Almost anything is at risk of being counterfeited, from fasteners used on aircraft to electronics used on missile guidance systems. Further, there can be many sources of counterfeit parts as DOD draws from a large network of global suppliers. Based on a congressional request, GAO examined (1) DOD's knowledge of counterfeit parts in its supply chain, (2) DOD processes to detect and prevent counterfeit parts, and (3) commercial initiatives to mitigate the risk of counterfeit parts. Through GPO-negotiated contracts, hospitals and other health care providers can purchase everything from commodities, such as cotton balls and bandages, to high-technology medical devices, such as pacemakers and stents. By pooling the purchases of these products for their customers, GPOs are in a position to negotiate lower prices from manufacturers, distributors, and other suppliers, which may in turn benefit health care providers and, ultimately, consumers and payers of health care such as insurers and employers. Members of Congress and others have recently raised questions about the extent to which GPOs negotiate lower prices for health care providers. GPO and other trade associations have funded studies on the impact of GPOs. However, these studies have limitations. Congress asked us to review research on the impact of GPOs on pricing for hospitals and other health care providers. Our briefing focused on activities funded through the Small Business Administration (SBA). Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) is the federal government's largest purchaser of contractor-provided services and relies on contractors to support its varied missions. DOD's contractors provide a range of services, such as consulting and administrative support, information technology services, and weapon system and base operations support. However, DOD contract management has been on our high-risk list since 1992, and our recent work continues to identify weaknesses in DOD's management and oversight of services contracts. In particular, we have reported on the need for reliable data on how service acquisition dollars are spent to make informed contract management decisions and achieve positive acquisition outcomes. Congress has enacted legislation in recent years to increase the availability of information on services acquisitions to improve DOD's ability to manage these purchases. As part of those efforts, the National Defense Authorization Act for Fiscal Year 2008 amended 10 U.S.C. 2330a to require DOD to submit an annual inventory of the activities performed pursuant to contracts for services for or on behalf of DOD during the preceding fiscal year. A letter report issued by the Government Accountability Office with an abstract that begins "In recent decades, managing the nation's public and private forests and rangelands has become increasingly complex, requiring a sound understanding of science and science-based tools to address these complexities. The Department of Agriculture's Forest Service maintains a research and development program (FS R&D) to help provide scientific information and tools. GAO was asked to examine (1) the scope of research and development carried out by FS R&D and some of its resulting accomplishments, (2) trends in resources used in performing FS R&D work and the effects of those trends on its research efforts and priorities, and (3) recent steps FS R&D has taken to improve its ability to fulfill its mission and challenges it faces in doing so. In conducting this review, GAO analyzed FS R&D funding data for fiscal years 2000 to 2009 and staffing data for fiscal years 2006 to 2009 and interviewed officials from FS R&D, other federal agencies, and nonfederal entities."

Correspondence issued by the Government Accountability Office with an abstract that begins "Political appointees in the federal government sometimes seek appointments to career competitive and other positions which, unlike political appointments, do not terminate at the end of an administration. Conversions of political appointees to career positions must conform to merit system principles requiring that selection be determined solely on the basis of merit after fair and open competition. Sometimes, however, circumstances surrounding conversions can raise questions as to whether the individuals received political favoritism or an unfair advantage in the merit system selection process, even the appearance of which could adversely compromise the integrity of the system. As requested, we are providing you with information on the number of conversions of political appointees to career positions as reported to us by 42 executive branch departments and agencies from May 1, 2005, through May 30, 2009. The types of positions this letter covers and a definition of each, along with the criteria we used to select the 42 departments and agencies, are listed in the scope and methodology section."

A letter report issued by the Government Accountability Office with an abstract that begins "The Institute of Medicine (IOM) estimated in 1999 that preventable medical errors cause as many as 98,000 deaths a year among hospital patients in the United States. Congress passed the Patient Safety and Quality Improvement Act of 2005 (the Patient Safety Act) to encourage health care providers to voluntarily report information on medical errors and other events--patient safety data--for analysis and to facilitate the development of improvements in patient safety using these data. The Patient Safety Act directed GAO to report on the law's effectiveness. This report describes progress by the Department of Health and Human Services, Agency for Healthcare Research and Quality (AHRQ) to implement the Patient Safety Act by (1) creating a list of Patient Safety Organizations (PSO) so that these entities are authorized under the Patient Safety Act to collect patient safety data from health care providers to develop improvements in patient safety, and (2) implementing the network of patient safety databases (NPSD) to collect and aggregate patient safety data.
