Legal Issues Relating to the Disposal of Dispensed Controlled Substances

Prescription drug abuse is the second-most common form of illicit drug abuse among teenagers in the United States, trailing only marijuana use. Prescription drug abuse has become a particular concern amongst federal policymakers. This report discusses this issue, including related pieces of legislation such as the Controlled Substances Act, the Secure and Responsible Drug Disposal Act of 2010, and the proper way to dispose of controlled substances.

Piracy: A Legal Definition

Pirate attacks in the waters off the Horn of Africa, including those on U.S.-flagged vessels, have brought continued U.S. and international attention to the long-standing problem of piracy in the region. A recent development in one of the piracy trials in Norfolk, VA, has highlighted a potential limitation in the definition of piracy under the United States Code. This report first examines the historical development of the offense of piracy, as defined by Congress and codified in the United States Code. The focus then turns to how contemporary international agreements define piracy. Finally, the report highlights a recent federal district court ruling that the offense of piracy under 18 U.S.C. § 1651 requires a robbery at sea.

Interim Continuing Resolutions (CRs): Potential Impacts on Agency Operations

Continuing appropriations acts, commonly known as continuing resolutions (CRs), have been an integral component of the annual appropriations process for decades. When Congress and the President do not reach final decisions about one or more regular appropriations acts, they often negotiate and enact a CR. One type of CR used is an "interim" CR, which provides agencies with stopgap funding for a period of time until final appropriations decisions are made, or until enactment of another interm CR. This report analyzes three major potential impacts that interim CRs might have on agency operations.
