance parameters at an overall system level. GAO has previously reported on the Coast Guard's progress in establishing individual baselines for Deepwater assets and has made a number of recommendations, which have largely been addressed. In response to the conference report accompanying the Department of Homeland Security (DHS) Appropriations Act, 2010, GAO assessed (1) DHS and Coast Guard acquisition policies and approach to managing the program, (2) whether the program is meeting the 2007 baseline, and (3) Coast Guard efforts to manage and build its acquisition workforce. GAO reviewed Coast Guard and DHS policies and program documents, and interviewed officials."

Structure and Electronic Properties of Cerium Orthophosphate: Theory and Experiment

Structural and electronic properties of cerium orthophosphate (CePO{sub 4}) are calculated using density functional theory (DFT) with the local spin-density approximation (LSDA+U), with and without gradient corrections (GGA-(PBE)+U), and compared to X-ray diffraction and photoemission spectroscopy measurements. The density of states is found to change significantly as the Hubbard parameter U, which is applied to the Ce 4f states, is varied from 0 to 5 eV. The calculated structural properties are in good agreement with experiment and do not change significantly with U. Choosing U = 3 eV for LDSA provides the best agreement between the calculated density of states and the experimental photoemission spectra.

Managing Your Energy: An ENERGY STAR(R) Guide for Identifying Energy Savings in Manufacturing Plants

In the United States, industry spends over $100 billion annually to power its manufacturing plants. Companies also spend on maintenance, capital outlay, and energy services. Improving energy efficiency is vital to reduce these costs and increase earnings. Many cost-effective opportunities to reduce energy consumption are available, and this Energy Guide discusses energy-efficiency practices and energy-efficient technologies that can be applied over a broad spectrum of companies. Strategies in the guide address hot water and steam, compressed air, pumps, motors, fans, lighting, refrigeration, and heating, ventilation, and air conditioning. This guide includes descriptions of expected energy and cost savings, based on real-world applications, typical payback periods, and references to more detailed information. The information in this Energy Guide is intended to help energy and plant managers achieve cost-effective energy reductions while maintaining product quality. Further research on the economics of all measures--as well as on their applicability to different production practices?is needed to assess their cost effectiveness at individual plants.

Study of the Rare Hyperon Decay ${\boldmath \Omega^\mp \to \Xi^\mp \: \pi^+\pi^-}$

The authors report a new measurement of the decay {Omega}{sup -} {yields} {Xi}{sup -} {pi}{sup +}{pi}{sup -} with 76 events and a first observation of the decay {bar {Omega}}{sup +} {yields} {bar {Xi}}{sup +} {pi}{sup +}{pi}{sup -} with 24 events, yielding a combined branching ratio (3.74{sub -0.56}{sup +0.67}) x 10{sup -4}. This represents a factor 25 increase in statistics over the best previous measurement. No evidence is seen for CP violation, with {Beta}({Omega}{sup -} {yields} {Xi}{sup -} {pi}{sup +}{pi}{sup -}) = 4.04{sub -0.71}{sup +0.83} x 10{sup -4} and {Beta}({bar {Omega}}{sup +} {yields} {bar {Xi}}{sup +} {pi}{sup +}{pi}{sup -}) = 3.15{sub -0.89}{sup +1.12} x 10{sup -4}. Contrary to theoretical expectation, they see little evidence for the decays {Omega}{sup -} {yields} {Xi}*{sub 1530}{sup 0} {pi}{sup -} and {bar {Omega}}{sup +} {yields} {bar {Xi}}*{sub 1530}{sup 0} {pi}{sup +} and place a 90% C.L. upper limit on the combined branching ratio {Beta}({Omega}{sup -}({bar {Omega}}{sup +}) {yields} {Xi}*{sub 1530}{sup 0} ({bar {Xi}}*{sub 1530}{sup 0}){pi}{sup {-+}}) < 7.0 x 10{sup -5}.

DOD's High-Risk Areas: Observations on DOD's Progress and Challenges in Strategic Planning for Supply Chain Management

Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Defense's (DOD) management of its supply chain network is critical to supporting military forces in Iraq, Afghanistan, and elsewhere and also represents a substantial investment of resources. As a result of weaknesses in DOD's management of supply inventories and responsiveness to warfighter requirements, supply chain management is on GAO's list of high-risk federal government programs and operations. In July 2010, DOD issued a new Logistics Strategic Plan that represents the department's current vision and direction for supply chain management and other logistics areas. Today's testimony draws from GAO's prior related work and observations from an ongoing review of DOD supply chain management, and, as requested, will (1) describe DOD's prior strategic planning efforts in the area of logistics, (2) highlight key elements in the new Logistics Strategic Plan, and (3) discuss opportunities for improvement in future iterations of this plan. In conducting its ongoing audit work, GAO reviewed the Logistics Strategic Plan, compared elements in the plan with effective strategic planning practices, and met with cognizant officials from DOD, the military services, and other DOD components as appropriate."

Oral History Interview with James A. Kistler, July 27, 2010

The National Museum of the Pacific War presents an oral interview with James A. Kistler. Kistler joined the Army in April 1944. He trained at Fort Bliss and was sent to San Diego to man a 40mm anti-aircraft position. Kistler was then sent to Luzon, Philippine Islands where he witnessed the aftermath of the battle for Manila. He then went to Japan for occupation duty and became a member of the 292nd Joint Assault Signal Company (JASCO) until he returned to the States in the summer of 1946. He was discharged soon after his return.
