The Labor Market during the Great Depression and the Current Recession

This report analyzes the labor market experiences of workers during the 1930s, which encompassed the almost five years of the Great Depression. Because it was a period very distant and different from today, considerable time is devoted to examining the employment and unemployment measures available at that time. The report ends by comparing the labor market conditions of the 1930s with those encountered by workers thus far during the recession that began in December 2007.

Carbon Capture and Sequestration (CCS)

Carbon capture and sequestration (or storage) - known as CCS - has attracted interest as a measure for mitigating global climate change because large amounts of carbon dioxide (CO2) emitted from fossil fuel use in the United States are potentially available to be captured and stored underground or prevented from reaching the atmosphere. Congressional interest has grown in CCS as part of legislative strategies to address climate change. The large and rapid influx of funding for industrial-scale CCS projects may accelerate development and deployment of CO2 capture technologies.

Climate Change: The Role of the U.S. Agriculture Sector and Congressional Action

The debate in Congress over whether and how to address possible future climate change is intensifying. Often, the role of the U.S. agriculture sector is invoked in this debate. Agriculture is a source of greenhouse gas (GHG) emissions, which many scientists agree are contributing to observed climate change. Congress is considering a range of climate change policy options, including GHG emission reduction programs that would either mandate or authorize a cap-and-trade program to reduce GHG emissions. This report discusses this issue in detail, i.e., how the agricultural industry affects GHG emissions and efforts currently underway to combat these negative effects, but it does not address the potential effects of global climate change on U.S. agricultural production.

Instability in Chad

The political and security situation in Chad remains volatile. Ethnic clashes, banditry, and fighting between government forces and rebel groups, both Chadian and Sudanese, have contributed to a fragile security situation in the east. The instability has forced many into exile from their homes due to ongoing violence. The presence of the displaced in refugee camps contributes to the escalated tension in the area. This report discusses these issues, as well as joint efforts between the United Nations and the European Union to deploy aid and improve regional security.

Estimates of Carbon Mitigation Potential from Agricultural and Forestry Activities

Numerous theoretical and empirical studies estimate the greenhouse gas (GHG) mitigation potential of farm and forestry activities, and suggest that the potential for carbon uptake in agricultural soils and forest lands is much greater than current rates. Following a discussion of the estimated current emissions and carbon sequestration by the agricultural and forestry sectors, this report presents a brief overview of the available estimates from USDA and EPA carbon mitigation studies, and then discusses some of the limitations of the available data and modeling results. This report is organized into four parts, including a brief overview of the agriculture and forestry sectors within the broader climate change debate, as well as various data and information on potential for carbon storage and mitigation from farming and forestry activities.

Navy Nuclear Aircraft Carrier (CVN) Homeporting at Mayport: Background and Issues for Congress

On January 14, 2009, the Navy announced that it wants to transfer one of its nuclear-powered aircraft carriers (CVNs) to the Navy home port at Mayport, FL, known formally as Naval Station (NAVSTA) Mayport. The Navy's proposed FY2010 budget requests $46.3 million in Military Construction (MilCon) funding for channel dredging at Mayport. The Navy states that a key reason it wants to transfer a CVN to Mayport is to hedge against the risk of a catastrophic event that could damage the Navy's CVN homeporting facilities at Norfolk, VA, and nearby Newport News, VA. This report discusses potential questions for Congress to consider related to budget appropriations for such a transfer, the potential negative economic effects that a CVN transfer would have on the local homeport, and the other general questions regarding the Navy.

This report discusses bills introduced into the 110th Congress pertaining to food safety that could affect farmers and ranchers. Several of these bills would expressly have required enforceable on-farm safety standards. Others that focused primarily on post-harvest food safety measures nonetheless might have led to changes in on-farm practices if the regulated sectors (handlers and processors of agricultural products) placed new demands on their suppliers in order to comply. Similar proposals are re-emerging in the 111th Congress, where food safety reform is expected to be on the agenda.

Summary of the Employee Retirement Income Security Act (ERISA)

Due to the recent economic decline and the desire to enact large-scale health reform, the current federal regulation of pension plans, health plans, and other employee benefit plans has received considerable congressional attention. The Employee Retirement Income Security Act of 1974 (ERISA) provides a comprehensive federal scheme for the regulation of employee pension and welfare benefit plans offered by private-sector employers. ERISA contains various provisions intended to protect the rights of plan participants and beneficiaries in employee benefit plans. This report provides background on the pension laws prior to ERISA, discusses various types of employee benefit plans governed by ERISA, provides an overview of ERISA’s requirements, and includes a glossary of commonly used terms.
