Clean Water Infrastructure: A Variety of Issues Need to Be Considered When Designing a Clean Water Trust Fund

A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency (EPA) has estimated that a potential gap between future needs and current spending for wastewater infrastructure of $150 billion to $400 billion could occur over the next decade. A number of entities are involved in planning, financing, building, and operating this infrastructure. Some of these stakeholders have suggested a variety of approaches to bridge this potential gap. One such proposal is to establish a clean water trust fund. In this context, GAO was asked to (1) obtain stakeholders' views on the issues that would need to be addressed in designing and establishing a clean water trust fund and (2) identify and describe potential options that could generate about $10 billion in revenue to support a clean water trust fund. In conducting this review, GAO administered a questionnaire to 28 national organizations representing the wastewater and drinking water industries, state and local governments, engineers, and environmental groups and received 22 responses; reviewed proposals and industry papers; interviewed federal, state, local, and industry officials; and used the most current data available to estimate the revenue that could potentially be raised by various taxes on …

Crime Victims' Rights Act: Increasing Victim Awareness and Clarifying Applicability to the District of Columbia Will Improve Implementation of the Act

Testimony issued by the Government Accountability Office with an abstract that begins "On October 30, 2004, the Crime Victims' Rights Act (CVRA) was enacted, establishing eight rights for federal crime victims and two mechanisms to enforce those rights. The legislation also directed GAO to evaluate the implementation of the CVRA. To address this mandate, GAO reviewed, among other things: (1) efforts made to implement the CVRA, (2) mechanisms in place to ensure adherence to the CVRA, (3) key issues that have arisen in the interpretation of the CVRA by the federal courts, and (4) perspectives of criminal justice system participants on the CVRA. This testimony is based on GAO's December 2008 report on CVRA, where GAO reviewed guidance and conducted surveys and interviews with criminal justice system participants. GAO cannot generalize its crime victim survey results due to a low response rate. In September 2009, GAO obtained updated information on victim's efforts to enforce their rights."

Crop Insurance: Opportunities Exist to Reduce the Costs of Administering the Program

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Department of Agriculture (USDA) administers the federal crop insurance program with private insurance companies, which, in turn, work with insurance agencies that sell crop insurance. In 2008, according to USDA, the program cost $6.5 billion, including about $2.0 billion in allowances to insurance companies to cover their administrative and operating (A&O) expenses, such as salaries and sales commissions to agencies. GAO was asked to examine (1) the reasons for recent substantial increases in A&O allowances, and the purposes for which insurance companies use these allowances, and (2) insurance agencies' expenses for selling federal crop insurance policies, and questionable practices, if any, that agencies use to compete for business among farmers. GAO analyzed USDA and private insurers' data, among other things."

Cyclotron Resonances in Electron Cloud Dynamics

A new set of resonances for electron cloud dynamics in the presence of a magnetic field has been found. For short beam bunch lengths and low magnetic fields where lb<< 2pi c/omega c (with lb = bunch length, omega c = non-relativistic cyclotron frequency) resonances between the bunch frequency and harmonics of the electron cyclotron frequency cause an increase in the electron cloud density in narrow ranges of magnetic field near the resonances. For ILC parameters the increase in the density is up to a factor ~;;3, and the spatial distribution of the electrons is broader near resonances, lacking the well-defined vertical density"stripes" found for non-resonant cases. Simulations with the 2D computer code POSINST, as well as a single-particle tracking code, were used to elucidate the physics of the dynamics. The existence of the resonances has been confirmed in experiments at PEP-II. The resonances are expected to affect the electron cloud dynamics in the fringe fields of conventional lattice magnets and in wigglers, where the magnetic fields are low. Results of the simulations and experimental observations, the reason for the bunch-length dependence, and details of the dynamics are discussed here.

Dalitz Plot Analysis of B- -> D+ pi- pi-

The author reports on a Dalitz plot analysis of B{sup -} {yields} D{sup +}{pi}{sup -}{pi}{sup -} decays, based on a sample of about 383 million {Upsilon}(4S) {yields} B{bar B} decays collected with the BABAR detector at the PEP-II asymmetric-energy B Factory at SLAC. They find the total branching fraction of the three-body decay: {Beta}(B{sup -} {yields} D{sup +} {pi}{sup -}{pi}{sup -}) = (1.08 {+-} 0.01 {+-} 0.05) x 10{sup -3}. the masses and widths of D*{sub 2}{sup 0} and D*{sub 0}{sup 0}, the 2{sup +} and 0{sup +} c{bar u} P-wave states decaying to D{sup +}{pi}{sup -}, are measured: m{sub D*{sub 2}{sup 0}} = (2460.4 {+-} 1.2 {+-} 1.2 {+-} 1.9) MeV/c{sup 2}, {Lambda}{sub D*{sub 2}{sup 0}} = (41.8 {+-} 2.5 {+-} 2.1 {+-} 2.0) MeV, m{sub D*{sub 0}{sup 0}} = (2297 {+-} 8 {+-} 5 {+-} 19) MeV/c{sup 2} and {Lambda}{sub D*{sub 0}{sup 0}} = (273 {+-} 12 {+-} 17 {+-} 45) MeV. The stated errors reflect the statistical and systematic uncertainties, and the uncertainty related to the assumed composition of signal events and the theoretical model.
