INCONEL 690 CORROSION IN WTP (WASTE TREATMENT PLANT) HLW (HIGH LEVEL WASTE) GLASS MELTS RICH IN ALUMINUM & BISMUTH & CHROMIUM OR ALUMINUM/SODIUM

Metal corrosion tests were conducted with four high waste loading non-Fe-limited HLW glass compositions. The results at 1150 C (the WTP nominal melter operating temperature) show corrosion performance for all four glasses that is comparable to that of other typical borosilicate waste glasses, including HLW glass compositions that have been developed for iron-limited WTP streams. Of the four glasses tested, the Bi-limited composition shows the greatest extent of corrosion, which may be related to its higher phosphorus content. Tests at higher suggest that a moderate elevation of the melter operating temperature (up to 1200 C) should not result in any significant increase in Inconel corrosion. However, corrosion rates did increase significantly at yet higher temperatures (1230 C). Very little difference was observed with and without the presence of an electric current density of 6 A/inch{sup 2}, which is the typical upper design limit for Inconel electrodes. The data show a roughly linear relationship between the thickness of the oxide scale on the coupon and the Cr-depletion depth, which is consistent with the chromium depletion providing the material source for scale growth. DEVELOPMENT OF THE H1700 SHIPPING PACKAGE

The H1700 Package is based on the DOE-EM Certified 9977 Packaging. The H1700 will be certified by the Packaging Certification Division of the National Nuclear Security Administration for the shipment of plutonium by air by the United Stated Military both within the United States and internationally. The H1700 is designed to ship radioactive contents in assemblies of Radioisotope Thermoelectric Generators (RTGs) or arrangements of nested food-pack cans. The RTG containers are designed and tested to remain leaktight during transport, handling, and storage; however, their ability to remain leaktight during transport in the H1700 is not credited. This paper discusses the design and special operation of the H1700.

The role of parallel heat transport in the relation between upstream scrape-off layer widths and target heat flux width in H-mode plasmas of NSTX.

The physics of parallel heat transport was tested in the Scrape-off Layer (SOL) plasma of the National Spherical Torus Experiment (NSTX) [M. Ono, et al., Nucl. Fusion 40, 557 (2000) and S. M. Kaye, et al., Nucl. Fusion 45, S168 (2005)] tokamak by comparing the upstream electron temperature (T{sub e}) and density (n{sub e}) profiles measured by the mid-plane reciprocating probe to the heat flux (q{sub {perpendicular}}) profile at the divertor plate measured by an infrared (IR) camera. It is found that electron conduction explains the near SOL width data reasonably well while the far SOL, which is in the sheath limited regime, requires an ion heat flux profile broader than the electron one to be consistent with the experimental data. The measured plasma parameters indicate that the SOL energy transport should be in the conduction-limited regime for R-R{sub sep} (radial distance from the separatrix location) < 2-3 cm. The SOL energy transport should transition to the sheath-limited regime for R-R{sub sep} > 2-3cm. The T{sub e}, n{sub e}, and q{sub {perpendicular}} profiles are better described by an offset exponential function instead of a simple exponential. Plasma Diagnostic Calibration and Characterizations with High Energy X-rays

National Security Technologies’ High Energy X-ray (HEX) Facility is unique in the U.S. Department of Energy complex. The HEX provides fluorescent X-rays of 5 keV to 100 keV with fluence of 10^5–10^6 photons/cm^2/second at the desired line energy. Low energy lines can be filtered, and both filters and fluorescers can be changed rapidly. We present results of calibrating image plates (sensitivity and modulation transfer function), a Bremsstrahlung spectrometer (stacked filters and image plates), and the National Ignition Facility’s Filter- Fluorescer Experiment (FFLEX) high energy X-ray spectrometer. We also show results of a scintillator light yield and alignment study for a neutron imaging system.

Accretion onto the first stellar mass black holes

The first stars, forming at redshifts z > 15 in minihalos with M {approx} 10{sup 5-6} M{sub {circle_dot}} may leave behind remnant black holes, which could conceivably have been the 'seeds' for the supermassive black holes observed at z {approx}< 7. We study remnant black hole growth through accretion, including for the first time the radiation emitted due to accretion, with adaptive mesh refinement cosmological radiation-hydrodynamical simulations. The effects of photo-ionization and heating dramatically affect the large-scale inflow, resulting in negligible mass growth. We compare cases with accretion luminosity included and neglected to show that accretion radiation drastically changes the environment within 100 pc of the black hole, increasing gas temperatures by an order of magnitude. Gas densities are reduced and further star formation in the same minihalo is prevented for the two hundred million years we followed. Without radiative feedback included most seed black holes do not gain mass as efficiently as has been hoped for in previous theories, implying that black hole remnants of Pop III stars in minihalos are not likely to be miniquasars. Measurement of CP Content and Time-Dependent CP Violation in B0 --> D*+D*- Decays

This dissertation presents the measurement of the Cp-odd fraction and time-dependent CP violation parameters for the B{sup 0} {yields} D*{sup +} D*{sup -} decay. These results are based on the full BABAR dataset of (467 {+-} 5) x 10{sup 6} B{bar B} pairs collected at the PEP-II B Factory at the Stanford Linear Accelerator Center. An angular analysis finds that the CP-odd fraction of the B{sup 0} {yields} D*{sup +} D*{sup -} decay is R{sub {perpendicular}} = 0.158 {+-} 0.028 {+-} 0.006, where the first uncertainty is statistical, and the second is systematic. A fit to the flavor-tagged, time-dependent, angular decay rate yields C{sub +} = 0.02 {+-} 0.12 {+-} 0.02; C{sub {perpendicular}} = 0.41 {+-} 0.50 {+-} 0.08; S{sub +} = -0.76 {+-} 0.16 {+-} 0.04; S{sub {perpendicular}} = -1.81 {+-} 0.71 {+-} 0.16, for the CP-odd ({perpendicular}) and CP-even (+) contributions. Constraining these two contributions to be the same results in C = 0.047 {+-} 0.091 {+-} 0.019; S = -0.71 {+-} 0.16 {+-} 0.03. These measurements are consistent with the Standard Model and with measurements of sin2{beta} from B{sup 0} {yields} (c{bar c})K{sup 0} decays.

P-986 Letter of Intent: Medium-Energy Antiproton Physics at Fermilab

Fermilab has long had the world's most intense antiproton source. Despite this, the opportunities for medium-energy antiproton physics at Fermilab have been limited in the past and - with the antiproton source now exclusively dedicated to serving the needs of the Tevatron Collider - are currently nonexistent. The anticipated shutdown of the Tevatron in 2010 presents the opportunity for a world-leading medium-energy antiproton program. We summarize the current status of the Fermilab antiproton facility and review some physics topics for which the experiment we propose could make the world's best measurements. Among these, the ones with the clearest potential for high impact and visibility are in the area of charm mixing and CP violation. Continued running of the Antiproton Source following the shutdown of the Tevatron is thus one of the simplest ways that Fermilab can restore a degree of breadth to its future research program. The impact on the rest of the program will be minor. We request a small amount of effort over the coming months in order to assess these issues in more detail.

Asymptotic Diffusion-Limit Accuracy of Sn Angular Differencing Schemes

In a previous paper, Morel and Montry used a Galerkin-based diffusion analysis to define a particular weighted diamond angular discretization for S{sub n}n calculations in curvilinear geometries. The weighting factors were chosen to ensure that the Galerkin diffusion approximation was preserved, which eliminated the discrete-ordinates flux dip. It was also shown that the step and diamond angular differencing schemes, which both suffer from the flux dip, do not preserve the diffusion approximation in the Galerkin sense. In this paper we re-derive the Morel and Montry weighted diamond scheme using a formal asymptotic diffusion-limit analysis. The asymptotic analysis yields more information than the Galerkin analysis and demonstrates that the step and diamond schemes do in fact formally preserve the diffusion limit to leading order, while the Morel and Montry weighted diamond scheme preserves it to first order, which is required for full consistency in this limit. Nonetheless, the fact that the step and diamond differencing schemes preserve the diffusion limit to leading order suggests that the flux dip should disappear as the diffusion limit is approached for these schemes. Tracking the Sun II: The Installed Cost of Photovoltaics in the U.S. from 1998-2008

Installations of solar photovoltaic (PV) systems have been growing at a rapid pace in recent years. In 2008, 5,948 MW of PV was installed globally, up from 2,826 MW in 2007, and was dominated by grid-connected applications. The United States was the world's third largest PV market in terms of annual capacity additions in 2008, behind Spain and Germany; 335 MW of PV was added in the U.S. in 2008, 293 MW of which came in the form of grid-connected installations. Despite the significant year-on-year growth, however, the share of global and U.S. electricity supply met with PV remains small, and annual PV additions are currently modest in the context of the overall electric system. The market for PV in the U.S. is driven by national, state, and local government incentives, including up-front cash rebates, production-based incentives, requirements that electricity suppliers purchase a certain amount of solar energy, and Federal and state tax benefits. These programs are, in part, motivated by the popular appeal of solar energy, and by the positive attributes of PV - modest environmental impacts, avoidance of fuel price risks, coincidence with peak electrical demand, and the location of PV at the point of use. Novel Low-Cost Process for the Gasification of Biomass and Low-Rank Coals

Farm Energy envisaged a phased demonstration program, in which a pilot-scale straw gasifier will be installed on a farm. The synthesis gas product will be used to initially (i) generate electricity in a 300 kW diesel generator, and subsequently (ii) used as a feedstock to produce ethanol or mixed alcohols. They were seeking straw gasification and alcohol synthesis technologies that may be implemented on farm-scale. The consortium, along with the USDA ARS station in Corvallis, OR, expressed interest in the dual-bed gasification concept promoted by WRI and Taylor Energy, LLC. This process operated at atmospheric pressure and employed a solids-circulation type oxidation/reduction cycle significantly different from traditional fluidized-bed or up-draft type gasification reactors. The objectives of this project were to perform bench-scale testing to determine technical feasibility of gasifier concept, to characterize the syngas product, and to determine the optimal operating conditions and configuration. We used the bench-scale test data to complete a preliminary design and cost estimate for a 1-2 ton per hour pilot-scale unit that is also appropriate for on-farm scale applications. We describe a funnel cone for concentrating an ion beam on a target. The cone utilizes the reflection characteristic of ion beams on solid walls to focus the incident beam andincrease beam intensity on target. The cone has been modeled with the TRIM code. A prototype has been tested and installed for use in the 350-keV K+ NDCX target chamber.

Faculty and Student Teams and National Laboratories: Expanding the Reach of Research Opportunities and Workforce Development

The Faculty and Student Teams (FaST) Program, a cooperative effort between the US Department of Energy (DOE) Office of Science and the National Science Foundation (NSF), brings together collaborative research teams composed of a researcher at Brookhaven National Laboratory, and a faculty member with two or three undergraduate students from a college or university. Begun by the Department of Energy in 2000 with the primary goal of building research capacity at a faculty member's home institution, the FaST Program focuses its recruiting efforts on faculty from colleges and universities with limited research facilities and those institutions that serve populations under-represented in the fields of science, engineering and technology, particularly women and minorities. Once assembled, a FaST team spends a summer engaged in hands-on research working alongside a laboratory scientist. This intensely collaborative environment fosters sustainable relationships between the faulty members and BNL that allow faculty members and their BNL colleagues to submit joint proposals to federal agencies, publish papers in peer-reviewed journals, reform local curriculum, and develop new or expand existing research labs at their home institutions.

Oral History Interview with Robert Bland, December 5, 2009

The National Museum of the Pacific War presents an interview with Robert Bland. Bland joined the Navy in April of 1944. He served as Signalman Third-Class aboard the SS Francis Preston Blair (1943). They traveled to Australia, New Zealand, India and Manila picking up and delivering cargo. Bland served aboard the ship until it got stranded on Saumarez Reef in the Coral Sea during a cyclone in 1945. Bland continued his service after the war ended, receiving his discharge in May of 1946.
