Highlights of a Forum: Actions That Could Increase Work Participation for Adults with Disabilities
Other written product issued by the Government Accountability Office with an abstract that begins "The Americans with Disabilities Act (ADA)--now in its 20th year--calls for the full participation of individuals with disabilities in society, including the workforce. Yet, many barriers exist that may prevent them from staying connected or returning to employment. For instance, eligibility requirements for receiving public disability benefits or health coverage are not always consistent with helping to keep individuals at work or facilitating their return. Also, employers may not know how to accommodate employees with disabilities or may lack financial incentives to do so. GAO convened a forum on March 16, 2010, to explore policy options and actions that could be taken to help adults with a current or past work history improve their participation in the workforce. Participants included experts and officials representing a variety of views. Prior to the forum, GAO surveyed a larger group of experts to help inform the discussion. Comments expressed during the forum or on the survey do not necessarily represent the views of all participants, the organizations they represent, or GAO."

Export Promotion: Observations on the Export-Import Bank's Efforts to Achieve U.S. Policy Goals
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the role of the U.S. Export-Import Bank (Ex-Im) in promoting exports and achieving other U.S. policy goals. As Congress considers policies to achieve more robust growth in the U.S. economy, it must consider the full range of tools available to further growth and create new jobs for U.S. workers. Some of these tools are related to promoting exports, which can have broad benefits to the U.S. economy. As the official export credit agency of the United States, Ex-Im has a key role in helping many U.S. firms achieve sales in foreign markets. In addition to establishing Ex-Im's broad mandate of supporting U.S. employment through exports, Congress has laid out specific, targeted goals for the bank in areas such as increasing financing for environmentally beneficial exports and expanding services to small and minority-owned businesses. This testimony provides some broad observations regarding Ex-Im's contribution to the export promotion goals announced in the President's National Export Initiative. Warfighter Support: Cultural Change Needed to Improve How DOD Plans for and Manages Operational Contract Support
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the challenges the Department of Defense (DOD) faces in institutionalizing operational contract support throughout the department. The institutionalization of operational contract support includes planning for the use of contractors, training of military personnel on the use of contractor support, accurately tracking contractor use, and establishing measures to ensure that contractors are accountable. For decades, DOD has relied on contractors to support contingency operations and has long considered them a part of the total force. For example, in its 2006 Quadrennial Defense Review the department reiterated that contractors were part of a total force that includes active and reserve military components, civilians and contractors. Additionally, in 2008 the Deputy Under Secretary of Defense for Logistics and Materiel Readiness testified that the structure of the U.S. military had been adapted to an environment in which contractors were an important part of the force. Further, an Army commission chaired by Dr. Jacques Gansler acknowledged that contractors were a significant part of the military's total force. Department of Defense: Financial Management Improvement and Audit Readiness Efforts Continue to Evolve
Testimony issued by the Government Accountability Office with an abstract that begins "As one of the largest and most complex organizations in the world, the Department of Defense (DOD) faces many challenges in resolving its pervasive and long-standing financial management and related business operations and systems problems. DOD is required by various statutes to (1) improve its financial management processes, controls, and systems to ensure that complete, reliable, consistent, and timely information is prepared and responsive to the financial information needs of agency management and oversight bodies, and (2) produce audited financial statements. DOD has initiated numerous efforts over the years to improve the department's financial management operations and ultimately achieve unqualified (clean) opinions on the reliability of reported financial information. The Subcommittee has asked GAO to provide its perspective on DOD's current efforts to address its financial management weaknesses and achieve auditability, including the status of its Enterprise Resource Planning (ERP) system implementations. Environmental Satellites: Planning Required to Mitigate Near-term Risks and Ensure Long-term Continuity
Testimony issued by the Government Accountability Office with an abstract that begins "Environmental satellites provide data used for weather forecasting, measuring variations in climate over time, and predicting space weather. Due to the continuing cost, schedule, and tri-agency management challenges of the National Polar-orbiting Operational Environmental Satellite System (NPOESS)--a key satellite acquisition managed by the National Oceanic and Atmospheric Association (NOAA), the Department of Defense (DOD), and the National Aeronautics and Space Administration (NASA)--the White House's Office of Science and Technology Policy (OSTP) decided in February 2010 to disband NPOESS and, instead, to have NOAA and DOD undertake separate acquisitions. GAO was asked to summarize its report being released today on plans for NOAA's and DOD's separate acquisitions and the key risks of the transition, as well as its recent work on federal efforts to establish long-term strategies for satellite-provided climate and space weather data."

Foreign Language Capabilities: Departments of Homeland Security, Defense, and State Could Better Assess Their Foreign Language Needs and Capabilities and Address Shortfalls

Department of Veterans Affairs: Preliminary Observations on Issues Related to Contracting Opportunities for Veteran-owned Small Businesses

Aviation Safety: Icing and Winter Weather-Related Recommendations That NTSB Has Issued Since 1996 (GAO-10-679SP), an E-supplement to (GAO-10-678)

Ice formation on aircraft can disrupt the smooth flow of air over the wings and prevent the aircraft from taking off or decrease the pilot's ability to maintain control of the aircraft. Taxi and landing operations can also be risky in winter weather. Despite a variety of technologies designed to prevent ice from forming on planes and to remove ice that has formed, as well as persistent efforts by the Federal Aviation Administration (FAA) and other stakeholders to mitigate icing risks, icing remains a serious concern. Since 1996, the National Transportation Safety Board (NTSB) has issued 89 recommendations aimed at reducing risks from in-flight structural icing, engine and aircraft component icing, runway condition and contamination, ground icing, and winter weather operations. Eighty-two of the recommendations were addressed to FAA, four were addressed to air carriers, one was addressed to the National Oceanic and Atmospheric Administration (NOAA), and one was addressed to the National Atmospheric and Space Administration (NASA). Military Training: Continued Actions Needed to Guide DOD's Efforts to Improve Language Skills and Regional Proficiency
Testimony issued by the Government Accountability Office with an abstract that begins "Today, and in the foreseeable future, military operations require U.S. personnel to work alongside multinational partners and among local populations. The Department of Defense (DOD) has placed a greater emphasis on transforming language and regional proficiency capabilities, which includes cultural awareness. GAO's prior work has found that integrated strategic plans with measurable goals and funding priorities linked to goals can help guide organizational transformations. Decision makers also require complete information to identify capability gaps and assess risk. This testimony summarizes GAO's prior work and recommendations on DOD's efforts to develop language skills and regional proficiency and the steps DOD has taken to implement our prior recommendations. According to the U.S. Census Bureau, there are 54.4 million individuals with disabilities in the United States. The challenges faced by these individuals, and their civil rights to inclusion in disaster preparedness and response, have received increased attention after September 11, Hurricane Katrina, and other disasters. Veterans' Disability Benefits: Further Evaluation of Ongoing Initiatives Could Help Identify Effective Approaches for Improving Claims Processing

Marine Protected Areas: An Overview
Marine protected areas (MPAs) are generally defined as areas reserved by law or other effective means to protect part or all of the enclosed environment. This report identifies a number of issues related to establishing MPAs in the United States. It begins by defining the concept and administrative actions taken to provide spatial protection in marine areas. New Markets Tax Credit: The Credit Helps Fund a Variety of Projects in Low-Income Communities, but Could Be Simplified
A letter report issued by the Government Accountability Office with an abstract that begins "The Treasury Department's Community Development Financial Institutions (CDFI) Fund awarded $26 billion in New Markets Tax Credits (NMTC) through 2009 for investment in low-income communities. The NMTC allows investors to claim a tax credit totaling 39 percent of their investment in Community Development Entities (CDE) over 7 years which CDEs reinvest in qualified communities. This mandated report (1) describes where and how CDEs are using NMTCs, (2) assesses how CDEs use NMTCs to offer favorable financing terms to low-income community businesses and describes options for simplifying the NMTC, (3) describes how, if at all, NMTC investments support low-income community development, and (4) determines how effective IRS and the CDFI Fund have been in monitoring NMTC compliance. GAO analyzed CDFI Fund and CDE data, did case studies of CDEs, and interviewed relevant experts."

Defense Acquisitions: DOD Needs to Develop Performance Criteria to Gauge Impact of Reform Act Changes and Address Workforce Issues

Supply Chain Security: DHS Should Test and Evaluate Container Security Technologies Consistent with All Identified Operational Scenarios to Ensure the Technologies Will Function as Intended
A letter report issued by the Government Accountability Office with an abstract that begins "Cargo containers could be used to transport unlawful cargo, including weapons of mass destruction, illicit arms, stowaways, and illegal narcotics into the United States. Within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is responsible for container security. To enhance container security, CBP has partnered with DHS's Science and Technology (S&T) Directorate to develop performance standards--requirements that must be met by products to ensure they will function as intended--for container security technologies. After successful completion of testing, S&T plans to deliver performance standards to DHS's Office of Policy Development and CBP. As requested, this report addresses (1) the extent to which DHS has made progress in conducting research and development and defining performance standards for the technologies, and (2) the remaining steps and challenges, if any, DHS could face in implementing the technologies.
