Update and Improve Subsection NH - Simplified Elastic and Inelastic Design Analysis Methods
The objective of this subtask is to develop a template for the 'Ideal' high temperature design Code, in which individual topics can be identified and worked on separately in order to provide the detail necessary to comprise a comprehensive Code. Like all ideals, this one may not be attainable as a practical matter. The purpose is to set a goal for what is believed the 'Ideal' design Code should address, recognizing that some elements are not mutually exclusive and that the same objectives can be achieved in different way. Most, if not all existing Codes may therefore be found to be lacking in some respects, but this does not mean necessarily that they are not comprehensive. While this subtask does attempt to list the elements which individually or in combination are considered essential in such a Code, the authors do not presume to recommend how these elements should be implemented or even, that they should all be implemented at all. The scope of this subtask is limited to compiling the list of elements thought to be necessary or at minimum, useful in such an 'Ideal' Code; suggestions are provided as to their relationship to one another. Microbunching Instability in a Chicane: Two-Dimensional Mean Field Treatment
We study the microbunching instability in a bunch compressor by a parallel code with some improved numerical algorithms. The two-dimensional charge/current distribution is represented by a Fourier series, with coefficients determined through Monte Carlo sampling over an ensemble of tracked points. This gives a globally smooth distribution with low noise. The field equations are solved accurately in the lab frame using retarded potentials and a novel choice of integration variables that eliminates singularities. We apply the scheme with parameters for the first bunch compressor system of FERMI{at}Elettra, with emphasis on the amplification of a perturbation at a particular wavelength. Gain curves agree with those of the linearized Vlasov model at long wavelengths, but show some deviation at the smallest wavelengths treated.

Conductivity maximum in a charged colloidal suspension
Molecular dynamics simulations of a charged colloidal suspension in the salt-free regime show that the system exhibits an electrical conductivity maximum as a function of colloid charge. We attribute this behavior to two main competing effects: colloid effective charge saturation due to counterion 'condensation' and diffusion slowdown due to the relaxation effect. In agreement with previous observations, we also find that the effective transported charge is larger than the one determined by the Stern layer and suggest that it corresponds to the boundary fluid layer at the surface of the colloidal particles.

Mexico's Drug-Related Violence
This report examines the causes for the escalation of the violence in Mexico. It provides a brief overview of Mexico's counterdrug efforts, a description of the major drug trafficking organizations (DTOs), the causes and trends in the violence, the Calderón government's efforts to crackdown on the DTOs, and the objectives and implementation of the Mérida Initiative and other measures the U.S. government has taken to support Mexico in its battle with the drug traffickers.

At Jefferson Laboratory charge density and charge lifetime during electron beam delivery are over 2 x 10{sup 5} C/cm{sup 2} and 200 C, respectively. A 200 C charge lifetime at 2 mA corresponds to 10{sup 5} seconds. In a more recent result, charge lifetimes of about an order of magnitude larger were achieved by a load-lock gun with a larger cathode area.

Resonant Kicker System Development at SLAC
The design and installation of the Linear Coherent Light Source [1] at SLAC National Accelerator Laboratory has included the development of a kicker system for selective beam bunch dumping. The kicker is based on an LC resonant topology formed by the 50 uF energy storage capacitor and the 64 uH air core magnet load which has a sinusoidal pulse period of 400us. The maximum magnet current is 500 A. The circuit is weakly damped, allowing most of the magnet energy to be recovered in the energy storage capacitor. The kicker runs at a repetition rate of 120Hz. A PLC-based control system provides remote control and monitoring of the kicker via EPICS protocol. Fast timing and interlock signals are converted by discrete peak-detect and sample-hold circuits into DC signals that can be processed by the PLC. The design and experimental characterization of the system are presented.

Results of Compact Stellarator Engineering Trade Studies
number of technical requirements and performance criteria can drive stellarator costs, e.g., tight tolerances, accurate coil positioning, low aspect ratio (compactness), choice of assembly strategy, metrology, and complexity of the stellarator coil geometry. With the completion of a seven-year design and construction effort of the National Compact Stellarator Experiment (NCSX) it is useful to interject the NCSX experience along with the collective experiences of the NCSX stellarator community to improving the stellarator configuration. Can improvements in maintenance be achieved by altering the stellarator magnet configuration with changes in the coil shape or with the combination of trim coils? Can a mechanical configuration be identified that incorporates a partial set of shaped fixed stellarator coils along with some removable coil set to enhance the overall machine maintenance? Are there other approaches that will simplify the concepts, improve access for maintenance, reduce overall cost and improve the reliability of a stellarator based power plant? Using ARIES-CS and NCSX as reference cases, alternative approaches have been studied and developed to show how these modifications would favorably impact the stellarator power plant and experimental projects.
