2009 MICROBIAL POPULATION BIOLOGY GORDON RESEARCH CONFERENCES JULY 19-24,2009

The 2009 Gordon Conference on Microbial Population Biology will cover a diverse range of cutting edge issues in the microbial sciences and beyond. Firmly founded in evolutionary biology and with a strongly integrative approach, past Conferences have covered a range of topics from the dynamics and genetics of adaptation to the evolution of mutation rate, community ecology, evolutionary genomics, altruism, and epidemiology. The 2009 Conference is no exception, and will include sessions on the evolution of infectious diseases, social evolution, the evolution of symbioses, experimental evolution, adaptive landscapes, community dynamics, and the evolution of protein structure and function. While genomic approaches continue to make inroads, broadening our knowledge and encompassing new questions, the conference will also emphasize the use of experimental approaches to test hypotheses decisively. As in the past, this Conference provides young scientists and graduate students opportunities to present their work in poster format and exchange ideas with leading investigators from a broad spectrum of disciplines. This meeting is never dull: some of the most significant and contentious issues in biology have been thrashed out here. The 2009 meeting will be no exception.

Parasitic losses due to hybrid sodium battery thermal management do not significantly reduce the fuel saving benefits of the hybrid locomotive. Optimal thermal management trajectories were converted into realizable algorithms which were robust and gave excellent performance to limit thermal excusions and maintain fuel savings.

Actinides and Rare Earths Topical Conference (Code AC)

Actinide and the Rare Earth materials exhibit many unique and diverse physical, chemical and magnetic properties, in large part because of the complexity of their f electronic structure. This Topical Conference will focus upon the chemistry, physics and materials science in Lanthanide and Actinide materials, driven by 4f and 5f electronic structure. Particular emphasis will be placed upon 4f/5f magnetic structure, surface science and thin film properties. For the actinides, fundamental actinide science and its role in resolving technical challenges posed by actinide materials will be stressed. Both basic and applied experimental approaches, including synchrotron-radiation-based investigations, as well as theoretical modeling and computational simulations, are planned to be part of the Topical Conference. Of particular importance are the issues related to the potential renaissance in Nuclear Fuels, including synthesis, oxidation, corrosion, intermixing, stability in extreme environments, prediction of properties via benchmarked simulations, separation science, environmental impact and disposal of waste products.

Analysis of systematic errors in lateral shearing interferometry for EUV optical testing

Lateral shearing interferometry (LSI) provides a simple means for characterizing the aberrations in optical systems at EUV wavelengths. In LSI, the test wavefront is incident on a low-frequency grating which causes the resulting diffracted orders to interfere on the CCD. Due to its simple experimental setup and high photon efficiency, LSI is an attractive alternative to point diffraction interferometry and other methods that require spatially filtering the wavefront through small pinholes which notoriously suffer from low contrast fringes and improper alignment. In order to demonstrate that LSI can be accurate and robust enough to meet industry standards, analytic models are presented to study the effects of unwanted grating and detector tilt on the system aberrations, and a method for identifying and correcting for these errors in alignment is proposed. The models are subsequently verified by numerical simulation. Finally, an analysis is performed of how errors in the identification and correction of grating and detector misalignment propagate to errors in fringe analysis.

The Army's M-4 Carbine: Background and Issues for Congress

The M-4 carbine is the Army's primary individual combat weapon for infantry units. The M-4 uses a direct gas impingement system that blows carbon from the fired cartridge back into the weapon's receiver, which can lead to weapon malfunctions. The U.S. Special Operations Command (USSOCOM) is replacing its M-4s with the Special Operations Combat Assault Rifle (SCAR), a modular weapon with a short-stroke piston system that eliminates carbon blow back, which theoretically improves reliability. Some have questioned why the Army has not adopted the SCAR or another similarly designed weapon. A series of studies and tests of the M-4 and potential competitors have added to this debate, and the Army has taken steps to begin evaluating other weapons to replace the M-4.

ASCR Science Network Requirements

The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2009 ESnet and the Office of Advanced Scientific Computing Research (ASCR), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by ASCR. The ASCR facilities anticipate significant increases in wide area bandwidth utilization, driven largely by the increased capabilities of computational resources and the wide scope of collaboration that is a hallmark of modern science. Many scientists move data sets between facilities for analysis, and in some cases (for example the Earth System Grid and the Open Science Grid), data distribution is an essential component of the use of ASCR facilities by scientists. A letter report issued by the Government Accountability Office with an abstract that begins "The air cargo industry contributed over $37 billion to the U.S. economy in 2008 and provides government, businesses, and individuals with quick delivery of goods. Although part of an aviation system with an extraordinary safety record, there have been over 400 air cargo accidents and over 900 incidents since 1997, raising concerns about cargo safety. GAO's congressionally requested study addresses (1) recent trends in air cargo safety, (2) factors that have contributed to air cargo accidents, (3) federal government and industry efforts to improve air cargo safety and experts' views on the effectiveness of these efforts, and (4) experts' views on further improving air cargo safety. To perform the study, GAO analyzed agency data, surveyed a panel of experts, reviewed industry and government documents, and interviewed industry and government officials. Carbon Nanotubes: Properties and Applications

Carbon nanotubes were discovered in 1991 as a minority byproduct of fullerene synthesis. Remarkable progress has been made in the ensuing years, including the discovery of two basic types of nanotubes (single-wall and multi-wall), great strides in synthesis and purification, elucidation of many fundamental physical properties, and important steps towards practical applications. Both the underlying science and technological potential of SWNT can profitably be studied at the scale of individual tubes and on macroscopic assemblies such as fibers. Experiments on single tubes directly reveal many of the predicted quantum confinement and mechanical properties. Semiconductor nanowires have many features in common with nanotubes, and many of the same fundamental and practical issues are in play – quantum confinement and its effect on properties; possible device structures and circuit architectures; thermal management; optimal synthesis, defect morphology and control, etc. In 2000 we began a small effort in this direction, conducted entirely by undergraduates with minimal consumables support from this grant. With DOE-BES approval, this grew into a project in parallel with the carbon nanotube work, in which we studied of inorganic semiconductor nanowire growth, characterization and novel strategies for electronic and electromechanical device fabrication. Characterizing the Properties of Clusters of Galaxies As a Function of Luminosity and Redshift

Abstract: We report the application of the new Monte Carlo method, Smoothed Particle Inference (SPI, described in a pair of companion papers), towards analysis and interpretation of X-ray observations of clusters of galaxies with the XMM-Newton satellite. Our sample consists of publicly available well-exposed observations of clusters at redshifts z > 0.069, totaling 101 objects. We determine the luminosity and temperature structure of the X-ray emitting gas, with the goal to quantify the scatter and the evolution of the L{sub X} - T relation, as well as to investigate the dependence on cluster substructure with redshift. This work is important for the establishment of the potential robustness of mass estimates from X-ray data which in turn is essential towards the use of clusters for measurements of cosmological parameters. We use the luminosity and temperature maps derived via the SPI technique to determine the presence of cooling cores, via measurements of luminosity and temperature contrast. The L{sub X}-T relation is investigated, and we confirm that L{sub X} {proportional_to} T{sup 3}. We find a weak redshift dependence ({proportional_to} (1 + z){sup {beta}{sub LT}}, {beta}{sub LT} = 0.50 {+-} 0.34), in contrast to some Chandra results. Testimony issued by the Government Accountability Office with an abstract that begins "Elevated levels of greenhouse gases in the atmosphere and the resulting effects on the earth's climate could have significant impacts in the United States and internationally. Potential impacts include a change in sea levels, ecosystems, and ice cover. The United States Congress is considering proposals to limit greenhouse gas emissions using market-based mechanisms that would place a price on emissions. Such programs would create an economic incentive for regulated entities to limit their emissions. Limiting greenhouse gas emissions requires an understanding of existing emissions as well as the development of a program to monitor, report, and verify emissions from entities that might be affected by a future regulatory program. A greenhouse gas mitigation program also requires an understanding of the numerous emissions sources and methods for calculating emissions of six major greenhouse gases--carbon dioxide, methane, nitrous oxide, and several synthetic gases. This testimony focuses on (1) the importance of quality data on emissions in the context of a program intended to limit greenhouse gas emissions, and (2) key considerations in developing reliable data on greenhouse gas emissions. Coast Guard: Observations on Changes to Management and Oversight of the Deepwater Program

Testimony issued by the Government Accountability Office with an abstract that begins "GAO has a large body of work examining government agencies' approaches to managing their large acquisition projects. GAO has noted that without sufficient knowledge about system requirements, technology, and design maturity, programs are subject to cost overruns, schedule delays, and performance that does not meet expectations. The Deepwater Program, intended to replace or modernize 15 major classes of Coast Guard assets, accounts for almost 60 percent of the Coast Guard's fiscal year 2009 appropriation for acquisition, construction and improvements. GAO has reported over the years on this program, which has experienced serious performance and management problems such as cost breaches, schedule slips, and assets designed and delivered with significant defects. To carry out the Deepwater acquisition, the Coast Guard contracted with Integrated Coast Guard Systems (ICGS) as a systems integrator. In April 2007, the Commandant acknowledged that the Coast Guard had relied too heavily on contractors to do the work of government and announced that the Coast Guard was taking over the lead role in systems integration from ICGS. Coast Guard: Observations on the Genesis and Progress of the Service's Modernization Program

Correspondence issued by the Government Accountability Office with an abstract that begins "The U.S. Coast Guard is currently undertaking a major effort to update its command structure, support systems, and business practices. This effort, referred to as the modernization program, is intended to better position the service to fulfill not only traditional missions--such as ensuring the safety and security of commercial shipping, safeguarding U.S. fisheries, interdicting the smuggling of illicit drugs, and conducting search and rescue operations--but also homeland security responsibilities that expanded after September 11, 2001 (9/11). The modernization program is specifically focused on modifying the Coast Guard's command and control structure--including the establishment of four new organizational entities--as well as updating mission support systems, such as maintenance, logistics, financial management, human resources, acquisitions, and information technology. The proposed changes will have a major impact on a variety of functions servicewide, including management of Deepwater--the long-term, multibillion-dollar program to upgrade the Coast Guard's aging fleet of water vessels and aircraft. The conceptual framework for the modernization program is reflected in 10 Commandant Intent Action Orders, which were issued by the Commandant of the Coast Guard in 2006.
