The Overseas Private Investment Corporation (OPIC) was established in 1969 and began operations in 1971 as a development agency to promote and assist U.S. business investment in developing nations. Today, OPIC is a U.S. government agency that provides project financing, investment insurance, and other services for U.S. businesses in over 150 developing nations and emerging economies. To date, OPIC has funded, guaranteed, or insured over $180 billion in investments.

On June 22, 2009, two transit trains in Washington, DC, collided, resulting in nine deaths and dozens of injuries. It was the worst crash in the history of the Washington Metropolitan Area Transit Authority's rail transit system. This crash has raised questions about the safety of rail transit and the government's role in ensuring that safety. Nationwide, rail transit is considered one of the safest modes of transportation. This report discusses the State Safety Oversight Program, which went into effect in 1997 and mandates that states are responsible for the safety of the rail transit systems within their borders. This report also explores several issues that Federal Transit Administration (FTA) representatives have discussed in regards to improving the Safety Oversight Program.

The Security and Prosperity Partnership of North America (SPP) is a trilateral initiative that was launched in March 2005 for the purpose of increasing and enhancing security and prosperity in the United States, Canada, and Mexico. This initiative promoted communication and cooperation across several key policy areas of mutual interest, such as improving certain sectors of the economy, developing higher health and safety standards, and addressing environmental concerns. This report describes this initiative in brief detail, including summaries of several SPP-related meetings between the three countries' leaders.

On January 14, 2009, the Navy announced that it wants to transfer one of its nuclear-powered aircraft carriers (CVNs) to the Navy home port at Mayport, FL, known formally as Naval Station (NAVSTA) Mayport. The Navy's proposed FY2010 budget requests $46.3 million in Military Construction (MilCon) funding for channel dredging at Mayport. The Navy states that a key reason it wants to transfer a CVN to Mayport is to hedge against the risk of a catastrophic event that could damage the Navy's CVN homeporting facilities at Norfolk, VA, and nearby Newport News, VA. This report discusses potential questions for Congress to consider related to budget appropriations for such a transfer, the potential negative economic effects that a CVN transfer would have on the local homeport, and the other general questions regarding the Navy.

First, it discusses the extent of GHG emissions associated with the U.S. agriculture sector, and cites current and potential estimates for U.S. agricultural soils to sequester carbon and partly offset national GHG emissions. Second, the report describes the types of land management and farm conservation practices that can reduce GHG emissions and/or sequester carbon in agricultural soils, highlighting those practices that are currently promoted under existing voluntary federal agricultural programs. Finally, the report describes legislative action within the ongoing climate change debate as well as enacted changes in the 2008 farm bill (Food, Conservation, and Energy Act of 2008, P.L. 110-246) that could expand the scope of existing farm and forestry conservation programs in ways that could more broadly encompass certain aspects of these climate change initiatives.
