Dynamic load test of Arquin-designed CMU wall.

The Arquin Corporation has developed a new method of constructing CMU (concrete masonry unit) walls. This new method uses polymer spacers connected to steel wires that serve as reinforcing as well as a means of accurately placing the spacers so that the concrete block can be dry stacked. The hollows of the concrete block are then filled with grout. As part of a New Mexico Small Business Assistance Program (NMSBA), Sandia National Laboratories conducted a series of tests that dynamically loaded wall segments to compare the performance of walls constructed using the Arquin method to a more traditional method of constructing CMU walls. A total of four walls were built, two with traditional methods and two with the Arquin method. Two of the walls, one traditional and one Arquin, had every third cell filled with grout. The remaining two walls, one traditional and one Arquin, had every cell filled with grout. The walls were dynamically loaded with explosive forces. No significant difference was noted between the performance of the walls constructed by the Arquin method when compared to the walls constructed by the traditional method.

Effect of Forging Strain Rate and Deformation Temperature on the Mechanical Properties of Warm-Worked 304L Stainless Steel

Stainless steel 304L forgings were produced with four different types of production forging equipment – hydraulic press, mechanical press, screw press, and high-energy rate forging (HERF). Each machine imparted a different nominal strain rate during the deformation. The final forgings were done at the warm working (low hot working) temperatures of 816 ◦C, 843 ◦C, and 871 ◦C. The objectives of the study were to characterize and understand the effect of industrial strain rates (i.e. processing equipment), and deformation temperature on the mechanical properties for the final component. Some of the components were produced with an anneal prior to the final forging while others were deformed without the anneal. The results indicate that lower strain rates produced lower strength and higher ductility components, but the lower strain rate processes were more sensitive to deformation temperature variation and resulted in more within-part property variation. The highest strain rate process, HERF, resulted in slightly lower yield strength due to internal heating. Lower processing temperatures increased strength, decreased ductility but decreased within-part property variation. The anneal prior to the final forging produced a decrease in strength, a small increase in ductility, and a small decrease of within-part property variation.

Energy storage for the electricity grid : benefits and market potential assessment guide : a study for the DOE Energy Storage Systems Program.

This guide describes a high-level, technology-neutral framework for assessing potential benefits from and economic market potential for energy storage used for electric-utility-related applications. The overarching theme addressed is the concept of combining applications/benefits into attractive value propositions that include use of energy storage, possibly including distributed and/or modular systems. Other topics addressed include: high-level estimates of application-specific lifecycle benefit (10 years) in $/kW and maximum market potential (10 years) in MW. Combined, these criteria indicate the economic potential (in $Millions) for a given energy storage application/benefit. The benefits and value propositions characterized provide an important indication of storage system cost targets for system and subsystem developers, vendors, and prospective users. Maximum market potential estimates provide developers, vendors, and energy policymakers with an indication of the upper bound of the potential demand for storage. The combination of the value of an individual benefit (in $/kW) and the corresponding maximum market potential estimate (in MW) indicates the possible impact that storage could have on the U.S. economy. Enhanced Sampling and Analysis, Selection of Technology for Testing

The focus of this study includes the investigation of sampling technologies used in industry and their potential application to nuclear fuel processing. The goal is to identify innovative sampling methods using state of the art techniques that could evolve into the next generation sampling and analysis system for metallic elements. This report details the progress made in the first half of FY 2010 and includes a further consideration of the research focus and goals for this year. Our sampling options and focus for the next generation sampling method are presented along with the criteria used for choosing our path forward. We have decided to pursue the option of evaluating the feasibility of microcapillary based chips to remotely collect, transfer, track and supply microliters of sample solutions to analytical equipment in support of aqueous processes for used nuclear fuel cycles. Microchip vendors have been screened and a choice made for the development of a suitable microchip design followed by production of samples for evaluation by ANL, LANL, and INL on an independent basis.

Enhancement of Solar Energy Representation in the GCAM Model

The representation of solar technologies in a research version of the GCAM (formerly MiniCAM) integrated assessment model have been enhanced to add technologies, improve the underlying data, and improve the interaction with the rest of the model. We find that the largest potential impact from the inclusion of thermal Concentrating Solar Power plants, which supply a substantial portion of electric generation in sunny regions of the world. Drawing on NREL research, domestic Solar Hot Water technologies have also been added in the United States region where this technology competes with conventional electric and gas technologies. PV technologies are as implemented in the CCTP scenarios, drawing on NREL cost curves for the United States, extrapolated to other world regions using a spatial analysis of population and solar resources.

Establishing a Cost Basis for Converting the High Flux Isotope Reactor from High Enriched to Low Enriched Uranium Fuel

Under the auspices of the Global Threat Reduction Initiative Reduced Enrichment for Research and Test Reactors Program, the National Nuclear Security Administration /Department of Energy (NNSA/DOE) has, as a goal, to convert research reactors worldwide from weapons grade to non-weapons grade uranium. The High Flux Isotope Reactor (HFIR) at Oak Ridge National Lab (ORNL) is one of the candidates for conversion of fuel from high enriched uranium (HEU) to low enriched uranium (LEU). A well documented business model, including tasks, costs, and schedules was developed to plan the conversion of HFIR. Using Microsoft Project, a detailed outline of the conversion program was established and consists of LEU fuel design activities, a fresh fuel shipping cask, improvements to the HFIR reactor building, and spent fuel operations. Current-value costs total $76 million dollars, include over 100 subtasks, and will take over 10 years to complete. The model and schedule follows the path of the fuel from receipt from fuel fabricator to delivery to spent fuel storage and illustrates the duration, start, and completion dates of each subtask to be completed. Assumptions that form the basis of the cost estimate have significant impact on cost and schedule.

Evaluation of containment failure and cleanup time for Pu shots on the Z machine.

Between November 30 and December 11, 2009 an evaluation was performed of the probability of containment failure and the time for cleanup of contamination of the Z machine given failure, for plutonium (Pu) experiments on the Z machine at Sandia National Laboratories (SNL). Due to the unique nature of the problem, there is little quantitative information available for the likelihood of failure of containment components or for the time to cleanup. Information for the evaluation was obtained from Subject Matter Experts (SMEs) at the Z machine facility. The SMEs provided the State of Knowledge (SOK) for the evaluation. There is significant epistemic- or state of knowledge- uncertainty associated with the events that comprise both failure of containment and cleanup. To capture epistemic uncertainty and to allow the SMEs to reason at the fidelity of the SOK, we used the belief/plausibility measure of uncertainty for this evaluation. We quantified two variables: the probability that the Pu containment system fails given a shot on the Z machine, and the time to cleanup Pu contamination in the Z machine given failure of containment. EVALUATION OF PLUTONIUM OXIDE DESTRUCTIVE CHEMICAL ANALYSES FOR VALIDITY OF ORIGINAL 3013 CONTAINER BINNING

The surveillance program for 3013 containers is based, in part, on the separation of containers into various bins related to potential container failure mechanisms. The containers are assigned to bins based on moisture content and pre-storage estimates of content chemistry. While moisture content is measured during the packaging of each container, chemistry estimates are made by using a combination of process knowledge, packaging data and prompt gamma analyses to establish the moisture and chloride/fluoride content of the materials. Packages with high moisture and chloride/fluoride contents receive more detailed surveillances than packages with less chloride/fluoride and/or moisture. Moisture verification measurements and chemical analyses performed during the surveillance program provided an opportunity to validate the binning process. Validation results demonstrated that the binning effort was generally successful in placing the containers in the appropriate bin for surveillance and analysis.

EVIDENCE OF CORROSIVE GAS FORMED BY RADIOLYSIS OF CHLORIDE SALTS IN PLUTONIUM-BEARING MATERIALS

Corrosion and pitting have been observed in headspace regions of stainless steel containers enclosing plutonium oxide/salt mixtures. These observations are consistent with the formation of a corrosive gas, probably HCl, and transport of that gas to the headspace regions of sealed containers. The NH{sub 4}Cl films found on the walls of the sealed containers is also indicative of the presence of HCl gas. Radiolysis of hydrated alkaline earth salts is the probable source of HCl.
