In the early 1900s, two families in Scurry and Kent counties in West Texas united in a marriage of fourteen-year-old Gladys Johnson to twenty-one-year-old Ed Sims. Billy Johnson, the father, set up Gladys and Ed on a ranch, and the young couple had two daughters. But Gladys was headstrong and willful, and Ed drank too much, and both sought affection outside their marriage. A nasty divorce ensued, and Gladys moved with her girls to her father’s luxurious ranch house, where she soon fell in love with famed Texas Ranger Frank Hamer. When Ed tried to take his daughters for a prearranged Christmas visit in 1916, Gladys and her brother Sid shot him dead on the Snyder square teeming with shoppers. One of the best lawyers in West Texas, Judge Cullen Higgins (son of the old feudist Pink Higgins) managed to win acquittal for both Gladys and Sid. In the tradition of Texas feudists since the 1840s, the Sims family sought revenge. Sims’ son-in-law, Gee McMeans, led an attack in Sweetwater and shot Billy Johnson’s bodyguard, Frank Hamer, twice, while Gladys—by now Mrs. Hamer—fired at another assassin. Nassau Plantation: The evolution of a Texas-German slave plantation

In the 1840s an organization of German noblemen, the Mainzner Adelsverein, attempted to settle thousands of German emigrants on the Texas frontier. Nassau Plantation, located near modern-day Round Top, Texas, in northern Fayette County, was a significant part of this story. James C. Kearney has studied a wealth of original source material (much of it in German) to illuminate the history of the plantation and the larger goals and motivation of the Adelsverein. This new study highlights the problematic relationship of German emigrants to slavery. Few today realize that the society’s original colonization plan included ownership and operation of slave plantations. Ironically, the German settlements the society later established became hotbeds of anti-slavery and anti-secessionist sentiment. Several notable personalities graced the plantation, including Carl Prince of Solms-Braunfels, Johann Otto Freiherr von Meusebach, botanist F. Lindheimer, and the renowned naturalist Dr. Ferdinand Roemer. Dramatic events also occurred at the plantation, including a deadly shootout, a successful escape by two slaves (documented in an unprecedented way), and litigation over ownership that wound its way to both the Texas Supreme Court and the U.S. Supreme Court.

Savage Frontier: Rangers, Riflemen, and Indian Wars in Texas, Volume 4, 1842-1845

This fourth and final volume of the Savage Frontier series completes the history of the Texas Rangers and frontier warfare in the Republic of Texas era. During this period of time, fabled Captain John Coffee Hays and his small band of Rangers were often the only government-authorized frontier fighters employed to keep the peace. Author Stephen L. Moore covers the assembly of Texan forces to repel two Mexican incursions during 1842, the Vasquez and Woll invasions. This volume covers the resulting battle at Salado Creek, the defeat of Dawson’s men, and a skirmish at Hondo Creek near San Antonio. Texas Rangers also played a role in the ill-fated Somervell and Mier expeditions. By 1844, Captain Hays’ Rangers had forever changed the nature of frontier warfare with the use of the Colt five-shooter repeating pistol. This new weapon allowed his men to remain on horseback and keep up a continuous and deadly fire in the face of overwhelming odds, especially at Walker’s Creek. Tax Administration: Usage and Selected Analyses of the First-Time Homebuyer Credit
Correspondence issued by the Government Accountability Office with an abstract that begins "As an important part of the economic stimulus efforts, Congress enacted the First- Time Homebuyer Credit (FTHBC) to assist the struggling real estate market and encourage taxpayers to purchase their first homes. Congress enacted different versions of the FTHBC--as part of the Housing and Economic Recovery Act of 2008 (Housing Act); the American Recovery and Reinvestment Act of 2009 (Recovery Act); and the Worker, Homeownership, and Business Assistance Act of 2009 (Assistance Act). The dollar amounts that can be claimed and rules associated with the credit, including potential repayment, vary depending on the version. Joint Committee on Taxation estimates suggest that the three FTHBC provisions combined may result in total revenue losses to the federal government of about $22 billion through 2019. In response to the request for updated information on the use of the FTHBC, our objectives were to identify (1) the number of FTHBC claims and dollar amounts claimed for each credit version by state and (2) state rankings, using selected statistics, such as the total dollar amount of FTHBC claimed in each state."

Executive Order 13166 (August 11, 2000) directs each federal agency to improve access to federal programs and services for persons with limited English proficiency (LEP). Using guidance issued by DOJ, agencies are generally required to develop recipient guidance and/or an LEP plan outlining steps for ensuring that LEP persons can access federal services and programs. As requested, GAO (1) determined which agencies have completed their recipient guidance and LEP plan, (2) assessed the extent to which the selected agencies have implemented the Executive Order consistent with DOJ's guidance, and (3) examined DOJ's and the three selected agencies' efforts to enhance collaboration. GAO analyzed the Executive Order and agencies' recipient guidance and plans posted on LEP.gov; selected the IRS, FEMA, and SBA for this review because of the amount and significance of their interaction with LEP persons; and reviewed documentation of agencies' collaborative efforts to provide access to federal services. Location-Based Preferences in Federal and Federally Funded Contracting: An Overview of the Law
This report discusses constitutional and other legal issues related to the creation and implementation of location-based preferences in federal contracting, as well as summarizes key authorities requiring or allowing federal agencies to "favor" contractors located in specific places. U.S. Patent and Trademark Office: Performance Management Processes
A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Commerce's U.S. Patent and Trademark Office (USPTO) grants patents that protect innovations ranging from new treatments for diseases to new wireless technology applications. Over the last several years, increases in both the volume and complexity of patent applications have lengthened the time between when an application is submitted and when a final decision is made--referred to as patent pendency--and resulted in a current backlog of over 700,000 applications. For several years, concerns have existed about USPTO's ability to recruit and retain enough qualified patent examiners to reduce this backlog. In 2005 and again in 2007, we identified numerous challenges related to USPTO's ability to modernize its human capital management system and hire and retain a qualified and well-trained patent examination workforce. Recently, USPTO management has also recognized the need for changes in its performance management system and additional training for its employees and managers. In this context, Congress asked us to obtain additional information on the performance management of USPTO's patent examination workforce. Department of Energy: Further Actions Are Needed to Improve DOE's Ability to Evaluate and Implement the Loan Guarantee Program
A letter report issued by the Government Accountability Office with an abstract that begins "Since the Department of Energy's (DOE) loan guarantee program (LGP) for innovative energy projects was established in Title XVII of the Energy Policy Act of 2005, its scope has expanded both in the types of projects it can support and in the amount of loan guarantee authority available. DOE currently has loan guarantee authority estimated at about $77 billion and is seeking additional authority. As of April 2010, it had issued one loan guarantee for $535 million and made nine conditional commitments. In response to Congress' mandate to review DOE's execution of the LGP, GAO assessed (1) the extent to which DOE has identified what it intends to achieve through the LGP and is positioned to evaluate progress and (2) how DOE has implemented the program for applicants. GAO analyzed relevant legislation, prior GAO work, and DOE guidance and regulations. GAO also interviewed DOE officials, LGP applicants, and trade association representatives."
