A letter report issued by the Government Accountability Office with an abstract that begins "Nonlethal weapons (NLW) provide an alternative when lethal force is undesirable. The Department of Defense (DOD) defines NLW as those that are explicitly designed and primarily employed to incapacitate personnel or materiel, while minimizing fatalities, permanent injury to personnel, and undesired damage to property and the environment. DOD created the Joint Non-Lethal Weapons Program in 1996 to have centralized responsibility for the development of NLW and coordinate requirements among the services. GAO was asked to review the status of NLW programs within DOD and the military services by identifying the extent to which (1) DOD and the Joint Non-Lethal Weapons Program have developed and fielded NLW since the program's inception; (2) DOD has established and implemented policy, doctrine, and training for NLW; and (3) DOD has conducted testing and evaluation prior to fielding NLW. GAO reviewed and analyzed DOD and service plans, guidance, and doctrine and interviewed officials associated with NLW development."

A letter report issued by the Government Accountability Office with an abstract that begins "For the past two decades, the Office of Personnel Management (OPM) has been working to modernize the paper-intensive processes and antiquated systems used to support the retirement of federal employees. By moving to an automated system, OPM intends to improve the program's efficiency and effectiveness. In January 2008, GAO recommended that the agency address risks to successful system deployment. Nevertheless, OPM deployed a limited initial version of the modernized system in February 2008. After unsuccessful efforts to address system quality issues, OPM suspended system operation, terminated a major contract, and began restructuring the modernization effort, also referred to as RetireEZ. For this study, GAO was asked to (1) assess the status of OPM's efforts to plan and implement the RetireEZ program and (2) evaluate the effectiveness of the agency's management of the modernization initiative. To do this, GAO reviewed OPM program documentation and interviewed agency and contractor officials."

A letter report issued by the Government Accountability Office with an abstract that begins "The United States has provided approximately $38.6 billion in reconstruction assistance to Afghanistan and has over 35,000 troops in the country as of February 2009. Some progress has occurred in areas such as economic growth, infrastructure development, and training of the Afghan National Security Forces (ANSF), but the overall security situation in Afghanistan has not improved after more than 7 years of U.S. and international efforts. In response, the new administration plans to deploy approximately 21,000 additional troops1 to Afghanistan this year, and has completed a strategic review of U.S. efforts in Afghanistan and Pakistan. Based on our past work and the significance of U.S. efforts in Afghanistan to the overall U.S. counterinsurgency strategy, we have highlighted Afghanistan as an urgent oversight issue facing this Congress. The government of Afghanistan, with the assistance of the international community, developed the Afghanistan National Development Strategy (ANDS), which was finalized in June 20083, as a guiding document for achieving Afghanistan's reconstruction goals. A letter report issued by the Government Accountability Office with an abstract that begins "An attack on the U.S. freight rail system could be catastrophic because rail cars carrying highly toxic materials often traverse densely populated urban areas. The Department of Homeland Security's (DHS) Transportation Security Administration (TSA) is the federal entity primarily responsible for securing freight rail. GAO was asked to assess the status of efforts to secure this system. This report discusses (1) stakeholder efforts to assess risks to the freight rail system and TSA's development of a risk-based security strategy; (2) actions stakeholders have taken to secure the system since 2001, TSA's efforts to monitor and assess their effectiveness, and any challenges to implementing future actions; and (3) the extent to which stakeholders have coordinated efforts. A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. passenger airline industry is vital to the U.S. economy. Airlines directly generate billions of dollars in revenues each year and catalyze economic growth. Interest in the airlines' ability to weather volatile fuel prices and the economic recession led to congressional requests for a GAO review. GAO examined how (1) the financial condition of the U.S. passenger airline industry has changed, the principal factors affecting its condition, and its prospects for 2009; (2) airlines have responded to the factors affecting their financial condition; and (3) changes in the industry have affected airports, passengers, and the Airport and Airway Trust Fund (Trust Fund), which funds the Federal Aviation Administration's (FAA) capital programs and most of its operations. To do this, GAO analyzed financial and operating data, reviewed studies, and interviewed airline, airport, and FAA officials and other experts. GAO examined challenges in (1) measuring and monitoring progress in achieving U.S. goals for assisting Iraqi refugees, (2) providing humanitarian assistance to Iraqi refugees, (3) offering solutions for Iraqi refugees, and (4) developing an international strategic plan to address the Iraqi refugee situation. GAO analyzed reports and data; met with officials from the U.S. government, the UN High Commissioner for Refugees (UNHCR), international organizations, and NGOs; and did fieldwork in Jordan and Syria."

Versatile P(acman) BAC Libraries for Transgenesis Studies in Drosophila melanogaster

We constructed Drosophila melanogaster BAC libraries with 21-kb and 83-kb inserts in the P(acman) system. Clones representing 12-fold coverage and encompassing more than 95percent of annotated genes were mapped onto the reference genome. These clones can be integrated into predetermined attP sites in the genome using Phi C31 integrase to rescue mutations. They can be modified through recombineering, for example to incorporate protein tags and assess expression patterns.

New Accessory for Cleaning the Inside of the Machine Tool Cavity

The best way to extend the life of a metalworking fluid (MWF) is to make sure the machine tool and MWF delivery system are properly cleaned at least once per year. The dilemma the MWF manager is faced with is: How does one clean the machine tool and the MWF system on a large machine tool with an enclosure in a timely manner without impacting production schedules? Remember the walls and roof of the machine enclosure are coated with a film of dried contaminated MWF that must also be removed. If not removed, the deposits on these surfaces can recontaminate the fresh charge of MWF. I have found a product that with this revised procedure helps to shorten the machine tool down time involved with machine cleaning. (1) Discuss with your MWF supplier if they have a machine cleaning product that can be used with your current water based MWF during normal machining operations. Most MWF manufacturers have a machine cleaner that can be used at a lower concentration (1-2% vs. 5%) and can be used while still making production parts for a short period of time (usually 24-48 hours). On Decays of B Mesons to a Strange Meson and an Eta or Eta' Meson at Babar

We describe studies of the decays of B mesons to final states {eta}K{sup *}(892), {eta}K{sup *}{sub 0}(S-wave), {eta}K{sup *}{sub 2}(1430), and {eta}'K based on data collected with the BABAR detector at the PEP-II asymmetric-energy e{sup +}e{sup -} collier at the Stanford Linear Accelerator Center. We measure branching fractions and charge asymmetries for the decays B {yields} {eta}K{sup *}, where K{sup *} indicates a spin 0, 1, or 2 K{pi} system, making first observations of decays to final states {eta}K{sup *0}{sub 0}(S-wave), {eta}K{sup *+}{sub 0} (S-wave), and {eta}K{sup *0}{sub 2}(1430). We measure the time-dependent CP-violation parameters S and C for the decays B{sup 0} {yields} {eta}'K{sup 0}, observing CP violation in a charmless B decay with 5{sigma} significance considering both statistical and systematic uncertainties..

Development of Li+ alumino-silicate ion source

To uniformly heat targets to electron-volt temperatures for the study of warm dense matter, one strategy is to deposit most of the ion energy at the peak of energy loss (dE/dx) with a low (E< 5 MeV) kinetic energy beam and a thin target[1]. Lower mass ions have a peak dE/dx at a lower kinetic energy. To this end, a small lithium (Li+) alumino-silicate source has been fabricated, and its emission limit has been measured. These surface ionization sources are heated to 1000-1150 C where they preferentially emit singly ionized alkali ions. Alumino-silicates sources of K+ and Cs+ have been used extensively in beam experiments, but there are additional challenges for the preparation of high-quality Li+ sources: There are tighter tolerances in preparing and sintering the alumino-silicate to the substrate to produce an emitter that gives uniform ion emission, sufficient current density and low beam emittance. We report on recent measurements ofhigh ( up to 35 mA/cm2) current density from a Li+ source. Ion species identification of possible contaminants is being verified with a Wien (E x B) filter, and via time-of-flight.

Invariability of Central Metabolic Flux Distribution in Shewanella oneidensis MR-1 Under Environmental or Genetic Perturbations

An environmentally important bacterium with versatile respiration, Shewanella oneidensis MR-1, displayed significantly different growth rates under three culture conditions: minimal medium (doubling time {approx} 3 hrs), salt stressed minimal medium (doubling time {approx} 6 hrs), and minimal medium with amino acid supplementation (doubling time {approx}1.5 hrs). {sup 13}C-based metabolic flux analysis indicated that fluxes of central metabolic reactions remained relatively constant under the three growth conditions, which is in stark contrast to the reported significant changes in the transcript and metabolite profiles under various growth conditions. Furthermore, ten transposon mutants of S. oneidensis MR-1 were randomly chosen from a transposon library and their flux distributions through central metabolic pathways were revealed to be identical, even though such mutational processes altered the secondary metabolism, for example, glycine and C1 (5,10-Me-THF) metabolism.

EFFECTS OF GAMMA RADIATION ON ELECTROCHEMICAL PROPERTIES OF IONIC LIQUIDS

The electrochemical properties of ionic liquids (ILs) make them attractive for possible replacement of inorganic salts in high temperature molten salt electrochemical processing of nuclear fuel. To be a feasible replacement solvent, ILs need to be stable in moderate and high doses of radiation without adverse chemical and physical effects. Here, we exposed seven different ILs to a 1.2 MGy dose of gamma radiation to investigate their physical and chemical properties as they related to radiological stability. The azolium-based ILs experienced the greatest change in appearance, but these ILs were chemically more stable to gamma radiation than some of the other classes of ILs tested, due to the presence of aromatic electrons in the azolium ring. All the ILs exhibited a decrease in their conductivity and electrochemical window (at least 1.1 V), both of which could affect the utility of ILs in electrochemical processing. The concentration of the irradiation decomposition products was less than 3 mole %, with no impurities detectable using NMR techniques.

This bibliography covers aspects of the Detection and Early Warning of Proliferation from Online INdicators of Threat (DEWPOINT) project including 1) data management and querying, 2) baseline and advanced methods for classifying free text, and 3) algorithms to achieve the ultimate goal of inferring intent from free text sources. Metrics for assessing the quality and correctness of classification are addressed in the second group. Data management and querying include methods for efficiently storing, indexing, searching, and organizing the data we expect to operate on within the DEWPOINT project.

SALTSTONE 3QCY08 TCLP RESULTS

A Saltstone waste form was prepared in the Savannah River National Laboratory from a Tank 50H sample and Z-Area premix material for the third quarter of calendar year 2008 (3QCY08). After the prescribed 28 day cure, samples of the saltstone were collected, and the waste form was shown to meet the South Carolina Hazardous Waste Management Regulations (SCHWMR) R.61-79.261.24 and R.61-79.268.48(a) requirements for a nonhazardous waste form with respect to RCRA metals and underlying hazardous constituents. These analyses met all quality assurance specifications of USEPA SW-846.

In its Afghanistan National Development Strategy, the Afghan Government, in conjunction with international donors, established the goal of completing a fully upgraded regional highway network by the end of 2008. The construction of the regional highways was a top road reconstruction priority of the Afghan government and interational donors, as these roads were expected to foster regional trade and contribute to Afghanistan's economic development. The United States and two other donors committed more than $1.5 billion for the over-3,200-kilomteres-long regional highway network and had completed about 60 percent (1,954 kilometers) of these highways as of February 2008. The United States, through the Agency for International Development (USAID), had completed the construction of the 715 kilometers of the regional highways it funded. In addition, it also managed the construction for the 115-kilometer-long Saudi-funded section, which is complete. As of February 2008, construction of an additional 29 percent (932 kilometers) of the regional highway network was ongoing and donors committed funding but had yet to start construction of the remaining 11 percent (354 kilometers). Results of Aging Tests of Vendor-Produced Blended Feed Simulant

The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is procuring through Pacific Northwest National Laboratory (PNNL) a minimum of five 3,500 gallon batches of waste simulant for Phase 1 testing in the Pretreatment Engineering Platform (PEP). To make sure that the quality of the simulant is acceptable, the production method was scaled up starting from laboratory-prepared simulant through 15-gallon vendor prepared simulant and 250-gallon vendor prepared simulant before embarking on the production of the 3500-gallon simulant batch by the vendor. The 3500-gallon PEP simulant batches were packaged in 250-gallon high molecular weight polyethylene totes at NOAH Technologies. The simulant was stored in an environmentally controlled environment at NOAH Technologies within their warehouse before blending or shipping. For the 15-gallon, 250-gallon, and 3500-gallon batch 0, the simulant was shipped in ambient temperature trucks with shipment requiring nominally 3 days. The 3500-gallon batch 1 traveled in a 70-75°F temperature controlled truck. Typically the simulant was uploaded in a PEP receiving tank within 24-hours of receipt. The first uploading required longer with it stored outside. Physical and chemical characterization of the 250-gallon batch was necessary to determine the effect of aging on the simulant in transit from the vendor and in storage …

Oral History Interview with Arvon E. Caruthers, April 21, 2009

The National Museum of the Pacific War presents an interview with Arvon E Caruthers. Caruthers joined the Navy in 1939. He served as a Gunner’s Mate Second-Class aboard the USS Tanager (AM-5) during the Philippine Campaign in 1941 through the sinking of the ship in May of 1942. Caruthers participated in the Battle of Corregidor, and was captured by Japanese forces. He was imprisoned at Cabanatuan number three and traveled aboard a hell ship, eventually settling at Ōmori. Cauthers was liberated in August of 1945.
